Carmel news ]anuary 12, 2007 COVER STORY Prostitution stings at 3 sites net 6 arrests Investigation of massage parlors began in December By Laura Olson laura.olson@indystar.com TalkBack: Post a oormtent Maj. Randy Schalburg of the Carmel Police Department said the county prosecutor's office is continuing to work on an ordinance and would like to have a proposal submitted to the County Commissioners within a month or so. Marion County has regulated massage therapists for more than 20 years. Authorities arrested two men and a woman on felony charges of promoting prostitution, some of the most serious allegations leveled since police and a regional task fore began targeting prostitution in Carmel more than a year ago. Licensing requirements are in the works Police arrested three others on charges of The Hamilton County Sherifrs prostitution after separate sting investigations Department began discussing a Wednesday at three Carmel massage parlors. county ordinance requiring The arrests occurred after an undercover officer massage therapists to be paid $50 for a sex act. licensed after three investigations in December that led to arrests. Residents' complaints prompted the Carmel "They are very close to having the document," Schalburg said. 'hey have it written up and (are) discussing how they would collect fees." police and the Hamilton/Boon County Drug Task Force to investigate the three sites beginning in December. The task force and Carmel police last year arrested 13 people on charges of prostitution in similar stings. In 2005, only three arrests on prostitution charges were made. Wednesday's arrests were the first this year. Arrested Wednesday and charged with promoting prostitution, a Class C felony, were: • Wu Pi, age unknown, Carmel. • Timothy Tsan Hung So, 49, Carmel. • Don L. Tien, 59, Carmel. Tien was also charged with possession of marijuana over 30 grams, a Class D felony. Randy considering legislation options, Schalburg of the Carmel Police Department and he said. the task force. Police could issue charges of promoting prostitution because they said during the stings, So and Tien had a portion of the money from the undercover officers' transaction in their possession. They said Pi had collected money from one of the people charged with prostitution. Schalburg said police believe the prostitutes were receiving $10 for each sex act, while the promoters collected $40. Police conducted the stings at three locations: • A suite in a single-story, brick office building at 1980 E. 116th St., near Merchants' Square. • A standalone building at 31A Third St. S.W. being used as a business in the Arts & Design District. Wednesday's arrests were the second set of arrests in that area in the past year. • A suite in a single-story, brick office building at 3510 E. 96th St. east of Ind. 431. Wednesday's arrests were the third set at that address in recent months. Police believe the operations at East 116th and Third streets were connected, with money being exchanged and the operators sharing a residence. Those charged with prostitution, a Class A misdemeanor, were: • Zhu Mingfeng, 49, Cannel. • Youei Ben, 46, Carmel. • Ping Yan, 41, Westfield. Schalburg said four of those arrested had been living at the Third Street location. All six were transported to the Hamilton County lockup. The three parlors had video surveillance systems, with one recording onto a hard drive. Schalburg said police are working on getting search warrants for the video. Customers on the videos may be interviewed and police could file charges against customers as well, he said. Call Star reporter Laura Olson at (317) 444-2606. Copyright 2006 IndyStar.com. The citations being dismissed were issued to Buckingham Properties, landlord for 3510 East 96th Street, Suite 26, formerly housing "Asian Touch" and Stratford Partners LLC, landlords for 1950 116th Street, Suite 345, formerly housing "Awesome Massage" and John and Vasiliki Anagnostou, landlords for 31 Third Street SW, housing "Oriental Massage." The citations were issued for violations to City Zoning Code, on the grounds that no zoning classifications included brothels. The City was requesting the court allow the maximum $2,500 a day fine for each day the violations continue. "We had an immediate response from Buckingham, Stratford Partners and the Anagnostous in regards to evicting their tenants, who were accused of carrying on illegal activities on the premises," said Mayor 2/15/2007 Page 2 of 2 Jim Brainard. "This is exactly the result we were hoping for; that the landlords would quickly evict these tenants. Prostitution, posing as massage therapy, will not be tolerated in our community," added Brainard. On Monday, January 22, at the request of the Mayor, Council members Ron Carter and Rick Sharp introduced a City Ordinance requiring Massage Therapists to obtain permits to operate within the City limits of Carmel. The permitting process was suggested to the City by the Indiana Chapter of the American Massage Therapists Association as a way to prohibit prostitutes from holding themselves out as legitimate massage therapists. The proposed ordinance requires that to obtain a Massage Therapist Permit, a person must show that they have graduated from an accredited school requiring at least 500 hours of training. "Massage is a legitimate therapy requiring hundreds hours of training from accredited institutions. By passing this law, we will be able to prevent prostitutes from claiming to be legitimate massage therapists," said Mayor Brainard. Hamilton County legislators are also working on their version of the law as well, but Carmel did not want to wait to resolve this problem. Legislation has been stalled at the Indiana State House for about 12 years. "We can't wait for the state to take action while our community suffers the consequences of their inaction," said Mayor Brainard. -30- Nancy S.
