Marion County has regulated massage therapists for more than 20 years. Authorities arrested two men and a woman on felony charges of promoting prostitution, some of the most serious allegations leveled since police and a regional task force began targeting prostitution in Cannel more than a year ago. Wednesday's arrests were the second set of arrests in that area in the past year. • A suite in a single-story, brick office building at 3510 E. 96th St. east of Ind. 431. Wednesday's arrests were the third set at that address in recent months. Police believe the operations at East 116th and Third streets were connected, with money being exchanged and the operators sharing a residence. Those charged with prostitution, a Class A misdemeanor, were: • Zhu Mingfeng, 49, Cannel. • Youei Ben, 46, Carmel. • Ping Yan, 41, Westfield. Schalburg said four of those arrested had been living at the Third Street location. All six were transported to the Hamilton County lockup. The three parlors had video surveillance systems, with one recording onto a hard drive. Schalburg said police are working on getting search warrants for the video. The citations being dismissed were issued to Buckingham Properties, landlord for 3510 East 96th Street, Suite 26, formerly housing "Asian Touch" and Stratford Partners LLC, landlords for 1980 116th Street, Suite 345, formerly housing "Awesome Massage" and John and Vasiliki Anagnostou, landlords for 31 Third Street SW, housing "Oriental Massage." The citations were issued for violations to City Zoning Code, on the grounds that no zoning classifications included brothels. The City was requesting the court allow the maximum $2,500 a day fine for each day the violations continue. "We had an immediate response from Buckingham, Stratford Partners and the Anagnostous in regards to evicting their tenants, who were accused of carrying on illegal activities on the premises," said Mayor SCANNED 2/15/2007 Page 2 Jim Brainard. "This is exactly the result we were hoping for; that the landlords would quickly evict these tenants. Prostitution, posing as massage therapy, will not be tolerated in our community," added Brainard. On Monday, January 22, at the request of the Mayor, Council members Ron Carter and Rick Sharp introduced a City Ordinance requiring Massage Therapists to obtain permits to operate within the City limits of Carmel. The permitting process was suggested to the City by the Indiana Chapter of the American Massage Therapists Association as a way to prohibit prostitutes from holding themselves out as legitimate massage therapists. The proposed ordinance requires that to obtain a Massage Therapist Permit, a person must show that they have graduated from an accredited school requiring at least 500 hours of training. "Massage is a legitimate therapy requiring hundreds hours of training from accredited institutions. By passing this law, we will be able to prevent prostitutes from claiming to be legitimate massage therapists," said Mayor Brainard. Hamilton County legislators are also working on their version of the law as well, but Carmel did not want to wait to resolve this problem. Legislation has been stalled at the Indiana State House for about 12 years.
