Addresses for AMLI at Old Town Carmel
Attached is a reduction plan (corresponding to the larger architectural and site plans that Kelli
possesses.) These drawings show how we would suggest that the addressing should work for AMLJ at
Old Town Carmel. Proposed unit numbers are shown, along with hallways in yellow and stair towers in
pink. The key points are as follows:
o The retail entrances all start with "1"- Since the retail entrances all front Main Street, we would
suggest one or more Main Street addresses, with a corresponding suite number, such as 125
West Main Street, Suite 110,
.. None of the residential entrances front on Main Street. All units are accessed either from the
rear parking lot, via stair towers, or via the Manon Sidewalk for the townhomes. For this reason,
we have separated the units into "virtual buildings" for addressing purposes, to simplify
addressing and signage. These could even have a 1 st Ave Southwest address. For
explanatory purposes, let's assume it is 10 1st Avenue SW,
o The first digit is the section of the building (2, 3 or 4), the second digit is the floor, and the
last digit(s) are the unit number, We believe that this also simplifies the signage. The
northeast stair tower would have an exterior sign, as follows:

o Intemal signs are similar. Upon exiting the northwest stair tower at the third floor, a party
would see the hallway sign:

o As a result of this numbering system, any emergency calls from 10 151 Avenue SW, Unit
2xx, 3xx or 4xx would immediately inform the responder that the access is from the rear

be-assigned Lumberyard address.

AMLI Residential Construction, L.P. ("AMLI") has submitted to the City of Carmel
plans for the AlVILI at Old Town Cannel redevelopment. These plans call for three curb
cuts on 1 sl Avenue SW, and approvals are being sought from the Carmel Board of Public
Works consistent with these plans.
This letter will confinll that AMLI will agree to elimination of the middle of the three
curb cuts, accomplished by closing off the end of the parking aisle with curb and a grass
landscape strip, if, during the next 12 months, AMLI is able to acquire additional off-site
parking for the AMLl at Old Town development. The nortbmost and southernmost curb
cuts on 1 st Avenue SW would remain unaffected.

Kelli - I did not get a chance to do my full review, but for the purposes of the drive issue, it does look like they are showing
what they agreed to. They removed the drive from 1st St. SW and Jim Thomas verbally agreed (and promised to send a
letter to follow up verifying this) that if they are able to purchase the R.K. Shull lot (and he is hoping the City helps him with
this by condemnation) they will NOT build the middle drive. They will however want to have on-street parking where that
curb cut is eliminated. Not a big problem for me, as the nearest corners have full stops.
I hope this is enough to answer your concerns for the meeting Friday morning. Otherwise, give me a ring at my desk (436)

Review of landscape plans for
Old Town at Cannel AMLI Residential
1. Plan does not meet Cannel/Clay Zoning Ordinance Chapter 20E.6.2 , Street Tree
requirements, which states "Shade trees shall be planted along all streets within
rights-of-way, parallel to the street. Species, size, and installation shall be per the
standards of the City of Canne1."
2. On the graphic tree planting detail, the note which says "Set top of root ball at
same level as finished grade," should be changed to read "Set plant root flare at
grade level."
3. Any trees or plant material installed should be designed with adequate soil
volumes for root growth to be able to enable the plant material to grow in good
health. A maintenance plan for continuing care of the plant material should also
be attached to the plans.

Attached are the plans being submitted to the CRC. I got your letter of 7/12. While I think we can
make the minor drive-lane changes you requested, they're not shown on the attached set, so that I
could get the process moving without delay. We will get the changes shown on the ALDS set.
Also, just to confirm, we are planning on splitting out the signage and lighting from the architectural
approval, as you and I discussed. As such, the forthcoming ALDS set will not show any signage or
lighting.
Regarding the cross-access easement mentioned in your #7, please give me a call to discuss your
thoughts.

Dear Mr. Thomas,
The Department has reviewed the most recent plans submitted for the Amli Old Town
project. The following comments need to be addressed and plans updated accotdillgly.
1. Please confirm that all issues and concerns of the City Engineer have been
addressed.
2. Please provide elevations for all facades of the buildings as well as elevations of any
trash enclosures or garage structutes. These elevations should show dimensions,
materials, and building signage.
3. Please submit a full set of the final construction plans to the Department.
4. Please submit a landscaping plan indicating the location, nU1Ilber and species of all
plantings as well as planting details.
5, Please submit a lighting plan indicating location and type of fi.'Ctures as well as foot-
candle distribution.
6. Please provide a perspective drawing illustrating the view from Main Street heading
east. The goal of this exhibit is to indicate the appearance of the fa-;:ade, particularly
at the roofline, as you approach from the west.
7. Please provide a cross access easement to Lhe property south of the lumberyard mall
piece.
8. Please rework the parking lot island at the northwest cotner of the parking lot to
increase the radius and aid in turning movements within the lot (see attadunent for
further explanation).
9. Please depress the curb at the southwest corner of the site in order to access the
street level.
10. In the lumberyard mall piece, explore the possibility of widening the drive aisle in
order to more easily accommodate two-way traffic from the northern to the
southern portion of the site (see attachment for illustration). It appears that there
may be some room to shift the row of parking west a few feet to achieve this.
After a complete set of plans is received, all conunents ate addressed and the Carmel
Redevelopment Commission has approved the architectural design, the Department will

I am enclosing copies of our Average User Factors for Water and Sanitary Sewers and our current fee
schedule. I have also highlighted the Average User Factors that might apply to this development
Note: Any deviation/rom the Connectioll Fee calculations listed ill our Ordinance will require Cannel
Utilities WId Board of pUblic Works and Safety approvals.
5. TAC ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and be
accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction
until all issues have been resolved. All Carmel Utility issues must also re resolved. The design engineer must
certify all drawings submitted for fmal approval. This office will require five-sets of approved drawings after all
issues have been resolved. The drawings will be stamped approved and signed by both the City Engineer and
Director Cannel Utilities. The Developer/Owner ""ill receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities wi.ll receive two-sets. Our Public Works Inspector will receive one-
set and one-set will be maintained in the Department of Engineering. Ifmore than five-sets are requested to be
approved, the additional sets must be submitted with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. ""ithin dedicated right of way and/or
dedicated easements will require a Consent to Encroach Agreement between the OwnerlDeveloper and the City of
Carmel. This Agreement requires Board of Public Works and Safety approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for aU water main and
sanitary sewer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.

the above improvements. Post-individual Performance Guarantees in the amount of the Engineer's Estimates.
Three-year Maintenance Guarantees will be required upon release of the Performance Guarantees.
Street CutfRight of Way Permit and Bonding Requirements
Any work in dedicated right of way will require a Street CutlRight of Way Permit and a License and Permit Bond.
The bond amount will be determined by the number of instances of work in the right of way (curb cut., storm
sewer work, etc.) @ $2,000.00 per instance.

18. The pipe from storm structure 713 to the existing structure in the pavement of 1 'I Avenue SW is indicated as being
35' of 48" Rep. This does not appear to be the appropriate outlet pipe size.
19. Appears to be a couple of blind storm sewer connections indicated on the existing storm sewers on the plans. Do
these exist or are there structures that were omitted from these locations?
a) One is located just south of 1'1 Street SW, adjacent to the Monon Greenway.
b) Another is located al the tie-in to the Follel-Morrow Legal Drain, just east of 1st Avenue SW between Main
Street and 1st Street SW.
20. Indicate or note where new utilities going in will require pavement cuts (in streets).
21. Please dedicate additional right of way along 2nd Avenue SW, south of 1 51 Street SW.
22. Move the sidewalk and VYiden this section of 2nd Avenue SW.
23. Label the Monon Greenway parking area and show parking spaces/direction.
24. Relocate curb cut for the north piece and align VYith the south piece on 1st Street SW (shift garage}
