RE: ZONING ORDINANCE VIOLATION - LAND USE
Dear Mr and Ms. Chelf:
This letter is being provided to inform you that our department has recently received some
concerns regarding 4397 Abbey Drive, in Clay Township, a property listed under your ownership.
This property is currently zoned residentially (R1), which does not permit for business operations to
be run from the property. The only standards that permit for a business to be run from a residential
property are the Home Occupation standards of §25.18 of the Carmel Zoning Ordinance (see
Enclosed).
The nature of the home occupation standards is to allow a home business to operate with NO
visible evidence or impact upon the property's residential character. Activities such as large
commercial vehicles, gathering of employees and employee vehicles, and storage of materials
violates these regulations.
Inspections were performed of the property on April 3, 2007 and May 15, 2007. On those
occasions at least four vehicles were parked in front of the home. Please review these standards
provided to you from the Home Occupation Ordinance to ensure that you are in compliance with
these standards. Failure to abide by the conditions of the Ordinance will result in additional

Dear Ms. Rouse-DeVore:
We received your letter dated June 19, 2007 on Saturday June 23, 2007 when we
retrieved the letter from the post office.
Although we did reside at 4397 Abbey Drive between 1986 and November of 2006, we
moved in November of 2006 to 3208 Hazel Foster Drive, Carmel. IN 46033. At that time, the
house at 4397 Abbey Drive was vacant, though we continued to make minor repairs and
maintain the house while it was on the market. The house remained empty until February 28,
2007, when the sale closed. The buyer was Mr. Anthony F. Sclezo, who currently resides at the
house, as far as we know.
Attached is a copy of the warranty deed, which was signed on the date of closing and
which evidences the sale of the house and transfer to Mr. Sclezo.
If you have any questions, or need further information, please do not hesitate to contact
us or phone us at 848-7542. We would appreciate some type of confirmation that this letter and
the attached documentation eliminate the possibility that enforcement action will be taken
against us and absolve us from further response to this matter.
