We realize the DOE is very busy, but we have not been successful in our efforts to schedule a meeting With the DOE. Per our discussion earlier today, the Plan Commission will not want us to go forward tomorrow night without resolution with 'the DOE of these outstanding issues and. as such, iUs our understanding that we will be tabled/continued from tomorrow night until the Plan Commission hearing occurring oh January 22, 2008. All outstanding items raised by the Engineering Department related to the Primary Plat for this project have been addressed. Engineering has no further issues with the content of the Primary Plat for this project. Please indicate to the committee tha.t even though not indicated on the revised cul~de-sac, the Departments intentions are to have this traffic feature function as a roundabout and that arrows and signage indicating a counterclockwise internal direction of travel will be indicated on the construction drawings. The petitioner has provided a written acknowledgement that financial commitments related to certain road improvements to be constructed by the City with the future road project will be formalized at a later date. I would like to thank the petitioner for making such an acknowledgement to make such a commitment. However, a.s I read the letter, the improvements associated with such a financial commitment do not include all items associated with compliance with the Thoroughfare Plan. Engineering will have no objections to the project moving out of committee tonight should the committee vote favorably to do so provided that the petitioner verbally agrees at the ilfeeting to include the cost to otherwise construct 24 -foot feet of mainline pavement and City standard chair-back curb along the outside edge of the travel lane across the frontage in determining the amount of the financial commitment. I would like to recap our meeting, let me know if I missed anything: We went over the 15 trees in question. One of those trees (the 4" red oak in Lot 7) will be transplanted. The 20" mulberry on lot 7 and the 6" cherry on lot 9 are being removed but do not need additional trees planted in their place. The comments from the City review have been satisfactorily addressed with the following exceptions: COMMENTS - PRIMARY PLAT 1. Previous Comment 10: Compliance with the Thoroughfare Plan includes construction of the improvements prescribed by the Thoroughfare Plan across the frontage controlled by the development (including sections with no access). Typically, developers provide a commitment equal to the value to construct these improvements for deposit into the City's non~reverting thoroughfare fund. Credit is typically given towards this commitment for any widening, milling and resurfacing of the perimeter streets. As we discussed during the meeting on November 26, 2007, tbe City proposes to construct tbe items identified below with the proposed road project provided that a financial commitment is provided by the developer to otherwise construct tbe same improvements. The amount to otherwise construct the improvements outlined below shall be established by the developer and provided to tbe Department for review. If sueh costs are determined to be reasonable, the Department would expect the developer to provide a commitment equal to tbis value. Tbe Department bas identified that the following improvements are the responsibility of tbe developer: a. Shelborne Road frontage: southbound acceleration lane, southbound deceleration taper, southbound deceleration lane, northbound left turn taper and lane in the future median, those improvements prescribed by the Thoroughfare Plan (24-foot feet of mainline pavement, curb along the outside edge of the travel lane, to-foot multi-use path) and construction of tbe entrance witbin the right-of-way and outside of tbe auxiliary lanes and mainline pavement. 2. Previous Comment 49: Is off-site sanitary in an existing easement? Any off-site easements shall be obtained prior to plan approval. The Department will not provide final approval ofthe construction plans for this project until all such off-site sanitary and storm sewer easements are obtained. 3. Previous Comment 56: Since the cul-de-sac may be extended in the fut,=",e, it shall be designed as a round about per current standards and function as one. Previous Comment 64: City standard roll curb detail must be added to primary plat. Please replace tbe detail with tbe most current detail available from the City's website on the Primary Plat submittedror approval. 5. Previous Comment 68: As we discussed during the meeting on November 26,2007, the City is planning to improve the Shlebome Road frontage with the upcoming road projects. As it relates to the items bullet pointed under this comment in the previous letter: a. Item No.1. Provided that a commitment to otherwise construct the auxiliary lanes is provided in accordance with Item I of this letter, the City does not require the developer to construct these lanes or to indicate them on the Primary Plat. b. Item No.2: The Department requests that a northboWld left turn lane be indicated in the existing striped median on the Primary Plat submitted for final approval. c. Items 3, 4 and 5. The Department will not require these items given the upcoming road improvement project. ADDITIONAL COMMENTS 6. Interim improvements within the Shelborne Road right-of-way will be requested if the development project commences ahead of the road projects. Such interim improvements will be determined when Construction Drawings are submitted and will likely be temporary in nature. The Department will work with the petitioner at the Construction Drawing stage to identifY the limits oflong-term improvements on the local street and identify the scope and limits of the temporary improvements. Such temporary improvements will likely include an extension of the local street of a lesser pavement section than standard out to the existing pavement edge and will not likely include curbing or return radii. Interim drainage measures will need to be provided. Such improvements will be removed with the future road project and will not be credited against any commitments 7. The Department reiterates that the design of this project shall accommodate the proposed roadway improvement project the same as if such improvements were already installed and existing. 8. The Alternative Transportation Multi-use path shall continue to be indicated on the Primary Plat; however, it may be labeled as "Future Multi-use Path By Others" provided that a commitment to otherwise construct the lO-foot asphalt multi-use path is provided in accordance with Item 1 of this letter. These comments represent the Department of Engineering's second review of the primary plat for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in the delay of the review process. It is critical that our office be made aware of all modifications made on the plans being resubmitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including al1 revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. The Department reserves the right to provide additional comments based on subsequent reviews and on the grading and drainage system upon.receipt of drainage calculations and more detailed construction drawings that provide grading elevations, pipe sizing and invert elevations. These comments may affect the drainage system and lot and street layout presented on the primary plat. If you have questions,. please contact me at 571-2441. As stated in my letter dated September 12, 2007, requirements in Section 102.05 of the Stormwater Technical Standards Manual need to be satisfied in order for the primary plat to be approved by the Engineering Department. I am assuming that sub-sections 2, 3, and 4 of the Stormwater Technical Standards Manual Section 102.05 have been submitted to Crossroads for review. If not, please ensure that Crossroads receives this information ASAP. Sub-section 1 of 102.05 has not been fully addressed in your latest submittal to the Engineering Department. Please ensure that all areas of Section 102.05 have been covered as listed below in order for Engineering to approve the stormwater aspect of the primary plat. 102.05 Primary Plat Submission Requirements for Residential Sites Plans submitted to the City of Carmel Technical Advisory Committee for primary plat shall include the following, in addition to requirements from other applicable City codes: i. Basic drainage information, including the location of proposed methods of drainage: a. If a storm sewer or similar type of system is planned, show connection into stream or reservoir; distance to stream outlet; lift stations, ifany; approximate size; approximate location; manholes, if any; inlets; junction boXes and other necessary appurtenances. b. If surface drainage is planned (roadside ditches, swales, grassed waterways, water courses, open ditches, roll curb and gutter sections), show location of said type; location and approximate size of road culverts; and location and typical cross-section of grades, swales, waterways, roadside ditches and open ditches, if applicable. c. If subsurface drain tile is planned, show location; connection to storm sewer; outlet in open drain or retention facility or other adequate outlet. d. Indicate portions of site within a floodway, flood fringe, or floodplain as determined by the City of Carmel Flood Hazard Area Ordinance. e. Minimum flood protection grades. f. The approximate location, size, and capacity of any retention basins to be located in or directly affecting the proposed subdivision, critical pond elevations, top of bank and spillway elevations. g. A statement as to whether or not the FEMA Base Flood elevation will flood portions of the property via the outfall or storm piping system. h. Indicate flood routing of off-site and on-site runoff. i. Basic outline of post construction stormwater quality features (locations, sizes, easements, etc.) ii. Pre-Developed Drainage Report a. Pre-development watershed map including any off-site drainage areas that need to be accommodated, including the fully developed right-of-way per the City of Carmel 20- year Thoroughfare Plan. b.
