MEMBERS PRESENT:
Council President Richard L. Slurp, Council' member" W: Eric.Setdenstickcr, Joseph C_ Griffiths, Luci
Snyder, Ronald E. Carter, Kevin Rider and Deputy Clerk-Treasurer Lois Fine.
Mayor Brainard, Councilor Accetturo, and-Clerk-Treasurer Diana L. Cordray were not in attendance.
Council. President Sharp opened the rngeting'at 6:03.p;m.
Councilor Seidensticker Pronounced the Invocation.
Council President Sharp led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
There were none.
APPROVAL OF MINUTES:
Councilor Snyder made.a motion to approve the Minutes from the January 7, 2007 Regular Meeting.
Councilor Griffiths seconded: There was no Council discussion. Council, President Sharp called for the
question. The Minutes were approved 64
RECOGNITION OF PERSONS WHO WISH TO ADDRESS TIIE•COUNCIL:
Wilhani Sanders, Jr., 720 ]` Avenu6 NE, Ornlel, IN 46032jritroduced' himself and addressed the
Council regarding his interest in the City Council.appointment:to the Cannel Board' of Zoning Appeals.
COUNCIL MAYORAL AND CLERK-TREASURERCOMMENTS/OBSERVATIONS:
Council President Sharp requested that, the:Land Use, Annexation an_d'EconomicDevelopment
Committee examine the retention pond issues within the City limits. Council President Sharp also
suggested that the City En6neer and the Director of the'Department;of:Community Services, investigate
whether the, clear zones.`established for new developinent through the City's storm water regulation
applies throughout the township or only within the City. If it only applies within.the.City, how does the
Council move it into the applicable section ol.1he zoning code so, that it applies throughout the Township.
Council President Sharp.also requested that the Land Use Committee contact other communities that have
retention ponds. The City could gain information for new and or existing developments with retention
ponds that are near roadways..
Council President Sharp also requested Deputy Clerk-Treasurer Lois Fine to notify zhe attorney for the
petitioner for Ordinance Z-514-07 {Rezone 0.41 acres located at 10696 N. College Avenue) that this
ordinance will be acted upon by the Council on Monday,,February I8, 2008 f.the petitioner has not
placed this item on the Council agenda by February 4; 2009. .The agenda deadline for the meeting on
Febniary4, 2008 is Friday, January 25, 2008 by noon..
ACTION ON MAYORAL VETOES:
There were none.
CLAIMS:
Councilor Seidensticker made a motion to approve claims in the amount of S2;111-;205:22. Councilor
Griffiths seconded. There was no,Couneil_discussion, Council-President Sharp called for the question.
Claims were approved 6-0.
COMMITTEE REPORTS:
Councilor Snyder reported that the Finance, Adminisfration and Rules Committee had not met.
Councilor Griffiths reported that the Land Use, Aimexation and Economic Development Committee met
and discussed Ordinance Z-515-07. wl ich will remainJil the,Carnnnttee.
Counci for Carter reported that the_Parks, Recreation and. Arts Conunittee? had not nret. The next meeting
will be held on Tuesday, February 12, 2008 at 3:00 p.m.
Councilor Seidensticker reported that the, Utilities, Transportation and Public Safety Committee had not
met.

appointment. Council President Sliaip°reminded the Council that there were two
nominations from the meeting held,on Monday, January 71 2008 (Jim Hawkins and Bill

nominations. There was brief CouTicil discussion. Bill. Sanders addressed the Council.
Council President'Sharp,called for the vote for Jim Hawkins (5-1„ Councilor
Seidensticker opposed). Council'President Sf3arp called.for the vote for Bill Sanders
(1-5, Councilors-Griffiths; Sharp, Snyder, Carter andRider opposed). Mr. Hawkins
