Hith the delay the sequence of construction has also been affected. We had hoped to do the paving and dr.ive reconfiguration this summer so we didn't disrupt their traffic patterns. In looking at wha~ we will and won't be able to do now that the construction has been delayed the idea of a temporary drive north of the existing north drive has been discussed. This temporary drive would provide construction access to the north parking lot and serve as a temporary drive for parent drop-off in the north parking lot_ We haven't studied this in real detail yet and are not IDO% sure this is a direction we will take. However, what new processes/submittals would we need to proceed with if the temporary drive is something that would be beneficial to the project? My comments are as follows: 1. This site comes under the perimeter buffering requirements found in the Cannel/Clay Zoning Ordinance Section 26.4. \Vhile acknowledging that the school does have buffering plantings or preserved trees in place on three sides of the site, the south perimeter is void of any plant material. It is likely that the parcel to the south could be developed in the future, so a landscape buffer should be established for the school at this time along that property line. A landscape easement of at least fifteen feet in width should be shown on the plat with plant material equal or greater to 5 shade trees, 5 ornamental trees, and 27 shrubs (or 9 evergreens) per 100 linear feet. 2. Species selection: the Malus culitvar 'Snowdrift' should not be used because of disease susceptibility. An alternative variety should be chosen from the Indiana Urban Forest Council's recommended list of crab apples (see enclosed). As shade and ornamental trees are added to the landscape plan, they should be of different species in order to foster species diversity. 3. There are no planting notes/specifications on the plans. These need to be added, including but not limited to, stock must meet 1996 American Association of Nurserymen's standards, and all stakes and wires must be removed within one year. 4. Graphic planting details: the note on plant placement should be changed to read "PLACE ROOT FLARE SLIGHTLY HIGHER THAt\! EXISTING GRADE. .." rather than "SOIL BALL." This will prevent planting too deeply when the tree comes too deep within the soil ball from the nursery. If you find anything with which you disagree, please inform us, in writing, within ten calendar days of receipt. Durham, Paul Smith, Fanning/Howey Associates, Inc, This meeting was held to review revisions to the Project site plans. Purpose: 1. Allen Cradler reviewed the entrance drive re-alignment with the roads on the west side of Lakeshore Drive. The north and middle entrance drives have been aligned with the roads on the west side of Lakeshore Drive. The south entrance is approximately 150' south of the middle drive. The three entrances are needed to keep the desired separation of bus and vehicle traffic. 2, The north drive has been aligned to allow a straight entrance by vehicles coming from the west. The City of Carmel typically aligns opposing left hand turns at road and drive intersections. . 3. Acceleration and deceleration lanes have not been shown on the revised site plans. Lakeshore Drive is wider than typical streets, allowing some space for traffic without blocking the entire street. Dick Hill will review the acceleration, and deceleration lane requirements further. 4. The revised entrance drives are consistent with the City of Carmel Project Review notations and the discussions during the Technical Advisory COfTlrf1ittee meeting. 5. The revised site lighting plans were reviewed showing a plan with a combination of 30' high and 20' high light poles, and a plan using only 20' high light poles. The plan using the 20' high light poles would cause an increase of approximately six poles and still not provide coverage across the parking lots. 6. The plan using the combination of 30' high and 20' high light poles will be acceptable. The light poles along the north side adjacent to the residential area should be 20' high, The two light poles at the middle and north entrance drives should also be 20' high. 7. The light levels at the property line to the north must not be greater than 0.1 footcandle. 8. The Project will include removal of small trees and other growth from the detention area outlets. 12. The north parking lot will be curbed, and storm water directed into existing and new inlets within the parking area. All new storm sewers will be constructed of reinforced concrete pipe materials. 13. The City of Carmel needs the final drainage calculations to confirm overall calculations and capacities of the storm water system. ' 14. There is an existing curb inlet adjacent to the re-aligned north drive. If the drive shifts further south to align opposing left hand turns, the existing storm sewer structure will be within the entrance drive. This structure could be relocated to the south or turned into a surface inlet. The relocation to the south wou'ld require the replacement of the storm line under Lakeshore Drive. This option would not be desirable. Dick Hill will review this' issue further and advise Fanning/Howey Associates, Inc. 15. A roll curb, or sections of roll curb, should be included along the south side of the south parking lot to allow easy access to the overflow parking area. Fanning/Howey Associates, Inc. will confirm the type of curbs along Lakeshore Drive and other portions of the Project. 16. The new work required for the entrance drive alignment will need to be submitted to the Board of Public Works for curb cut review and approval. Drawings, either 81'2 x 11 Of 11 x 17 should be provided with this submittal. The application should state if one of the entrance drives will also serve as the construction entrance as planned. 17. Allen Cradler distributed a copy ofthe proposed building wall lighting devices. These lights should be identified on the overall lighting plan. 18. Contractors performing work in the street's right-of-way will be required to have separate bgndil)g. The Cjjy of Carmel b;;lS a Iistof Contractors _who have already met the bonding requirements, and are approved to do work with the rights-of-way. 19. Dick Hill subsequently confirmed the acceleration and deceleration lanes are not required. The intent of the pavement and curb replacement was to not leave any old pavement that would cause additional maintenance for the School in the near future. The reconstruction of the curbs also allows for the incorporation of required accessible ramps along the sidewalk. The re-alignment of the entrance drives and streets was never mentioned as a concern in the preliminary meetings we had with the Department of Community Services. We would like to discuss this issue further during the Technical Advisory Committee meeting. 2. The unlabeled sign shown south of the north access drive should be identified with Keynote No. 22, as you indicate. 3. Parking information: Number of classrooms: Number of staff: Total: 35 x 2 spaces per classroom 60 = 70 60 = 130 4. The plans will be adjusted to include curbs at all parking lot areas. 5. The existing wall-mounted institutional sign will be removed. Only the one proposed institutional ground sign included on Drawing Sheet G4.1 is being proposed for this Project. 6. These drmvings correspond to the civil set submitted for T.A.C, review. Our drawing requirements are different from drawings required by our Building and Code Enforcement Department. Upon initial review, it appears the only bonding requirements are those associated with work in the right of way of Lake shore Drive. A Right of Penn it is required for work in the right of way. Bonding, in the amount of $2,000.00 per instance, is also a requiremcnt. Bonding requirements will be determined as this project proceeds through the review process. PROJECT COMMENTS 10. Is the existing detentiollarca sized to accommodate the proposed new parking areas and building additions? Please forward a drainage report that confinns this and outlines how tilis will be accomplished. We reserve the opportunity for further review and submission of additional comments regarding drainage upon receipt of these calculations. 11. It appears that Ole tluee existing driveways arc being demolished and rebuilt. At the time of earlier discussions, we were not aware of this. If this is the case, this department suggests that this is an appropriate time to revise the driveway configuration on Lakeshore Drive. Although we understand that there may be a need to direct a specific type of traffic (buses, parent pick -up, etc.) through a defined movement pattem, we would suggest the consideration of reducing the three curb cuts to two. Accordingly, these curb cuts can then align with the existing residential streets to improve overall safety. Our recommendations are: a) Eliminate either the existing south or middle drive curb cut. b) Combine the existing south and middle curb cut with one that is located so that it aligns with Oakwood Court across Lakeshore Drive. Upon entering the school property, this drive can then split directions. c) Relocate the existing north curb so so that it aligns with Cheryl Court across Lakeshore Drive. d) At a minimum, all three curb cuts can shift south so that the northern two align with opposing streets, and the soutilernmost drive maintains an appropriate separation distance from the middle drive. 12. We would also request that aeeIl/decel lanes be considered for the main relocated curb cut. It would be especially appropriate for the curb cut to be utilized by school buses. 13. Since there is a sizable building addition planned, additional Water and Sanitary Sewer Connection Fees may be required. Please contact John Duffy of Cannel Utilities regarding this issue. If additional fees are required, Board of Work approval will also be required as explained previously. 14. Not all storm pipes in the parking areas are identified as to size, type of material and slope. l5. Do not see water mains/water services on the Utility Plan. 16. There are no planting "notes" or specifications on the plans. They must be submitted, including items such as the removal ofthe stakes and wires within one year. Planting details must specify that the root flare (not root ball) is to be planted at or slightly higher than grade. Root ball should not be covered or mOlUlded over with clay "topsoil". Crabapple variety "Snowdrift" should not be used, approved alternative should be chosen. Along the north perimeter between the property line and the parking lot, there is a storm sewer and an lUlderground gas line running parallel to the drainage swale. The masonry wall that will enclose the cooling tower is most likely an jmprovement for controlling noise as compared to the existing fence. b. A variance is required for each sign that exceeds allowable areas. For this Project, a separate variance will be required for the traffic directional sign and the building sign. John Duffy should be contacted to discuss and confirm that existing utilities can adequately serve the new additions. f. The proposed signs are not in the right-of~way. Signs that are located in a right-of- way require a request for permission to encroach. g. Parking lot lighting will be replaced in the expanded north parking lot. A maximum pole height of 20' will. be provided, and shorter poles would be preferred. Lighting fixtures should have a 900 cut70ff with screens. 2. Addition and Renovation to Carmel Junior High School: a. Regional detention at the south portion of this site is still under consideration. This is the most logical location should this occur on this site because it has limited, or no impact on, subsequent proposed development. b. A 40' half right-of-way dedication wjll be requested on the south property line to accommodate the proposed future road. It is anticipated that this road might be installed as soon as two years from now. c. A 40' half right-of-way dediCation on Guilford Drive (whli3re this currently does not exist) is requested. d. A 10' wide asphalt path minimum is required along Guilford Drive. This may terminate at the drainaqe ditch .at the north end of the site. If significant remodeling and resurfacing of the east parking lot is accomplished, islands should be installed for traffic control andappearance. g. Landscaping improvements will be requested. Low hedgerows at the east side of the parking lots would be preferred. h. The City of Carmel Will request that the School Corporation commit to eliminating the south entrance onto Guilford Road, and connect to the new south road on the south property line at the time that the latter is completed. It was noted that this would require some reconsideration of internal circulation on this campus. It is possible that the: road will be installed within two years, and that the closing of this drive onto Guilford Road would need to occur before this Project is completed. i. Planting along the north property line should be m'aintained. J. A pathway on the north side of the site is required as part of the Old Meridian District overlay. This may be combined with other pavements where possible. 3. New Middle School: a. The retention pond will have a gradual slope to the water's edge, and will include a bench or shallow area with 0' entry depth extending into the area covered by water. b. Acceleration and deceleration lanes will be required at the 1261h Street and Shelborne Road entrances. Proposed rights-of-way, not officially dedicated, exist opposite these entrances, but if adequate right-of-way property is unobtainable from property owners opposite the school site, itis likely that a double-stack configuration will be required on the school side at these locations. In addition, the lane widths of 126thStreet and Sherborne Road do not meet the 12' minimum width standard and it is most likely that the impact of this site development will necessitate up to a 3' width of additional asphalt paving piUS 3' wide gravel shoulder along 126th Street and Shelborne Road. It is also likely that some intersection improvement will be required at 126th Street and Shelborne Road. The most that could be requested of the School Corporation is a dedicated right turning lane. It was noted that a traffic study is currently under way, and this information will be provided to Fanning/Howey Associates, Inc. when it becomes available in two to four weeks. . c. Sizing information for domestic water needs should be forwarded to the City of Carmel Water Department as soon as possible. d. The City of Carmel Water Department will serve this site. A 10" - 12" main will be located approximatelY 400' to the north of this site as part of a currently planned subdivision. It was noted that water to the school site could be used as soon as 2003. This does not appear to be a problem. Additional pressure will be accommodated through the introduction of a new water tower at 131st Street and Shelborne Road. e. The City at Carmel will ask that this property be annexed by the City of Carmel. Doug Haney, City ot Carmel Attorney, will be contacted to make thiS request. The annexation can be accomplished within 18 to 24 months, and will not impact the current review by the city aild county. f. Storm drainage will be reviewed by the Hamilton CoLinty Surveyor's Office. Steve Brohrman, of the Hamilton County Engineering and Highway Department, will review the road and traffic planning criteria. g. Publ1c Service Indiana will provide electrical service to this site. Threl3-phase service is available to the north ana east. h. All interior road and parking areas should be curbed with curb and gutter. The interior road should have hea'ily~duty pavement. There was riO objection should a good portion ot the interior road be phased and provided ata later date. i. A 10' wide asphalt path must be provided at the entire site perimeter. This should connect to interior sidewalks as well. The interior .sidewalks may be concrete with monolithic curbs. The asphalt path should be located in the road right-ot-way, although it may curve out of'the right-of-way at the 126th Street and Shelborne Road intersection. Further discussions regarding sanitary sewer service should continue with Clay Regional Waste District. It is possible that the requested sanitary line will accommodate future development, and result in some rebate of construction costs to the School Corporgtion in the future. In that regard, it would probably be wise to run this line along 126th Street and Shelborne Road, rather than extending through the site where an easement would be requested. k. As a general 'rule of thumb', Towne Meadow Elementary School should be used as an example for landscaping. There are no specific landscaping requirements for interior parking lots as configured. It is suggested that landscaping for areas near the building may pull from the perimeter landscaping requirements. Interior islands should be planted on the order of one tree per 400 square feet. I. Submission to the Technical Advisory Committee (TAC) will be made on April2, 2002. 4. Parking Expansion Towne Meadow Elementary School: a. Some buffer planting is required on the south side adjacent to the property line. This may be articulated along the parking, in lieu of a straight-line approach at the property line. 5. Parking Expansion Prairie Trace Elementary School: a. Perimeter landscaping at the proposed parking lot addition along the southwest side is required. Additional planting along the original parking lot should also be included. b. It was noted that Dave Sobczak, representing Flaugher, Inc., the current Contractor in place, has outstanding issues with the Department of Community Services, and the building permit is being withheld pending issues regarding his past performance. 6. Educational Services Center Paving: a. TAC submission is not required. A copy of this proposed pavement resurfacing and replacement Project will be forwarded to Dick Hill for reference only. Purpose: This meeting was held at The Department of Community Services in Carmel to discuss the current site design issues at Forest Dale Elementary School. 'l. ChUCK Tyler provided an overview of the Project noting the following: a. The current building of 78,000 square feet is being expanded by approximately 20,000 square feet. Student capacity will increase from 625 students to 665 students. Additions will be located on the north and south sides of the existing building. b. The existing south drive and parking area will be shifted to the south to accommodate the south building addition. The existing curb cut will be maintained. This area, while originally designed for bus traffic, is utilized for parent drop-off and pick-up, c, The main entrance drive will be expanded to better accommodate bus movement and parking. Expanded visitor parking will also be provided, Existing curb cuts will also be utilized for this work. d. Some existing parking will be lost on the north side of the building due to the new addition. It is currently proposed to replace these parking spaces by expanding the parking to the northeast. The grading will need to maintain the existing swale along the north edge of the parking lot. e. The south playground will be relocated to the northeast side of the building, closer to the gymnasium and cafeteria. Construction is scheduled for completion in early 2004. The new adaitions will be constructed first. This will then allow students to move into new areas of the building as other existing areas are renovated. A construction phasing plan will be provided by the Skillman Corporation prior to the start of activity on site. 2. Rick Durham reviewed the current status of the storm drainage design as follows: a. Some expansion of the existing detention area will be required to accommodate the increased building and parking surface areas. b. An existing 24-inch storm sewer, which serves the Keystone Woods neighborhood, enters the site at the north property line, The water is currently conveyed through the School's detention area to the outlet to the east. There are not any known drainage problems in the area served by this 24-inch line. c. There are existing trees and brush in the area of the stormwater headwalls. These may be impacted by the reshaping of the basin required to increase its capacity. They may remain as long as they do not impact flow to/from the adjacent structures. 3, Discussion: a. The Parks Department may have contributed to the development of the playground at this site. They should be contacted regarding the proposed relocation of this equipment. b. The striping of left turn lanes along Lakeshore Drive will not be required. C. The south parking area should be striped for event parking. d. A designated overflow parking area should be identifjed on the site. This does not need to be an improved area. It can simply be a portion of the lawn where patrons are directed to park when special events generate increased parking needs. e. The parking lot lighting should be evaluated. The tall poles on the north side of the site have been the subject of some complaints from the adjacent property owners. There are flood fixtures on some of the poles that create considerable glare. Shorter poles should be pursued on the riorth lot. The taller poles could be relocated to serve the south parking area. f. Signage will need to be reviewed and approved. A sidewalk should be considered on the north side of the north drive to better direct walkers to the main sidewalk by the building. h. The north drive/parking intersection should be evaluated to see if another configuration would provide clearer options for the incoming driver. With the building expanding to the north, the direct entry drive condition has been compromised. i. Gary Hoyt with the Carmel Fire Department should be contacted for comment on the current plans. j. Scott Brewer, ,Urban Forester for the City of Carmel, should be contacted regarding street tree requirements along Lakeshore Drive, k. Street side landscaping should utilize the i0-foot planting strip between the street curb and the sidewalk. I. The School Board has approved the replacement of College Wood Elementary School.
