SPECIAL USE APPROVAL REQUEST
7. State Explanation of Requested Special:
Carmel Clay Schools wishes to make additions, totaling 25,578 square feet,
renovations and site modifications to the existing Forest Dale Elementary School on
the subject property. This is a modification to the previous approved Special Use
zoning for the Elementary School within a S-2 Residential District.
8. State Reasons Supporting the Special Use:
The increase in student population throughout the school district has created a need
for additional classroom space at this site: At the same time, the existing building
needs to be brought up to the standards of the recently constructe,d elementary
schools within the School District.
The modifications proposed maintain and expand the current use of the property to
better serve the surrounding ~ommunity now and in the future. The modifications do
not significantly alter the existing traffic patterns and do not exceed the capacities of
the existing utilities serving the building. While the student capacity will increase with
the additions, the increase matches the capacities of other elementary schools within
the district. A slight increase in traffic would be anticipated during the drop-off
periods and special events. The building additions will be a similar massing blending
into the existing building. The other exterior modifications will alter the appearance
of the building adding accent brick colors, an entrance canopy, new windows and
roofing materials. These exterior m<?difications will improve and create interest in the
overall appearance of the building.

FINDINGS OF FACT - SPECIAL. USE
1. The Special Use in Floor Plain District, Ordinance Z-160, Section 21.6 as amended
does not apply and all prerequisites have been met by Petitioner as verified by:
The site does not fall with a Flood Plain District per the Surveyor's notes included for
reference.
2. The Special Use will be consistent with the Character and Permitted Land Use of the
zoning district and Carmel/Clay Comprehensive Plan because:
This site is an existing elementary school approved as a Special Use within the S-2
zoning district. The project does not alter the existing use of the site as an
elementary school.
3. The Special Use is physically suitable for the land in question because:
The proposed modifications and building additions can easily be provided for on the
current site without compromising any required setbacks or buffers. There Is
sufficient land available, after completion of the building additions, to support
playgrounds, playfields and storm water detention currently in place or proposed to
be modified.
4. The Special Use will not injuriously or adversely affect the adjacent land or property
values because:
There will not be a change in function for the project site or the sites affect on
adjacent property values. The additions and modifications proposed will upgrade the
existing school to the standards of the other Elementary Schools recently
constructed for Carmel Clay Schools and allow it to support the surrounding areas for
many years. These improvements will continue to make the school a desirable
location and the surrounding residential area a desirable location.
5. The Special Use will not adversely affect vehicular or pedestrian traffic flow, nor the
adequate availability of water, sewage, or storm drainage facilities, or police or fire
protection because:
The proposed modifications maintain the existing ingress and egress locations and
functions of the respective parking and drop-off areas. It was important to maintain
the existing traffic patterns established and understood by the building users with this
project. These goals have been met. With the increase in student population, the
amount of traffic will increase slightly but would not overload the existing streets and
roads. Pedestrian traffic flow will also be maintained. New sidewalks will be
provided along the new parking and paving areas to maintain the pedestrian
circulation from street sidewalk to the building. Existing water, sewer and storm
drainage facilities are not overloaded with the proposed additions. Police and fire
protection will not be effected since the function of the facility remains the same. An
existing fire protection system within the building will be maintained and new fire
hydrants are proposed around the project site.
6. The special use complies with all applicable criteria.

A. The proposed size of the buildin,g identification and changeable copy sign is required
to provide space appropriate to announce and inform patrons of events scheduled at
the sc~ool. The proposed size will allow the announcements to be legible by
vehicles coming to or passing the project site. The 'proposed size ,of 36 square feet
is within the total allowable area for both changeable copy and institutional signage
of 46 square feet. The changeable copy area of 24 square feet exceeds the
allowable of 16 square feet. Due to the height needed for the lettering, the overall
height of the proposed sign of 6'-2" exceeds the allowable height of 5'-0". The
overages noted are very close to the ordinance requirements,.. and would not
negatively impact the area, while providing legible copy for patrons.
B. The size of the directional traffic signage is required to provide legible information to
direct patrons, visitors, buses and service vehicles to the appropriate drives, parking
areas and building access points. The size of the proposed signage is approximately
24 square feet.

1. The approval of this variance will not be injurious to the public health, safety, morals and
general welfare of the community because;
The building identification signage is required to provide identification to the project site as
well as inform patrons of events at the Elementary School. The size of the signage is
appropriate for the frontage and overall size of the site and building. The directional traffic
signage needs to be legible to provide the important directional information ensuring safe
ingress and egress of vehicles. -
2. The use and value of the area adjacent to the property included in the variance will not be
affected in a substantially adverse manner because:
The sig-nage will be kept as low in height as practical. The overall design will be compatible
with the school building including the use of similar colors and brick material. Appropriate.
landscaping will be provided at the building identification sign to further enhance the
aesthetic appeal of the site. There will not be any lighting included at the signage eliminating
potential glare issues at adjacent properties.
3. The strict application of the terms of the Zoning Ordinance to the property will result in
practical difficulties in the use of the property because:
The size limitations of the building identification sign would prohibit the signage that is legible
from passing vehicles at a distance. There are typically multiple events scheduled at the
school that need to be announced to patrons. The strict application of the size limitations
would greatly limit the -ability of the school-to fully inform patrons.
The limited size of the traffic directional signage could create problems with reading the signs
from vehicles. Buses, visitors and service vehicles could enter the site at incorrect locations
causing traffic congestion and potential conflicts with pedestrian/student foot traffic
