While the business is not technically a parking lot, it does have parking near the front, and the whole effort of the business is to have cars up front (to be cleaned), it seems as if the perimeter parking lot landscaping standards do apply. Since the business is already applying for a variance to not plant (required materials) in the western drainage easement, in order to meet the Greenbelt and perimeter landscaping requirements, you would need to add three (3) more shade trees to the Greenbelt area. By my count, you have 7 shade trees in this are already, and there should be a total of 10 to meet the Ordinance (Greenbelt planting plus parking lot perimeter planting). These trees could b'a clustered tightly in the center of the space, keeping as much as possible the visual "windows" you have tried to establish along Michigan Road You have an oak in the center now, if 3 or 4 oaks were planted in a tight cluster, they would tend to grow taller and more upright. Likewise, ginkgoes could be clustered and pOllarded, if they needed to be trimmed. I realize that this situation is not exactly what the owners wished for, but I think it only fair to the other business owners along Michigan Road for Mike's to try to meet the ordinance where they are able to. Cripe has provided us with a revised DP that shows relocating the Weston Park Arm - Park Northwestern Regulated Drain. This relocation along with the re-platting of Weston Park Lot 2 will move the regulated drain easement to an area outside of the building setback line, so the building encroachment issue is resolved. Lawn Pride has also worked with us and submitted a landscape plan that does not have any "woody" vegetation within the regulated drain easement. Now granted, they are only at DP review level and we will still need to see full CD before any final approval can be given. They will still have to petition for relocation of the regulated drain, meet all our standards, re- plat the lot, file a non-enforcement/encroachment agreement, and get an approved Phase II Storm Water Quality Review, before any work can begin on the site. I would assume. the PC will approve the project contingent on the petition receiving all applicable approvals from all other review agencies. HCSO is now fine with the project to this point in the review process and we do not have any issues with a conditional approval. If you have any questions, please let me know. It shows trees in the drainage easement that will not be allowed by the Surveyor's Office, but perhaps some other areas that might receive some additional trees. While I know that you are trying to be a good neighbor to the bank, in light of the reduction of trees required by the drainage easement, I would suggest the shade trees might be more in order on the north east corner of the lot. My suggestion would be to plant as many as possible that can be planted on site. It looks as if the Greenbelt plant numbers should be 202 linear feet that includes 3 shade trees and 1 ornamental tree plus a 6 wide foot planting strip that includes 2 shade trees, 3 ornamental trees and 30 shrubs per 100 linear feet (10 shade trees, 8 ornamental trees, and 60 shrubs). The remaining perimeter would include an "A" level buffer of 3 shade trees, 2 ornamental trees and 9 shrubs per 100 linear feet. It appears the remaining perimeter is about 630 feet. That translates into 19 shade trees, 12 ornamental trees, and 57 shrubs according to the US 421 Michigan Road Overlay Zone. Improvements Mr. Dahm, Thank you for your email. As you are aware, annexation of this area into the City of Carmel was just recently approved. Under the terms of the annexation, the City will not likely take maintenance or other responsibility for this roadway for some time. Due to this fact, the City does not have any design plans for this roadway that could be reviewed. This area, while not part of the City, is under the planning and zoning jurisdiction of the City. As a result, the City's 20-year Thoroughfare Plan applies to this roadway. The current plan for this segment of roadway indicates a Residential Parkway with a 1 OO-foot[50-foot hal~ right-of-way. Since it is a parkway in what would be considered a narrow right-of-way, it is likely that the roadway would be constructed as a 2-lane roadway (one lane in each direction) with a median. The City typically constructs the outside curb 48-feet apart (or farther) to allow removal of the median and construction of additional travel lanes if needed. However, given the parkway nature of the designation, it would be desired by the City to maintain the median. Long term development and traffic would likely drive such a decision in the future. As the road segment approaches Michigan Road, the nature of the cross section would likely change to accommodate the traffic at the intersection and will likely be a 4-lane (or more) section. This would need to be evaluated on a case-by-case basis. Specifically, which piece are you looking to develop? Without firm plan~ for the roadway, the City would require dedication of the 50-foot half right-of-way to allow the roadway to be developed in accordance with the 20-year Thoroughfare Plan. Part of the Weston Park Ann of the Park Northwestern Regulated Drain is located within the project limits. 3. The detention for this site was master planned with the design of Weston Park. 4. Please submit the following procedural items: petition for recanstnlction (52.5 signed by Kite Michigan Road LLC), an outletpetmit (2 outlets) for the direct discharge to the Park Northwestern Regulated Drain,. an individual non- enforcement agreement for the encroachment of stonn sewers, signs, d.riveways, and tandscapjng (foUl'ltain grasses) in the Park Northwestern Regulated Drain easement, engineers estimate for the reconstruction only, and a bond for 120% of the te<<lnstruction cost.
