Lillig, Jr. Planning and Zoning Administrator Department of Community Services One Civic Square Carmel, Indiana 46032 Re: V-18-02~ V-19-02; V-20-02; and V-21-02 The Lakes at Hazel Dell - Subdivision Ground Signs Dear Members ofthe Carmel/Clay Board of Zoning Appeals: On July 22,2002, representatives of Drees Premier Homes, Inc., will appear before you to request a Variance of Development Standards for two identical subdivision ground signs to be placed on the existing brick walls at The Lakes at Hazel Dell residential subdivision. This proposed signage would be in addition to the existing suspended signs previously approved for the development. Section 25.7.02-1 of the zoning ordinance limits subdivision signs to "one (1) sign per entry; matching signs which border either side of one entrance into a subdivision shall be treated as one (1) sign; however, both sign faces shall be used to calculate the total sign area." The Lakes at Hazel Dell is a 280 lot, single-family residential development, consisting of three (3) subdivisions on approximately 147.8 acres. It is located south of 126th Street, west of the Plum Creek development and east of the Waterstone development. Hazel Dell Parkway bisects the development. The entries from Hazel Dell Parkway into the east and west sections of the development are via Dellfield Boulevard. Existing, at these points of entry, are decorative brick walls that have been landscaped and illuminated. Drees Premier Homes, Inc. seeks approval to place the name of the subdivision on these brick walls. INIMAN2 623084v2 u u u u Ll City of Carmel and Clay Township -2- July 10,2002 LJ Lj U U LJ A Variance of Development Standards is required to permit two signs at each entry (the existing suspended sign and the proposed ground sign) and to permit the two signs to be unmatched. The location of the two ground signs are on opposite corners of the intersection of Hazel Dell Parkway and Dellfie1d Boulevard; one sign on the northeast corner of the intersection (wall #] in common area 6) and the other sign on the southwest corner of the intersection (wall #2 in common area 4A). The addition of the two subdivision ground signs will aid the general public in identifying and locating the subdivision. , U u The signs would consist of individual gold letters, twelve inches (12") in height, mounted directly to the existing brick walls. The length of the individual signs would be twenty- four feet six inches (24' - 6"). The total area of each sign is 24.50 square feet. The existing signage for the subdivision sections consist of suspended signs located on Dellfield Boulevard. Each existing suspended sign has a sign area of 9.00 square feet. Adding the proposed signage to the existing signs results in a total of 33.50 square feet of sign area at each entrance (50 square feet permitted). On Dellfield Boulevard East, a suspended sign is placed 140' east of Hazel Dell Parkway for the Estates at Hazel Dell. On Dellfield Boulevard West, a suspended sign is located 110' west of Hazel Dell Parkway for the Meadows at Hazel Dell. The Special Study Committee of the Carmel/Clay Plan Commission reviewed this proposal as an ADLS Amendment on July 2, 2002 and approved the request. , LJ LJ LJ u L.J u I have enclosed a site plan of the area depicting the intersection of Hazel Dell Parkway and Dellfield Boulevard and photographic representations of the subdivision ground signs as they would appear on the existing brick walls.
