Doc;k~t NQ~,.o7Q90()H-np/^DLS: Weston Park, lot 2 - Mike's Carwash The applicant seekssite'plananddesign approval for a car wash. The site is located at 10580 Michigan Rd. and is zoned I-I/Industrial within the US 421 Overlay. Filed by Jim Shinaver of Nelson & Frankenberger for Mike's Car Wash Inc. The applicant seeks site plan and design approval for a carwash facility on approximately 1.07 acres. Just west of this site will be the recently approved LA Fitness. The applicant is currently seeking 7 development standards variance approvals (Dec. 17) from the Board of Zoning Appeals. Please see the petitioner's informati onal packet for more detail. 00CS conunents/concerns: 1. The City Forester will need time to review the amended landscape plan, which he just received on 11114/2007. The revised plan is much improved and on the right track. 2. The petitioner should provide the approval status of the Hamilton County Highway Dept. and/or INDOT. 3. The petitioner should provide updates on the approval status of the Hamilton Surveyor's Office. As of 11120/07, the petitioners have provided written confirmation that they will comply with all of the County Surveyor's office requirements. Cripe has provided the county surveyor's office with a revised plan that relocates the Weston Park Arm - Park Northwestern Regulated Drain. This relocation, along with the re-platting of Weston Park Lot 2, will move the regulated drain easement to an area outside of the building setback line, so the building encroachment issue is resolved. Lawn Pride has also worked with the County Surveyor's Office and submitted a landscape plan that does not have any "woody" vegetation within the regulated drain easement. The petitioner will stiJl have to petition for relocation of the regulated drain, meet all County Surveyor' s Office standards. re-plat the lot, file a non-enforcement/em..Toachment agreement, and get an approved Phase II Storm Water Quality Review. before any work can begjn on the site. Surveyor's Office will be comfortable if the Plan Commission approves the project, contingent upon the petition receiving all applicable approvals from all other review agencies. HCSO is now fine with the project to this point in the review process, and they do not have any issues with a conditional approval. 4. Copies of full size (24" x 36") revised plans, landscape plan, and elevations are requested. 5. From the Alternative Transportation Coordinator: show bike parking (minimum of 4 spots) that complies with city ordinance, provide a connection to the site from the multi use path along Michigan Rd, and show ADA compliance at all crosswalks. 6. On the landscape plan, show the location of the multi-tenant sign. 7. Will there be stuffed animals on the exterior of the building? The following comments/requests were made at the Nov. 20 Plan Commission meeting: I. Provide the total number of cars that can be stacked in line. 2. Is there 2 or 3 lanes for stacking? What happens with the overtlow of traffic? 3. Clarify the traffic tlow and parking space angles. 4. Clearly make the north driveway cut as exit only. Perhaps with a directional sign. 5. Vending and change machines will be on the south elevation, wall-mounted. DOCS recommends the committee forward this item to the December 20 Plan Commission meeting with a favorable recommendation, after all questions/concerns are addressed.
