Dear Mr. Wiseman The following leller represents comments for this project specifically addressing the area of alternative transportation. I have reviewed the revised drawings submitted for the November 14,2007 Technical Advisory Committee and offer the following comments: ALTERNATIVE TRANSPORTATION REVIEW COMMENTS 1) The City of Cannel Parking Ordinance requires that all commercial and retail venues include bicycle parking. Bicycle parking spaces are required at a rate of five (5) bicycle parking spaces per one hundred (l00) automobile parking spaces with a minimum of four (4) spaces. Please revise your plans to show the required bicycle parking spaces on your site. Please see the City of Carmel's Parking Ordinance in order to detennine appropriate locations, specifications and constmction details for the above. 2) Please provide a connection to the site from the multiuse path along Michigan Rd. 3) Please indicate ADA ramps at all crossings and near the parking locations. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made O1i the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews, Please provide revised plans indicating all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, Special Studies or other committee meetings. The proposed project falls in the unincorporated area and MS4 jurisdiction of Hamilton COWlty. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. The proposed project falls in the Park Northwestern Regulated Drain Watershed. Part of the Weston Park Ann ofthe Park Northwestern Regulated Drain is located within the project limits. 4. The existing conditions. sheet CIOI, does not show the regulated drain in the north-west comer on the lot correctly. The pipe has been field. verified to be located within the platted easement. S. The proposed site plan., sheet C201. show the building within a platted regulated drain euernent and over the top of the Weston. Park Ann of tbePark Northwestern Regulated Drain. A permanent stnleture cannot be placed within the easement per I.e. 36-9-27-33. The building will either need to be moved out of the easement, or the drain. will need to be relocated and the lot re-platted to move the easement to the new location. No landscape planting will be penniued or allowed within the existing regulated drainage easements per Indiana Code 36-9-27-33(d). : : 7. Post construction water quality i.ssues will be addressed by B.ob Thompson of HCSO when the COnstruction plans are submitted for review. 8. Although the Hamilton County Surveyor's Office has reviewed this DP/ADLS application and issued a comment lener, this office does not have enough infonnation to provide final approval. Insufficient information is presented to conduct a complete drainageIPhase II water quality review and changes may be required during the construction planning stage. Please submit complete construction plans for review, well.before any activity is planned for the site. 9. Please note that further comments may b~ necessary at a later date. Members at the TAC Meeting will make additional comments on November 14. Please complete the following items: 1. Remember to include the DP application Findings of Fact sheet in your info packets. 2. Provide the filled out and notarized affidavit of notice of public hearing page of the application. 3. Provide the filled out Notice of Public Hearing page ofthe application. 4. Provide the filled out and notarized Public Notice Sign Placement affidavit page of the application. 5. Provide a copy of the Official List of Adjacent Property Owners from the Hamilton County Auditor's Office. 6. Please provide copies of your correspondence with T AC members. 7. Please provide digital copies of the site plan and building elevations, as pdf files. 8. Provide your site plan overlaid upon an aerial photo. Possibly include the LA Fitness site plan on it. 9. Bring material/color samples to the Plan Commission meeting. 10. Note: the Plan Commission may have the petitioner commit to not displaying stuffed animals on the site. 11. Please label the building square footage. 12. Show the mechanical equipment location and how it is screened from view. 13. Show/label easements on the site plan. 14. Please show/label the correct setbacks on the site plan: 15-ft side and rear building setback lines, and 5-ft side/rear buffer yard setbacks. 15. Is a building permitted to be located over the 30-ft Regulated Drain Easement? 16. Please provide drainage calculations. 17. The minimum building height is 20-ft; please modify your building, which shows less than 20-ft. 20. Please make sure you finish the cornice returns on the parapet walls. 21. Verify that the light fixtures have 11at lenses and 90-degree cutoffs. 22. Please provide the wall sconce light details/specifications. 23. Please amend the photometric plan; foot-candles should be less than or equal to 0.3 at the road right of way line and property lines. 24. Please show/label the previously-approved multi-tenant grollnd sign location on YOllr site. Please show/label all proposed ground signs on the site plan and landscape plan. Please label the sign materiaJs and provide the signage details/specs. Will the wall sign have black or white text? Or, can it be day/nite plex with black/white. BZA: variance approval will be required from Chapter 25.07.02-08.c, for a wall sign greater than 40 sq ft. BZA: variance approval will be required from Chapter 25.07.05, for the total number of menu signs (2). BZA: a variance may be needed from Chapter 27.08 for reduced number of parking spaces. Please verify. BZA: a variance may be needed from Chapter 23C.l 0 for the reduction offoundation planting. Please check with the City Forester, Scott Brewer, to see if these plantings may be placed elsewhere on site. BZA: variance approval will be required, from chapter 23C.09.D of the zoning ordnance, because the building does not show 8-ft projections or recessions at intervals of not greater than 60-ft. BZA: variance approval will be required, from Chapter 23C.l 0.02.1 for a reduction of the 30-ft greenbelt.
