FINDINGS OF FACT - DEVELOPMENT STANDARDS VARIANCE
The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because:
the proposed monument ground sign will provide necessary identification to patients and visitors to the
North Meridian Medical Pavilion buildings and the sign has been designed and located on the site with a
north to south orientation to minimize any effect on the adjacent residential development to the west and
across Illinois Street.
The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
the design and the location of the sign has been made to minimize any effect on the adjacent area and is
consistent with the ground signage used in the U.S. 31 Corridor to identify tenants in medical office
buildings.
The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the
use of the property because:
it is essential that the patients and visitors to the medicaf office buildings be able to locate the buildings
where their health care providers are located and wall signage facing Ilfinois Street and the residential
development to the west is not encouraged.
DECISION
IT IS THEREFORE the decision of the Carmel/Clay Board of Zoning Appeals that Development Standards Variance
Docket NO.0802001gV is granted, subject to any conditions stated in the minutes of this Board, which are incorporated
herein by reference and made a part hereof.

Description of Requests and Statement in Support.

North Meridian Medical Partners One, LLC, an affiliate of Lauth Property Group,
("Petitioner") is seeking a development standards variance to erect a new ground monument sign
to identify the tenants in the two buildings comprising the North Meridian Medical Pavilion (the
"Project"). The Project is located at 12188 North Meridian Street. PLease see the Area Photo
under TAB 4. Petitioner is seeking a development standards variance to increase the height of the
proposed sign from 6 feet to 12 feet.

The Project fronts on both Meridian Street/U.S. Highway 31 and IlLinois Street. With the
construction and opening of Illinois Street, many people are and will come to the Project off of
Illinois Street. Therefore, adequate and appropriate tenant signage is imperative and necessary
for the patients and visitors to the health care providers in the Project. Following extensive
discussion with the Staff of the Department of Community Services and the residents in the
residential development to the west and across Illinois Street, Petitioner agreed not to seek wall
signage that would directly face the west and the residential area.

The proposed monument sign has been designed and Located on the site to minimize any
effect on the residential neighborhood to the west. The sign face is oriented to the north and to
the south so that it does not directly face any residence or the area to the west. When the City of
Carmel constructed Illinois Street, it installed a berm with landscaping on the west right of way
line to minimize the impact of the street and the adjacent commercial development allowed with
the U. S. 31 Overlay Zone. The closest residence is more than 600 feet from the proposed
location of the sign and, with the north-south orientation; no residence will directly face either
the north or south sign face. The orientation of the sign and its internal illumination will avoid
light migration into the residential areas. Please see the Area Photo under TAB 4 and the Site
Plan under TAB 5.

In order to provide appropriate and adequate identification for the tenants in the Project,
Petitioner is seeking to increase the height of the sign to 12 feet. Its design is consistent with and
complimentary to the design of the two buildings in the Project and is consistent with ground
signage for medical office buildings in the U.S. 31 Overlay Zone. The proposed ground sign has
total sign area of 73.5 square feet which is less than the maximum allowable area of 75 square
feet. Please see the ground sign elevation under TAB 6.
