Dear Mr. Bames:
We apologize for the delay in submission of our comments for this projcct We have reviewed the plans (original plans
received 3/28/02, not the set received on 4/15/02) submitted for this project and offer the following conunents:
1. Is this request and review for Phase I and Phase II site development only at this time?
2. Please detail what construction is to be included in Phase I and in Phase II.
3. Please give an estimated time frame for construction o[the following:
.. Phase I Parking
. Phase II Parking
.. Dry Detention and Storm Sewers
.. Relocated Carmel Drive Entrance
.. Church Expansion
4, On Sheet 2, are the balded squares/rectangles in the NE comer of the site all existing sheds? If so, are they
all to be removed?
5. Please label all Keystone Avenue right of way lines on all applicable sheets.
6. Please label and dimension Carmel Drive right of way lines on all applicable sheets. Our 20 Year
Thoroughfare Plan, dated October 1, 200 1, requires the dedication of a 40-foot half right of \'lny for collector
streets. Cannel Drive, adjacent to the south boundary of the site, is classified as a collector street. If there is
not an existing 40-foot half right of way at this site, we request that the Owner dedicate additionnl right of
way to meet this requirement.
7. The Thoroughfare Plan also requires a 10-foot wide multi-use path in the right of way of Carmel Drive, If I
recall correctly Jon Dobosie....i(.,oz's T.AC. comments, the portion of the path west from the relocated entranee
",ill not be constructed at this time. Instead, provision will be made in the curbs on the west side o[the
relocated. entrance to accommodate the future path and handicap ramp_
8. Identify the drive/street on the south side of Carmel Drive, opposite the future entrance to the church, on all
applicable sheets. I believe it is the entrance to the Watcrford Subdivision and the street name is Waterford
Lane.
9. If any of the proposed 12-inch storm (@ 0.20%, adjacent to the north side of Carmel Drive) is propose be
accepted by the City, the pipe is too flat for approval. 0,20% slope isloo flat. Velocity equals 2.03 fps @
full capacity.
10. TIle eastern portion of this pipe crosses the right of way line of Carmel Drive We will not accept this in tl1e
right of way_ If the pipe is to be private, it must be removed from the right of way.
11. TIIC 8" PYC pipe (that is indicated to be removed with phase two construction on Sheet 3) must be removed
with Phase one construction. We need more detail (including elcvational information) on the emergency
overflow).
12_ It appears there are.trees pllli1ted over the lmderground storm outlet pipe that is to be installed Are these
existingtrccs or proposed trees? We assume they exist siuce they are indicated OIl Sheet 2, Existing
Conditions. However, the same five trees appear on the remaining sheets 3, 3A and 4.
13. Show all trees to be removed (due to the inslallation of storm sewers). It nppears numerous trees at
emergency overflow and along outlet pipe are in conflict with existing trees.

14. On Sheet 4, Landscape Plan, there are two trees that appear to be planted in the flow line of the emergency
spilhvay from the dry detention pond
15. Please provide elevations at the north end of the 2-fool concrete swale in the dry detention area and at various
locations along the swale to assure that positive drainage is being achieved.
16. Relocated Cannel Drive Entrance:
.. Please indicate the lane widths, median widths and overall width on the plans. Additionally, please
add traffic directional arrows (pavement markings) on the drawings for the entrance (left, right,
through, etc.). .
.. It appears that the entire site does not currently drain to the southeast corner, and the proposed
detention system will cause the re-direction of the natural direction of drainage of the western 2.0
acres. We will require further information regarding the down stream storm sewer and/or sv.w.es to
determine if this re-dire<;tion will have any adverse impacts to the off site, downstream properties.
.. Please locate the church entrance so that the opposing left turn lanes (at the church and Waterford
Lane) are aligned. We would request that acceleration/deceleration lanes be included on Carmel
Drive at the entrance. The drawing submitted appears to accommodate this request. The standard
for accelJdecellanes for collector streets is as follows:
a) Accd ~ 100 feet taper
b) Decd - 100 feet plus 100 feet taper
e) Width-12 feet
Please indicate these dimensions on the drawings
17. Please include a right of way pavement section for thatportion oftheentranee tlllit is located in the Cannel
Drive right of way. Our standard for collector streets is 1 Y:z inehes H.A. Surface, 4 inches RA. Binder and 9
inches compacted slone base.
IS. Board of Public Works and Safety Approval Requirements:
. Possibly additional Water and Sanitary Sewer Availability for the church addition. This will be a
Carmel Utilities decision Please provide detail as to the intended use of the proposed addition to the
church.
. Commercial Curb Cut (Modified Curb Cut). When approval is requested from the Board, we ""ill
require an exhibit that shows the location of the existing curb cut, proposed curh cut, existing opposing
curb euts and accelJdecellanes. The exhibit should include all applicable dimensions including lane
widths, overall widths, accelldecellellgths and widths, etc. The exhibit should be SY:z x 11 or of a size
that can be reduced to 8~ x 11 such as 8Y~ x 14 or II x 17.
. Temporary Construction Entrancc, This basically requires the same information as for the curb cut.
o A Consent to Encroach Agreement will be required for any permanent improvement to be installed
within dedicated right of way and/or easements. If an irrigation system is planned for this project,
additional Water and Sanitary Sewer Availability approval will be required from the Board
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your
use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior final approval by the Camlel Clny Plan Commisswll Olld/or
the Board of Zoning Appeals and completion of review by the TechnicalAthisory Conunittee. All written
requests to be pWced on the Board's agenikl must include the appropriate Docket Numbers and the dnie
(or dnJes) of approval by the Plan Commissioll and/or the BZA.
19. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main and
sanitary sewer locations.
20. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.

Right of Way Permit and &nding Requirements
Any work in the dedicated right of way of Carmel Drive will require a Right of Way Pennit and a License &
Pennit type Right of Way Bond. The bond amount win be determined by the number of instances of work in
the right of way @ $2,000.00 per instance. From the drawings submitted, it appears a bond in the am01.Ult of
$4,000.00 would be appropriate (Entrance work and stOIDl sewer installation).
These comments are based ilpon review ofthe original drawing submitted to this office on March 28, 2002, not the
most recent submission of April 15, 2002. Please share these comments with all persons to be associated with this
project including the o.vner/Developer, Contractors, etc.
The above comments are based upon the Engineering Department's initial review. Please provide our office with a
follow-up letter and revised plans. that address our review comments. Second and subsequent reviews will focus only
on revised items. It is critical that our office be made av..are of all modifications made on the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our initial review. If you have questions, please

Our office has reviewed the Developmental Standards Variance petition filed by you on
behalf of St. Peter's United Church of Christ for the property located at 3106 East Carmel Drive.
The following are comments that need to be addressed:

It The Developmental Standards Variance Application form appears to be complete as filed.
.. Please remember to provide fully filled out Findings-of-Fact sheets for the Special Use
Amendment and each Developmental Standards Variance the night of the meeting for the
Board's use. Also remember to fill out the Docket No. and date on each Ballot Sheet for the
Board. The Findings-of':Fact and Ballot Sheet must be collated.
Plans:
.. Contrary to my statement at the April 17, 2002, meeting of the Technical Advisory
Committee (T AC), the half right-of-way for East Carmel Drive (Collector Street
designation) along this frontage is forty (40) feet. Please contact Dick Hill with the
Department of Engineering regarding the dedication of this right-of-way.
.. The site is currently comprised of two separate Tax Parcels. Before a permit can be
issued for the future expansion, these will need to be combined into a single property.
Although the expansion is not a part of the Developmental Standards Variance petition,
the Department suggests that the most efficient means of accomplishing this is at the
same time you are going through the right-of-way dedication process.

· The Alternative Transportation Plan calls for a ten-foot (10) asphalt path across the
frontage of this site. \Vhile the extension of the path to the west is not required as part of
the Developmental Standards Variance petitlon, it will be required at the time the Special
Use Amendment petition is filed. Ifa further phase of parking expansion.is not anticipated
as part of the Special Use Amendment petition, it might be more economically feasible to
make this improvement while the parking lot paving is being accomplished. Should you
decide to make this improvement at this time, you need only extend the path as far west as
the sidewalk currently in place on the south side of East Carmel Drive across from this site.
· Please provide information regarding the status of the existing institutional sign, which
appears to be affected by the plans for the cfur detention on the west side ofthe site.
