Thank you for faxing a revised landscape plan and plant list for the site. There are a
couple issues that I have, and some review comments as well.
On a set oflandscape.plans this office received July 1, 2002, there are five (5) 30-inch up
right junipers placed around the dumpster enclosure on the north and west sides. These
plans were provided by Keeler- Webb Associates, and are the "approved" set of plans. I
am not aware of any ordinance that requires the area surrounding the dumpster to be
completely paved. I checked with Laurence Lillig. long-range planner in our office, and
he wasn't either. If you can provide me with a reference, or a copy of a comment from
the Commission, I would be glad to look into it.
Since the building phase is completed on site, we will not make you install plant
materials in that location, but their numbers are still included. The submitted plan
includes adequate numbers, though my comments on plant material are as follows:
1. I am not familiar with landscape cultivar "Fountain Cherry," though I have no
objection to it's use as an ornamental tree, as long as it is a tree form that
reaches 15-20' at maturity and is 1 Y2 inches in caliper.
2. Two (2) shade trees are required, so river birch (Betula nigra) is an acceptable
species as long as they are 2" in caliper. "Thunder Cloud Plum" is an
ornamental, so it is not acceptable.
3. The shrub species need to be 24" in height at planting unless they are a low-
growing form.
4. The trees must be planted with root flare at or slightly above grade level. The
burlap must be untied and the top 1/3 rolled back (ifB&B stock). And if the
trees are staked, the stakes and support wires must be removed within one
year.

5. You may wish to plant shrub species between the front windows, instead of
directly in front of all the windows. The placement of the trees can be
adjusted if needed to provide a more desirable view, and avoid tree-sign
conflicts. Ornamentals might be placed together for a massing effect, and
shade trees can be placed to avoid visual conflicts.

Dear Scott:
On June 6, 2002, the Board of Zoning Appeals approved the zoning variance V 31-02 for
Appel Heating and Air Conditioning with an attached landscape plan. This plan included
plant material in front of 2 shade trees, 2 ornamental trees, and 51 shrubs.
In late May ofthis year, I met with you on site to discuss changes you desired in the
landscaping plan. I told you that any changes must roughly match the approved plan in
number of plants and in type of species. In the plans I received on Friday (August 22),
there are only 3 ornamental trees, 17 shrubs, 15 perennials, and no shade trees.
This represents a substantial lessening of plant material, and is not acceptable. There
must be at least 2 shade trees, 2 ornamental trees, and at least 40 slrrubs on the plans.
Perennials may not substitute for shrubs, though large to medium ornamental grasses
may.
You may also submit a change in landscaping by applying for an ADLS amendment.
You may contact Jon Dobosiewicz of Planning and Zoning at 571-2417 to pursue that
option. linot, acceptable landscape plans should be submitted so that planting can take
place this fall season.

Our review of all our records regarding our application for construction of our new office

The T AC Minutes for May 22,2002, show that you m the need for right-of-way, and that the petitioner
represented that, "the owner is willing to work on this" I would take that to mean a willingness to dedicate the
appropriate right-of-way. Furthermore, their plans show the "proposed" 45-foot half right-of-way for Range Line Road.
I suppose that means that they were proposing to dedicate it. Section 2.9: Compliance with the Thoroughfare Plan
states that, "all projects and Improvements under the jurisdiction of this Ordinance shall conform with the terms of the
Thoroughfare Plan in regard to public dedication of proper Rights-of-way..." Finally, in the BZA Minutes of June 6,
2002, the petitioner's representative states that, "they intend to comply with the zoning ordinance in all matters with the
exception of being able to provide a 5 feet [sic] buffer yard between the neighbors on the north and south." Connect A
to B to C, and it sounds to me like they agreed to dedicate the right-of-way.

As the owner of the property commonly referred to as Appel Heating and Air Conditioning located
at 530 South Range Line Road I as memorializing the following understanding:
1. I am in the process of having a legal description prepared illustrating an area of real
estate to be dedicated to the City of Carmel as right-ot-way. This area is illustrated on the plans
submitted for building permit consideration with the Division ot Building and Code Enforcement
with the City of Carmel. The total half right-at-way will conform with the thoroughfare plan
dimension of 45'.
2. I understand as owner of the subject tract that the building permit currently being
requested will be released with the understanding and agreement that I will complete the process
of right-of-way dedication with the Carmel Board of Public Works prior to the issuance of a
Certificate of Occupancy for the building addition.

Department of Engineering's fe'i;eW of the plans for the proposed addition, The only review letter previously
wrillen and sent, dated May 8th, 2002 (copy attached) addressed our concerns at that point of the review, and
although we received updated plans and a copy of the Drainage Calculations as requested, to our knowledge,
we never received acknowledgement or response to all our other comments and questions. Please review the
1eller to insure that all questions previously asked and matters needing clarifications have been addressed.

curb? The only new drainage facility proposed seems to be the concrete spillway (curb turnout) and

After reviewing tilC ca1culations, based upon the land cover types alone, the amount of runoff may
not be significantly increased, as a Curve Number of 82 is approximately maintained from pre-
existing to proposed, However, the large amonnl of new impervious surface and its slope are not
cqually compensated for by the grass area up front. The tinung (rime of Concentration) for this
nmoJT on site and directed off site will bc faster and the storl11water will reach the rcar of the
property llluch faster.

A site inspection found the inlet that you propose to connect to, to be covered \\ith debris and
sediment. We do not feel that additional surface runoff will be an effective way to convey the runoff
from the site due to the type of brush, ground cover and fencing surroW1ding this area A below-
ground cormection from a detention basin will provide a more appropriate opportunity for the debris
and sediment to be controlled and removed prior to the entry to the existing stann sewer. From this
area, an outlet pipe may be connected to the existing inlet currently proposed to receive this runoff.
Please identify the structure with all elevation information, inlet and outletting pipes (inverts) and
whether this structure and cOIillectmg pipes are a part of a legal drain system and which one.
For all the above reasons, and for the fact that this area in the rear will remain undeveloped,
with the potential for future improvements to the point that the entire site ends up developed
without any means of stormwater detention, we maintain that an area within the west end of
the property be designed for stormwater detention.
Additionally, it would be preferred to have the large piles of debris and storage of equipment
cleaned up and removed, as this impacts both the direction of stormwater and the water quality
issues in a highly industrial area.
Finally, please note these following general comments on the plans:
}> With the existing gravel drive remaining, we do not see how drainage will be controlled if the curb
line does not extend across the entry to the rear drive. We suggest trdJ1sitioning a roll curb and
providing a means for this runoff to be directed to the detention area, or redesigning tile parking lot
to drain entirely south to north 10 reach the current concrete turn-out.
}> Please show limits of pavement work up to the right-of-way line. Indicate the line of existing asphalt
pavement of Rangeline Road as it abuts up to the concrete apron drives (which are to be untouched).
> Sheet C2 still has incorrect dimensions on the north and south boundaries. Please correct on all
sheets.
> It was noticed in the field that the underground tanks that were tllOught to be already gone were
recently removed. Will any portion of tIlis area up front be repaved or resurfaced? It seems that
some of this material dug up was dumped in tile rear in what was previously noted as a low area or
wet detention (?) basin. Will any of this material be removed from the site?
Please be aware tl1at this office would like confirmation that all other conditions of BZA approval, required
pennits from olller agencies (outlet permit from Hamilton County Surveyor) and all other commitments
made to the CitylDOCS (for example, regarding cross access easements being provided) have been provided.

agree "ith your determination?
21. In your letter, you reference two office access points. Are there now one or two curb cuts serying

316 PG 594? What line is the 6' dimensioned from, the existing r.o.w. line? How does this differ

The above comments are based upon the Engineering Department's initial review of this project. Please
provide our office with a follow up letter and revised plans indicatingall fe"I/isions. Second and subsequent
reviews will focus only on revised items. It is critical that this office be made aware of all modifications
made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside
of our initial review.

1. We are requesting the installation of a Knox Box for fire department emergency access.
Applications for a Knox box are available from our office upon request.
2. Will the structure be sprinklered? If so a meeting will need to be scheduled to discuss the
location of the fire department connection. We will also request an exterior entrance to the fire
sprinkler riser room.

We have reviewed the plans submitted Jor tItis project and offer the follo"ing comments:
GENERAL INFORMA nON
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
I) Streets and Right of Way (Rangeline Road)-City of-Cannel
o Water, Sanitary Sewers, Storm Sewers/Drainage-City of Cannel
o This project may also involve the Hamilton County Surveyor's Office regarding storm
drainagellegal drains.
3. Board of Public Works and Safety Requirements:
. Additional Water and Sanitary Sewer Availability
o Commercial Curb Cut. Any new cuts or modillcation of current cuts mll require Board
approval. For BPWS subntissions, please provide an exhibit that shows the existing
conditions and location(s) of the requested or modified curb cut(s). Provide all pertinent
dimensions including drive mdth, overall v"idth at the street, radii, etc. and indicate the
location of all existing, opposing curb cuts. The exhibit should be 8 Y:z x 11 or of a size that
can be reduced.to 8 Y:z x n such as 8 Y:z x 14 or 11 x 178.
It Temporary Constmction Entrance-same requirements.
.. Any permanent improvement to be installed \\ithin dedicated righL of way or dedicated
easemenLs. TIus approval would require a Consent to Encroach Agreement between the
O.,mer and the City of CarmeL .
I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical
Advisory Committee. AU writtell requests to be placed 011 the Board's agenda must include the
appropriate Docket Number and the date (or dates) of approval hy the Plan Commission and/or
the Board oj Zoning Appeals (if applicable).
4. TA.C. ReviewiDra.vings submitted for approval:
We request tl13L aU comments and comment letters generated by tlus office be answered in writing
and be accompanied by a drawing reflecLing requested revisions Final dramngs mIl not be
approved for construction until all Engineering Department and Utility Department issues have

resolved. The dra",ings will be stamped as approved and ",ill be signed by the City Engineer and
Director of Carmel Utilities. The Owner will receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities will receive two-sets, our Public Works Inspector
",ill receive one-set and one-set will be maintained in the Engineering Department
5. Please be advised that any installation of signs, walls, irrigation systems, etc within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement \vith the City
of Cannel.
6. Cannel Utilities should be provided drawings for review of water and sanitary sewer issues. They
will provide a separate review regarding Ulese issues. The Utility will also make the determination
if additional water and sanitary sewer connection fees \vill be required for this project.
7. Carmel Utilities does not subscribe to "Holey Maley" and should be contacted directly for all
water main and sanitary sewer main locations.
8. I am including copies of the following with this correspondence:

BONDING REQUIREMENTS
9. Upon initial review, it appears that the only bonding requirements are those associated "ith work
in the dedicated right of way of Rangeline Road. It is difficult to determine the exact bonding
requirements from the drmving submitted. These requirements will be determined later.
PROJECT COMMENTS

10. What is the area adjacent to the west boundary of this projecl?
. Is the area l~ Avenue SW?
o If it is l't Avenue, are there pavement cuts required?
. What is Ule line nmning from the west end section to what appears to be a manhole? Is this a
swale? If it is a swale, is it discharging into a beehive type structure? This area is confusing
and needs to be better illustrated or labeled.
11. Detention Pond
. In your letter, you state Ulis is a proposed detention pond. This needs to be labeled as
such OIl Ule plans.
.. Is the pond to be wet or dry? If it is to be wet, we request that the pond be lined
according to our Water Distribution lining specifications.
o We need elevation infomlation on the pond (top of bank, bottom elevation, lOO-year and
nonnal pool if wet, bank grading, etc.).
12. Please show proposed topo.and drainage patterns.

14. What is the existing gravel and what appears to be a building or shed on the west one-half of the
property?
15. What is adjacent to the south property line? Show shared pavement and adjacent building(s).
16. Show adjacent info if sharing pavement, parking, access, etc. on Ule property adjacent to the north

17. Show grades or detail/reason for the 6" retaining wall indicated on the plans.
] 8. Where is the existing edge of pavement for Rangeline Road? For entrances? TIlis should be
indicated on all sheets.

20. Label and dimension existing Rnngeline Road right of way on all sheets. According to the
Rangeline Road plans in our office, there is an existing 41' half right of way at this site. Does this
agree with your determination?
21. In your letter, you reference two office access points. Are there now one or two curb cuts serving
this site?
22. Please justify the need for two curb cuts for this site and tlllS development.

23. The right of way designation on this sheet is confusing. What is the 6' RO.W. Dedication per DB
316 PG 594? What line is the 6' dimensioned from, the existing r.o.w. line? How does this differ
from the proposed 45' half right of way line?
24. What does the letter W in the circle on this line represent?
The above comments are based upon tlle Engineering Department's initial review of this project. Please
provide our office with a follow up letter and revised plans indicating all revisions. Second and subsequent
reviews will focus only on revised items. It is critical that this office be made aware of all modifications
made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside
of our initial review.

PROJECT NARRA liVE
Keeler-Webb Associates is acting as agent and engineer for, Appel Heating & Air Conditioning
who will be the owner-occupied developers of the above property. The proposed structure shall
consist of a 1,955 sq. ft. addition to the East side of the existing masonry building. The subject
site lies on the west side of the street in an existing building. A vicinity map of has been
provided on the cover sheet.
Appel Heating & Air Conditioning needs the additional office and storage space the new building
addition will provide. The facility will provide one overhead door 3nd two office access points
along with required parking for employees and clients. The parking and drive isles have been
laid out to accommodate the most logical traffic pattern for passenger cars, overnight deliveries,
and occasional semi-trailer deliveries.
The drive isles have been designed to accommodate a circular traffic pattern with an 'entrance
only' access on the existing north curb cut and 'exit only' through the south curb cut. This site
and the adjoining properties share parking and access to Rangeline Road. The facility will
require 10 parking spaces for clients although typically, only four to five employees will operate
out of the building on a daily basis.
All Stormwater will be collected on-site via storm sewer and swales and conveyed to the
proposed detention pond an the west portion of the site. This project includes a petition to
reduce or eliminate the required buffer yard landscaping with the Carmel BZA.
This project was reviewed at the City of Carmel TAC. Meeting held on May 15, 2002.
