FINDINGS OF FACT - SPECIAL USE
1. The Special Use in Floor Plain District, Ordinance Z-160, Section 21.6 as amended
does not apply and all prerequisites have been met by Petitioner as verified by:
The site does not fall with a Flood Plain District per the Surveyor's notes included for
reference. .
2. The Special Use will be consistent with the Character and Permitted Land Use of the
zoning district and Carmel/Clay Comprehensive Plan because:
A 6-8 Middle School will serve the surrounding existing and proposed residential
areas and the west side of the School Corporation. The design will complement the
surrounding residential character.
3. The Special Use is physically suitable for the land in question because:
The property is of satisfactory size and the topography is appropriate for the building
and outdoor amenities of a Middle School.
4. The Special Use will not injuriously or adversely affect the adjacent land or property
values because:
Adjacent schools are generally seen as a desirable feature in residential areas.
Landscaping, along with activity areas which will be available to the community. are
combined to provide an attractive neighboring development.

DEVELOPMENTAL STANDARDS VARIANCE REQUEST
7. State explanation of requested Developmental Standards Variance: (State what you want to
do and cite the section number(s) of the Carmel/Clay Zoning Ordinance which applies and/or
creates the need for this request).
A. Carmel Clay Schools as part of this Project would like to construct a building
identification sign with changeable copy in excess of the size limitations and overall
height taller than required by Section 25.7.02-5 of the Carmel/Clay Zoning
Ordinance.
8. Directional traffic signage will also be constructed in excess of the size limitations
required by Section 25.7.01-2 of the Carmel/Clay Zoning Ordinance.
C. Carmel Clay Schools, as part of this Project, would like to construct a new facility that

Zoning Ordinance. The highest point on the building is approximately 48 feet.
8. State reasons supporting the Developmental Standards Variance:
A. The proposed size of the building identification and changeable copy sign is required
to provide space appropriate to announce and inform patrons of events scheduled at
the school. The proposed size will allow the announcements to be legible by
vehicles coming to or passing the project site. The prOposed size of 36 square feet
is within the total allowable area for both changeable copy and institutional signage
of 46 square feet. The changeable copy area of 24 square feet exceeds the
allowable of 16 square feet. Due to the height needed for the lettering, the overall
height of the proposed sign of 6'-2" exceeds the allowable height of 5'-0". The
overages noted are very close to the ordinance requirements, and would not
negatively impact the area, while providing legible copy for patrons.
B. The size of the directional traffic signage is required to provide legible information to
direct patrons, visitors, buses and service vehicles to the appropriate drives, parking
areas and building access paints.
C. A full-service 6-8 Middle School includes gymnasiums, an auditorium, and other
spaces, which require volumes in excess of 25 feet to meet program requirements.

FINDINGS OF FACT - DEVELOPMENTAL STANDARDS VARIANCE
1. The approval of this variance will not be injurious to the public health, safety, morals and
general welfare of the community because:
The building identification signage is required to provide identification to the project site as
well as inform patrons of events. The size of the signage is appropriate for the frontage and
overall size of the site and building. The directional traffic signage needs to be legible to
provide the important directional information ensuring safe ingress and egress of vehicles.
A full service Middle School is a desirable feature in this growing area, and the inclusion of
large volume spaces, such as gymnasiums and an auditorium, are an expected part of this
type facility.
2. The use and value of the area adjacent to the property included in the variance will not be
affected in a substantially adverse manner because:
The signage will be kept as low in height as practical. The overall design will be compatible
with the school building including the use of similar colors and brick material. Appropriate
landscaping will be provided at the building identification sign to further enhance the
aesthetic appeal of the site.
The design of the building includes differing building heights with varying roof shapes to
break down the mass of the facility and provide an attractive addition to this area.
3. The strict application of the terms of the Zoning Ordinance to the property will result in
practical difficulties in the use of the property because:
The size limitations of the building identification sign would prohibit the signage that is legible
from passing vehicles at a distance. There are typically multiple events scheduled at the
school that need to be announced to patrons. The strict application of the size limitations
would greatly limit the ability of the school to fully inform patrons.
The proposed heights are critical to meeting the needs for both educational and community
programming.

DESCRIPTION:
The Hypak 4000 is a versatile high penormance sharp vertical cutoff
luminaire capable of meeting all the needs of area lighting. The unit
can be surface mounted, recessed, pole, post, pendanl, and base
mounted to allow for maximum versatility, To insure long
maintellal1ce~free service, Hydrel uses a single die cast aluminum
housing and a vandal resistant polycarbonate projecting lens. All
hardware is stainless steel. Silicone gaskets assure weather and
bug tighl seals. 100% OC inspection and pretesting of ballasts are
standard.
SPECIFICATIONS:
HOUSING: Ttle housing shall consist of a one piece aluminum die
casting having integrally cast knockouts for 4-0 box entry and for
independent mounting on surfaces. The housing shall measure
163/8" x 155/8" x 6 7/8" The housing shall be provided with a cast
aluminum splice box for recessed or surface mounting with exposed
conduit II shall also be provided with cast aluminum accessories
making the unit suilable fa: pole, post, pendant, or base mounted
applications.
PROJECTING LENS/DOOR: Unit may be provided wi1h either: (1)
a vandal resistant prismatic lens providing 180" lateral spread, 0: (2)
a flat polycarbonate lens with 145' lateral spread. The door and lens
shall consist of clear, UV stabilized polycarbonate. The lens shall be
a minimum thickness of 3/16" (5mm) for maximum impact resistance.
The door shall seal with silicone gaskets providing water and bug
tightness. The door shall open with two stainless sleel tamper"prOOf
fasieners and shall hinge on stainless steel hardware. The c100r
shall be removable for easy maintenance and installation.
LAMPS/SOCKET: Mosllamp types (E-23 1/2, E-28, E-40) are
pulse-rated mogul base except low wattage Metal Halide types
(E-1? or E-27) using pulse rated. medium base.
VOLTAGE: See ordering guide.
BALLASTS: Ail ballasts shall be high power facior type, capable of
providing reliable lamp starting for _200 F.
MOUNTING CODES: RSB-175 '.'Jatt max. The unit shall be suitable
for wet locations and be able to be mounted over recessed 4-0 box,
sunace mounted with exposed conduit, recess mounted in concrele,
pole, base, and pendant mounted.
OPTICAL SYSTEM: The system sh;)11 consist of a.three element
reflector. The main reflector element shall be a J-piece highly
polished aluminum extrusion assembly. Top and side reflector
elements shall be specular Alzak@ finished aluminum. The reflector
system shall be adjustable in the vertical axis and provide Type III
and IV sharp cutoff through a range of 70' to 85'. The reflector
provides uniform lateral distributions through 1800 Ttle reflector
shall have G internal aiming scale for easy, accurale adjustment.
The reflector mounting system shall be of 304 stainless steel.
To access the bailast box compartment, the reflector shall pivot
when released by two quarter turn fasteners and be counter
balanced in Ihe open position.
FINISH: The housing shall be finished in texture powder coat.
Colors shall be black, medium bronze, gray, terra verde green,

FEATURES
SHAFf - Minimum weldable-grade (ASTM A,595 Grade Al, hat-rolled,
commercial-quality carbon steel tubing with a minimum yield of
55,000 psi, Uniform wall thickness of l1-gauge (0,1196") or 7-gauge
(0.1793"). Shafts are one-piece construction with a full-length longi-
tudinal high-frequency resistance weld. Round in cross.section
having a uniform taper of approximately .14" per foot.
ANCHOR BASE - Fabricated from hot.rolled carbon steel plate that
conforms to ASTM A36.
HANDHOlE - A rectangular, reinforced handhole rim having nominal
dimenSions of 3 x 5" for shafts less than 6.25" base diameter and 4 x
6.5" for all other shafts. Steel cover with attachment screws in-
cluded. Handhole is located 18" above the base
GROUN DI N G - A nut holder located imm ed'lately inside the handhole
rim is provided with a 1/2" ~ 13 UNC ground bolt and nut.
ANCHOR BOLTS - Fabricated from commercial-quality, hot-rolled
carbon steel with minimum yield strength of 55,000 psi. Bolts have
an "L" bend on one end.
HARDWARE - Fasteners are high-strength ga Ivanized zinc-plated or
stainless steel.
TOP CAP - Weatherproof, removable top cap provided with all drill"
mount poles.
FINISHES - Dark bronze (008) polyester powder is standard. Other
architectural colors available.

FEATURES
SHAFT - Minimum weldable"grade ~ASTM A-595 Grade AI. hoHolled,
commercial-quality carbon steel tubing with a minimum yield of
55;000 psi. Uniform wall thickness of 11-gauge (0,1196") or 7-gauge
10, 1793"). Shafts are one-piece construction with a full-length-longi-
tudinal high-frequency resistance weld, Round in cross-section
having a uniform taper of approximately .14" per foot.
ANCHOR BASE - Fabricated from hot-rolled ca rbon steel plate that
conforms to ASTM A36,
. HANDHO LE - A rectangular, reinforced hand hole rim having nominal
dimensions of 3 x 5" for shafts less than 6,25" base diameter and 4 x
6.5" for all other shafts, Steel cover with attachment screws in-
cluded, Handhole is located 18" above the base.
GROUNDIN G - A nut holder located immediately inside the handhole
rim is provided with a 1/2" ~ 13 UNC ground bolt and nut.
ANCHOR BOLTS - Fabricated from commercial-Quality, hoHolled
carbon steel with minimum yield strength of 55,000 psi. Bolts have
an "L" bend on one end.
HARDWARE - Fasteners a ra high-strength galvanized zinc,plated or
stainless steel.
TOP CAP - Weatherproof, removable top cap provided with all drill-
mount poles.
FINISHES - Dark bronze (DDS) polyester powder is standard. Other
architectural colors available.
