I have the following comments:
Guilford Patio Homes: The school corporation neighborhood buses will not enter cul-de-sacs or dead-end
streets. We may enter the street marked "8" depending on traffic patterns on Guildford. Due to the street width,
if parking is allowed on street "8", school buses will not enter.
Lakeland Subdivision: he school corporation neighborhood buses will not enter a cul-de-sac. A safe waiting
area for sc 001 oge children should be provided at the entrance to the subdivision.

The following letter represents comments for this project specifically addressing the area of alternative transportation.
I have reviewed tne drawings submitted for the February 20, 2008 Technical Advisory Committee meeting and offer
the followmg comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
J) The Subdivision Control Ordinance and the Alternative TranspOltation Plan tequites a 5' sidewalk on each
sidc ofintemal streets. Please revise your plans to includc this change.
The current location of the proposed sidewalks does not provide desirable connectivity within the
proposed suhdivision. Please revise the plan to include the recommended change.
We request that all responses to our comments be provided in writmg. Failure to providc written responses may result
in delay of the review process_
It is critical that this office be made aware of all moditication made on the plans being re-submitted, particularly if any
su(,;h changes are considered "new" or fall outside of Ollr previous leviews. Please provide revised plans indicating all
revisions_ Plcase notify us of any changes and specifically slate any changes, includl11g changes resulting from Plan
Commission, Spceial Studies or other committee meetings.
The Depaliment of Community Services reserves the right to provide additional comments based on subsequent

We have reviewed the plans submitted for review at the August 15.2007 Technical Advisory Committee
meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Cannel Corporate Limits.
2. Jurisdictions:

3. Board of Public Works and Safety Requirements:
CD Water Availability approval from the Board is based upon the total number of single-family
residential lots. Reference item # 11 below for a more detailed explanation. If a community
swimming pool or bathhouse is planned, additional Water Availability approval from the
Board will be required and additional Water Connection Fees will be assessed. Ifentrywayor
other community irrigation systems are planned, these will also require additional Water
Availability approval from the Board and additional Water Connection Fees will be assessed
based upon the size and usage of the system.
" Commercial Curb Cut Approval - If applicable, provide a letter to this office requesting
BPWS Commercial Curb Cut approval. Provide an 8 Y2 x 11 exhibit or exhibits detailing the
requested curb cut(s) with all appropriate dimensional data including width, radii,
acelJdecelJpassing blister dimensions, existing and opposing streets or drives, etc. Platted
single-family lot subdivisions do not require commercial curb cut approval from the Board.
I) Temporary Construction Entrance approval is required if the location is at a site other than the
location of the proposed permanent entrances to the development. This is applicable to
platted residential subdivisions.
o Any permanent improvement to be installed within dedicated right of way or dedicated
easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Carmel.

I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (ifapplicable) and completion of review by the Technical
Advisory Committee. All written requests to be placed on the Board's agenda must include the
appropriate Docket Number and the date (OT dates) of approval by the Plan Commission andlor
the Board of ZoningAppeals (if applicable).
4. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department and Hamilton
County Surveyor issues have been resolved. The design engineer must certify all drawings
submitted for final approval. Due to stonn drainage dual jurisdiction with the Hamilton County
Surveyor's Office, a total of8-sets of plans will be required for approval after all issues have been
resolved. The drawings will be stamped as approved and will be signed by the City Engineer and
Director of Carmel Utilities. The 8-sets will then be delivered to the Hamilton County Surveyor's
Office for approval. Final distribution will be 2-sets to Carmel Engineering, I-set to Carmel
Utilities, 2-sets to the Surveyor's Office and I-set each to the Developer, the Developer's Engineer
and the Contractor.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel. This agreement, with the exception of irrigation systems, requires BPWS approval.
The City Engineer may approve irrigation system agreements.
6. Carmel Utilities will provide separate reviews of this project for water issues. Please assure that
copies of all drawings are sent to:

The Hamilton County Surveyor's Office will require bonding for Storm Sewers/Storm Drainage
and for Monuments & Markers.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineer's Estimates for each improvement including
quantities, unit costs, pipe sizes and materials, etc. Upon completion and release of individual
Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance
Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10%
of the Performance amount for all other improvements. Performance Guarantees may be
Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures.
Right of Way Permit and Bonding
Any work in the dedicated right of way of Clay Center Road will require an approved Right of
Way Permit and a License & Permit Bond. The bond amount is determined by the number of
instances of work in the right of way at $2,000.00 perinstarice. However, if the work is included
in the scope of work of a required and posted Performance Guarantee, the Performance Guarantee
may be used to satisfy the bond requirements of the Right of Way Permit. Please contact our
Right of Way Manager, Fred Glaser, to arrange right of way permitting and bonding.
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
When construction plans are submitted for review for this development, please provide a set of
drawings and drainage calculations directly to Crossroad.
AVAILABILITY AND CONNECTION FEES
II. Availability (acreage) Fees must be paid after all other Engineering Departmentrequirements
have been satisfied and prior to approval and start of construction activities. Availability Fees are
based upon totalplatted acreage or legal description acreage for the development at the current
rate of$I,OlO.oo per acre for Water Availability. Based on the legal description on Sheet C2.I,
the preliminary Water Availability Fee calculation would be:

CODnection Fees-Based on the drawings submitted, there appear to be 5 residential lots or 5.0
E.D.U.s. The current Water Connection Fee is $1,310.00 per EDU. Connection Fees are paid
when the infrastructure has been completed, satisfactory test results obtained and the development
has been released for building permits. Connection Fees are paid on an individual~lot basis. The
Availability and Connections Fees are current as of this date. but are subject to future revisions.
If an Irrigation system, swimming pool or clubhouse is planned for this development, additional
Water Connection Fees will be assessed based upon the recommendations of tIre Director of
Carmel VIUilies.
PROJECT COMMENTS
13. Street Name Signs-By virtue ofCily of Carmel Ordinance No. D-1457-00, we require the type of
green reflective type street name signage, posts and brackets as indicated in the Subdivision
Signage Requirements document included with these conunents. If the development adheres to
these requirements, the developer may order and pay for the signs and have them shipped directly
to our Street Department, along with a copy oftbe recorded secondary plat oftbe development,
and the Street Department will install the signs. Once installed, our Board of Public Warks and
Safety may release the Developer's Performance Guarantee. After release, the Developer is
required to post a 3-year Maintenance Guarantee in the amount of 10% of the Performance
Guarantee or $100.00, whichever is greater. At the end of the 3-year maintenance period, it
becomes the City's responsibility for the maintenance and replacement of street signs. If it is the
Developer's intention not to adhere to the above requirements and to install decorative style street
name signs, these signs must conform to the City of Carmel Decorative Street Signage Detail
included with these canunents. However, it will be the Developer's responsibility to install
decorative posts, brackets and street name blades. Once installed, the Performance Guarantee may
be requested to be released. Once released, 3-year maintenance guarantees will not be required

and maintenance and/or replacement of decorative street name signage will be the responsibility of
the Developer and/or the Homeowners Association.
Regulatory Signs-All regulatory signs require City of Cannel Ordinances to be legal. Please
provide a street name sign and regulatory sign plan for review and approval. We request that all
regulatory signs installed to be standard signage, not decorative. However, if the Developer
intends to install decorative type regulatory signs and/or street name signs, please designate this on
the signage plan. All regulatory signs must meet all legal requirements as outlined in the Indiana
Manual on Uniform Traffic Control Devices (MUTCD).
Installation of street name signs and regulatory signs are Included as one of the requirements
lor building permit approvaL
14. As the Department understands that the plan presented to the TAC has already been revised and
may be revised further, the Department will not issue any formal comments at this time. The
Department requests that all comments outlined in a letter dated December 5, 2006 be
incorporated into the revised plan as it is developed. The Department would expect all of these
comments to still be applicable. Please communicate to the developer the comments related to
requested right-of-way improvements, compliance with the thoroughfare plan and any
commitments thereto, request for a Con-Span structure versus a timber bridge, auxiliary lanes for
public road approach, utility relocations, potential extension or reconstruction of existing piping
under Clay Center Road, arid required flood hazard area delineation.
15. Also, please consider our discussion related to the entrance location at our meeting on August 28,
2007.
16. The City will review the primary plat when it is revised and finalized and submitted. The City
will review for cortfonnance with the letter dated December 5,2006.
17. It is critical that this office be made aware of all modifications made on. the plans being re-
submitted, particularly if any such changes are considered "new" or fall outside of our previous
reviews. Please provide revised plans including all revisions. Please notify us of any changes and
specifically state any changes, including changes resulting from Plan Commission, BZA or other
committee meetings.
18. The Department reserves the right to provide additional conunents based upon subsequent reviews
and on the grading and drainage system upon receipt of drainage calculations and more detailed
construction drawings that provide grading elevations, pipe sizing and invert elevations. These
comments may affect the drainage system layout presented on the primary plat.

We have reviewed the plans submitted for review at the October 18, 2006 Technical Advisory Committee
meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Cannel Corporate Limits.

3. Board of Public Works and Safety Requirements:
.. Water Availability approval from the Board is based upon the total number of single-family

swinuning pool or bathhouse is planned, additional Water Availability approval from the
Board will be required and additional Water Connection Fees will be assessed. If entryway or
other community irrigation systems are planned, these will also require additional Water
Availability approval from the Board and additional Water Connection Fees will be assessed
based upon the size and usage of the system.
o Commercial Curb Cut Approval - If applicable, provide a letter to this office requesting
BPWS Commercial Curb Cut approval. Provide an 8 Yz x 11 exhibit or exhibits detailing the
requested curb cut(s) with all appropriate dimensional data including width, radii,
aceVdeceIlpassing blister dimensions, existing and opposing streets or drives, etc. Platted
single-family lot subdivisions do not require commercial curb cut approval from the Board.
" Temporary Construction Entrance approval is required if the location is at a site other than the
location of the proposed permanent entrances to the development. This is applicable to
platted residential subdivisions.

I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeab (if applicable) and completion of review by the Technical
Advisory Committee. All written requests to be placed on the Board's agenda must incblde the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (if applicable).
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department and Hamilton
County Surveyor issues have been resolved. The design engineer must certifY all drawings
submitted for tinal approval. Due to storm drainage dual jurisdiction with the Hamilton COWlty
Surveyor's Office, a total of 8-sets of plans will be required for approval after all issues have been
resolved. The drawings will be stamped as approved and will be signed by the City Engineer and
Director of Carmel Utilities. The 8-sets will then be delivered to the Hamilton County Surveyor's
Office for approval. Final distribution will be 2-sets to Carmel Engineering, I-set to Carmel
Utilities, 2-sets to the Surveyor's Office and I-set each to the Developer, the Developer's Engineer
and the Contractor.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel. This agreement, with the exception of irrigation systems, requires BPWS approval.
The City Engineer may approve irrigation system agreements.
6. Carmel Utilities wiUprovide separate reviews of this project for water issues. Please assure that
copies of all drawings are sent to:

BONDING REOUIREMENTS
9. Upon initial review, it appears the following bonding requirements may apply to this project:

Administrator, for details regarding engineer's estimates/performance guarantee requirements
for Erosion Control.
The Hamilton County Surveyor's Office will require bonding for Storm Sewers/Storm Drainage
and for Monuments & Markers.

The amount of the Perfonnance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineer's Estimates for each improvement including
quantities, unit costs, pipe sizes and materials, etc. Upon completion and release of individual
Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance
Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10%
of the Performance amount for all other improvements. Performance Guarantees may be
Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures.
Right of Way Permit and Bonding
Any work in the dediCated right of way of Clay Center Road will require an approved Right of
Way Permit and a License & Permit Bond. The bond amount is determined by the number of
instances of work in the right of way at $2,000.00 per instance. However, if the work is included
in the scope of work of a required and posted Performance Guarantee, the Performance Guarantee
may be used to satisfy the bond requirements of the Right of Way Permit. Please contact our
Right of Way Manager, Fred Glaser, to arrange right of way permitting and bonding.
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
When construction plans are submitted for review for this development, please provide a set of
drawings and drainage calculations directly to Crossroad.
AVAILABILITY AND CONNECTION FEES
11. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to approval and start of construction activities. Availability Fees are
based upon total platted acreage or legal description acreage for the development at the current
rate of$I,010.00 per acre for Water Availability. Based on the legal description on Sheet C2.1,
the preliminary Water Availability Fee calculation would be:

Connection .Fees-Based on the drawings submitted, there appear to be 5 residential lots or 5.0
E.D.U.s. The current Water Connection Fee is $1,310.00 per EDU. Connection Fees are paid
when the infrastructure has been completed, satisfactory test results obtained and the development
has been released for building permits. Connection Fees are paid on an individual-lot basis. The
Availability and Connections Fees are current as of this date but are subject to future revisions.
If an irrigation system, swimming pool or clubhouse is planned/or this development, additional
Water Connection Fees will be assessed based upon the recommendations of the Director of
Carmel Utlllties.
PROJECT COMMENTS
12. A seven-page Plan Certification Form is enclosed with this letter. This form was created with the
desire and intent to streamline the plan review process. We request that you please complete this
form and return the original of this form to the Department of Engineering as soon as possible.
Additional comments will be generated after the Plan Certification Form is returned. Please treat
each item on the form as a requirement of the Department of Engineering. Providing a "no" or
uN/A" response to any of the items does not relieve the Developer of the responsibility of meeting
the requirements of the Department of Engineering. The Department wiJI make the final
determination as to the acceptability of any "no" or uNI A" responses.
13. Street Name Signs-By virtue of City of Carmel Ordinance No. 0-1457-00, we require the type of
green reflective type street name signage, posts and brackets as indicated in the Subdivision
Sign age Requirements document included with these comments. If the development adheres to
these requirements, the developer may order and pay for the signs and have them shipped directly
to our Street Department, along with a copy of the recorded secondary plat of the development,
and the Street Department will install the signs. Once installed, our Board of Public Works and
Safety may release the Developer's Performance Guarantee. After release, the Developer is
required to post a 3-year Maintenance Guarantee in the amount of 10% of the Performance
Guarantee or $100.00, whichever is greater. At the end of the 3-year maintenance period, it
becomes the City's responsibility for the maintenance and replacement of street signs. lfit is the

Developer's intention not to adhere to the above requirements and to install decorative style street
name signs, these signs must conform to the City of Carmel Decorative Street Signage Detail
included with these comments. However, it will be the Developer's responsibility to install
decorative posts, brackets and street name blades. Once installed, the Perfonnance Guarantee may
be requested to be released. Once released, 3-year maintenance guarantees will not be required
and maintenance and/or replacement of decorative street name signage will be the responsibility of
the Developer aDd/or tbe Homeowners Association.
Regulatory Signs-Ail regulatory signs require City of Carmel Ordinances to be legal. Please

14. The Department will require detailed infonnation before approving the location of the entrance
from the perimeter road. The Department reserves the right to make additional comments related
to required impr()vements at the entrance when more detailed information is provided. Please
indicate the distance from the proposed entrance to North CiaridgeWay and to Brighton Avenue.
15. Clay Center Road is classified as Collector Street on the City ofCarmel20-Year Thoroughfare
Plan with right of way dedication requirements of a 40-foot half right of way along the west
perimeter of the development. Please confirm if current road plans identify the need for right-of-
way greater than 40 feet.
16. Please provide detention volume for the fully developed site and for the fully developed
thoroughfare plan rights-of-way for the Clay Center Road. This requirement shall apply
regardless of watershed limits.
17. If off-site easements will be necessary to install the utilities, these easements must be secured prior
to the Department of Engineering approving the drawings.
18. Please provide ADA ramps where the No Name Street entrance crosses the Clay Center Road
asphalt path and at an interior street intersections.
19. The Department requires that the construction drawings be developed in accordance with the City
of Cannel digital submission standards and that all required submittals for primary plat, secondary
plat, and construction drawings be made. The digital files must be submitted to the Department of
Engineering prior to the approval of the construction plans. Please contact the City GIS
Department for the requirements.
20. The City has adopted a new paving policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on
the plans.
21. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on the
plans.
22. Please provide monuments at all external comers.
23. The City does not all()w direct access to perimeter roads. Please establish non-access easements
along the Clay Center Road frontage.
24. Please label and dimension the right-of-way of all exterior roads and interior streets.
25. A IO-foot asphalt path will be required along the Clay Center Road frontage, this shall be the
responsibility of the Developer even if indicated on the current road plans.
26. The curb return radii at the ClayCenter Road entrance shan be a minimum of 40 feet.
27. Please provide the City standard street width of 30 feet back of curb to back of curb and standard
right-of-way width orso feet for all interior public streets.
28. Please indicate subsurface drains beneath the curb on both sides of all the streets.
29. Please indicate 5-foot sidewalks on both sides of all interior streets. If sidewalk is not being
installed on north side of No Name Street, a variance must be obtained.
30. All lots adjacent to side yard easements must be wide enough to accommodate the anticipated
house model and any planned driveways such that there is no encroachment in the easements.

31. Any entrance from perimeter roads will require auxiliary lanes (acceleration lane, deceleration
lane, and passing blister) conforming to City standard dimensions.
32. Entrances with medians may be a maximum width of 46 feet. Each travel lane (on either side of
the median) shall be a maximum of]8 feet wide and the median shall be a maximum of 10 feet
wide.
33. Please indicate widening across the property frontage or to the extents of the auxiliary lanes,
whichever is greater for ]5-foot travel lanes on the property side of Clay Center Road. Auxiliary
lanes shall be measured from the edge of the 15-foot travel lane. Any new pavement placed in the
Clay Center Road right-of-way for widening, for auxiliary lanes and for each entrance up to the
mainline right-of-way limit shall meet the following section: ].5 inches HMA #1] surface on 2
inches HMA #8 binder on :3 inches HMA #50 base on 7 inches #53 stone on 4 inches #2 stone or
match existing, whichever is greater. Please delineate this section with hatching on the plans and
appropriate reference in the legend. Please indicate wideningoD the road cross-section.
34. Please edit or provide a detail which requires the following pavement section for the paving of the
proposed interior public streets: 1.5 inches HMA #1] surface on 2 inches HMA #8 binder on 3
inches HMA #5D base on 7 inches #53 stone. Please add a note that all paving must be completed
in one paving season. This may be added to the requested typical cross-section and preliminary
plat note #6 may be deleted.
35. Please add an Asphalt Path Detail that requires I inch HMA #11 surface on 2 inches HMA #8
binder on 5 inches #53 stone if the proposed multi-use paths will not be concrete.
36. Please add the Department Standard Suh-Surface Drain detail.
37. A three-foot wide #73 stone shoulder at a minimum depth of six inches is required across the
property frontage or to the limits of the auxiliary lanes, whichever is greater. Subsurface drain is
required beneath the stone shoulder.
38. All utility poles must be located to within one foot of the proposed right.of-way. Ifit will be
necessary to relocate existing utility poles, costs for such relocations are to be borne by the
developer.
39. All Clay Center Road drainage structures (bridges and culverts) must be indicated on the plans and
constructed, replaced, or improved by the developer to accommodate the widening, auxiliary
lanes, multi-use path, and any other required improvements.
40. This project is subject to the Carmel Stonnwater Management Ordinance, which was adopted
February 6, 2006. The Primary Plat shall accommodate any requirements of this ordinance such
that the Secondary Plat effort does not require significant changes.
41. Please provide the Department of Engineering a flood study to establish the flood hazard areas
(flood way, flood fringe) and the base flood elevations.
42. Fill in the flood plain will not be permitted.
43. Please review storm water quality requirements for this project with Amanda Foley at (317) 571-
2441.
44. We request that you share all conunent letters and enclosures with the OwnerIDeveloper and
eventually with any Contractors chosen to work on the development.
45. Please provide a typical cross-sectlon for the proposed roadway. The cross-section shall indicate
City standard improvements (curb, subsurface drain, pavement section, 5-foot sidewalk) and shall
indicate typical dimensions.
46. Please confmn the cul-de-sac radius meets City standards.
47. Is the drainage course to be protected by an easement?
48. The Primary Plat must indicate the basic drainage information required by ordinance.
49. Please indicate the detention and post-construction storm water quality measures.
SO. Please clarify "location has not been verified" in the fITst Preliminary Plat note. Are you referring
to existing or proposed utilities?
51. A variance will be required for the proposed cul-de-sac length.
52. Where is "new concrete" indicated in the Primary Plat legend to be installed?
53. What type of bridge is proposed? The City requests a Con-Span structure. If under the
jurisdiction of the Indiana Department of Natural Resources, approval is required from that
agency.

54. Please obtain and indicate the current Clay Center Road improvements on the Primary Plat to
identify any conflicts. The Secondary Plat shall be developed to accommodate the road
improvement project the same as if these improvements were already in place.
55. Is the existing bridge at the southeast comer a one-lane bridge?
56. The proposed sanitary sewer shall cross Clay Center Road at a right angle to the centerline and
shall not conflict with the proposed stonn sewer network of the road project.
57. Compliance with the City's Thoroughfare Plan includes construction of half of the improvements
prescribed by the Thoroughfare Plan across the frontage. Typically, developers provide the
money equal to the value of constructing these improvements to the City for deposit in the City's
non-reverting Thoroughfare Plan fund.
These comments represent the Department of Engineering's initial review of the primary plat for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process,

We request that all comments and conunent letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department, Utility Department and Hamilton
County Surveyor issues have been resolved. The design engineer must certify all drawings
submitted for final approval. Since there is dual jurisdiction with the Hamilton County Surveyor's
Office, the coordination of approval between the two agencies will be:
o Provide 8-sets of Drawings to Carmel Engineering for approval after all issues have been
resolved and you have received notification of drawing approval.
. Carmel Engineering and Carmel Utilities wilI sign the 8-sets.
. The Developer or the Developer's Engineer will deliver the 8-sets to tbe Hamilton
County Surveyor's Office for approval.
. Distribution ofthe 8-sets will be 2-sets to the Hamilton County Surveyor, I-set to each of
the Developer, the Engineer and the Contractor and 3-sets to Cannel Engineering.

individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures.
It is our understanding that the Hamilton County Surveyor's Office will require performance
guarantees for Storm Sewers/Storm Drainage and Monuments & Markers. Sanitary Sewers are
under the jurisdiction of the Clay Township Regional Waste District.
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
Please provide a set of drawings and drainage calculations directly to Crossroad.
AVAILABILITY AND CONNECTJrON FEES
11. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to start of construction activities. Availability Fees are based upon
total platted acreage for the development at the current rate of $1,010.00 per acre for Water
Availability. Based upon the secondary plat's indicated acreage, the following Availability Fees
would apply to Section 7:
Water- 13.465 Acres @ $l,OIO.OO/Acre = $ 13,600.00
CODnection Fees (current) are $1,310.00 for water per single-family residence. Connection Fees
are paid when the infrastructure has been completed, satisfactory test results obtained and the
subdivision has been released for permits. Connection Fees are paid on a ~ basis.
o If an irrigation system is plonned is planned for this, or any future seetron of the
development, additional Water Connectron Fees will be assessed based upon the
recommendation of the Director of Carmel Utilities.

13. On the typical cross-section on Sheet C802, please indicate the outside edge of the subsurface
drain trench aligned with the back of the curb. This would be compatible with the City of Carmel
subsurface drain standard.
14. On the typical cross-section on Sheet C802, on the right side of the drawing some of the
information is out of place. The leader for the note "4" MIN. GRANULAR MATERIAL" is in
the wrong location. The rectangle depicting the ground between the sidewalk and the right-of-way
line is out of place.

19. The City typically requires I" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the
existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is
greater. The roadway would then also need to be restriped with thennoplastic striping. Please
develop a plan for the restriping and for striping of the auxiliary lanes. Please add a note to this
plan that all striping shall be thennoplastic. Please delineate the milling and resurfacing areas with
hatching on the plans and appropriate reference in the legend.
20. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on the
plans.

22. All utility poles must be within one foot of the right~of-way. If it will be necessary to relocate
existing utility poles, the cost of the relocation shall be borne by the Developer.
23. Please be aware that it is the petitioner's responsibility to extend or replace existing road culverts
as necessary to accommodate road improvements. The Department of Engineering will make the
fmal determination of whether the culverts may be extended or if they must be replaced. Please
indicate on the plans, any culverts or other drainage structures beneath 14151 Street and Towne
Road.
24. Sheet C200 - Please relocate existing structure 109 such that it is located 400 feet from structure
EX 101 and is not in the pavement of the entrance.

LETTER OF APPROVAL
The undersigned has reviewed the proposed plans for
Browning Investments
and has approved the plans subject to the following:
1. Will this development be a gated community? If so, we are requiring that a S.O.S type access
device be installed on the gate for emergency access. This type of device is also required to
have a battery back up installed in the event of a power outage the gate will still operate,
2. Will the proposed project have an amenity building? If so we are requesting the purchase of a
Knox box for emergency fire department access.
3. I am providing you with the turning radii of our apparatus. Please use these figures in
determining if the cul-de-sac turning radii will accommodate our largest piece of equipment.
4, Our office, in conjunction with the Department of Community Development, are requesting in
newly platted subdivisions, fire hydrant makers be installed in the street pavement perpendicular
to the fire hydrant This will allow the fire department to more easily spot fire hydrants during an
emergency.

scheduled Technical Advisory Meeting for this project.

RE: Lakeland Subdivision Primal'Y Plat (06090037 PP)
Dear Mr. DeBoy:
This letter is in response to your primary plat application and subdivision waiver applications for
Clay Creek. Comments and concerns arc as follows:
1. A copy of the landscape plan approvalletter/e-mai1 from the Urban Forester is
required prior to Secondary Plat approval.
2. Add Docket Number to PLat (06090037 PP).
3. Please show the Right-or-Way width for the proposed cul-de-sac.
4. Add labels to contour li nes.
5. Please indicate sidewalks, existing and proposed.
6. Add the name of the subdivision to all subsequent submitted plats.
7. Please indicate how Lot One will be accessed.
8. Please indicate any areas of tree preservation.
9. Please note the required lot width in this zoning district is 120 feet. Lots Four and
Five do not conform with this requirement.
Please wait to submit revised materials until after the Technical Advisory Committee (T AC) has
met on this application. The resubmitted materials should include edits addressing the above
comments along with any requirements that arise from the TAC meeting. Additional comments
may be made after the requested revisions have been submitted.
