Hi,
The parking plans that we included were renderings provided by Les Olds from the City of Carmel.
Terms of the new parking lot still under negotiation. The up lighting is part of the existing lighting, see
picture. Per our initial meeting it was our understanding that we could have our colors a works in
progress that we could submit at a later date. We were hoping to get the approval of the new sign
location (of the existing sign).
We will get the packets to you by Friday morning.

This site IS zoned B-2/business within the old town overlay - historic rangeline road subarea. Any changes to this site
need plan commission special studies committee approval as an ADLS amendment approval. Attached is a link to the
adls(architecture, design, lighting, landscaping, signage) amendment application:

elevations, ahy proposed changes to signage, parking, etc.
Also, if you could email me your proposal so that" I can take a preliminary look at it, I would appreciate it! Then, we can let
you know if you meetthe zoning requirements for chapter 12- B-2/business and chapter 230 - old town overlay

This section applies to all commercial uses located on propelties zoned B-1, B-2, B-3, B-5,
B-6, B-7, B-8, M-I, M-3, (or subsequently created busincss or manufacturing zone), (and
additionally situated in) Old Town Carmel, as detcrmined by the boundaries of the Old Town
District Overlay Zone. Said commercial uses may utilize the sigmtge requirements in
Sections 25.0702-08 through 25'{J7. 02-12 of this Ordinance.
a) STGN CLASSIFICATION: Suspended Sign; Projecting Sign or Porch Sign. (Only
in Old Town Camlc1 and the Caln1el Drive - Range Line Road Overlay are these
types ofsigns permitted.)
b) NUMBER & TYPE: One (I) Identification Sign per business in a Single-tenant
Buildi.ng ora Multi-tenant Ground Floor Bllilcling One (I) Building Identification
Sign per Multi-tenant Ground Floor Buildmg or Multi-tenant Multi-level Building
IS pem1itted if seven (7) or more businesses occupy the same building. In no
inst,mce shall any building or Multi-tenant Building Complex have more than one
(I) Ground Identification Sign.
If the Identification Sign is to be used for tenant idcntitication then all building
tenants shall equally share the Sign Area as per appropriate chart. This includes the
Center Identification Ground Sign - all copy shall be included on only one (1),
Ground Identification Sign.
c) MAXIMUM SIGN AREA:
i) Twenty (20) square fect lar a Projecting Sign;
ii) Twelve (12) square feet tor a Suspended Sign:
iii) Six (6) square feet for a Porch Sign,
d) MAXIMUM HEIGHT OF GROUND SIGN (Suspended): Eight (8) feet.
e) LOCATION: No Ground Sign shall be located closer than five (5) feet to the right-
or..way and shall not interfere with Vision Clearance, A Projecting Sign may be
utilized only whcn the building on which it is to bc established has a Front Yard
with a depth of less than five (5) leel. A Projecting Sign shall be located a
minimum of two (2) feel behind lhe curb and shall measure a minirnL1111 distance of
eight (8) teet from the bOltom oCthe sign to ground level

by the Commission. However, signs in Unified Centers must be of similar design

2, Application of guidelines. Some of the guidelines are directed only at Contributing
Buildings and are not applicable to Non-contributing Buildings. Figure 3 designates the
Contributing and Non-contributing Buildings. Such designation may be reviewed and
revised at any time by the Director, using the criteria established ill 23D.03rC).
3. New construction. New buildings must be built witb the characteristics of Contributing
Buildings, except for Accessory Buildings added to a property where the Principal
Building is Non-contributing,
4. Reconstruction. Redevelopment or reconstruction of a propcrty where the existing
building has be~n demolished will be considered new construction, regardless of the
classification of buildings previously existing on that site, except as provided in Section
23D.02(B}(5).
5. Where a building has been demol ished due to fire or other accident or disaster that is
customarily covered by insurance, the owner may reconstruct the property in accordance
with these guidelines, or in substantially the same design as existed prior to the accident.
C. Characteristics of Contributing Buildings
Buildings shall be considered Contributing, wgardless of age, il'they were originalJy built with all
of the following characteristics, or if they have been altered to conf0n11 with these characteristics:
I. The following are characteristic of Contributing Buildings in the Character Sub-Area and
thc Historic Range Line Road Sub-Area:
a. Sinalllots and small size houses, compared to Call1lel's later subdivisions_
b. Narrow house fronts compared to length.
c. Hip or gabled roofs.
d. Wood clapboard materials and wood or brick dctails-
e. Narrow, rectangular wood windows_
f. Detached garages in the rear of the property.
g. Consistent Setbacks from the street and narrow Sidc Yards.
h. Front porches (optional).
2. The fotlowing are characteristic elements of buildings in the Main Street Sub-Al"ea:
a. Retai I L1ses on the ground l1oor.
b. Transparent storefront glass for most of the length of the frontage.
c. Little or no Setback from the sidewalk or right-oC:-way line.
d. Orientation and tront door opens toward Main Street.
e. Parking in the rear or sides of building, not ill the fi-ont.
f. Pedestrian scale details and variety in the signs, awnings, and storefronts.
g. Buildings at least tvvo (2) stories tall.
h. \Valls faced in brick or wood, not concrete block or metal.

Guidelines.1
Historic Range Line Road Sub-Area,
The Historic Range Line Road Sub-Area encompasses the houses and businesses norlh of Main
Stred along Range Line Road. These buildings are generally larger than Ihe others in the Old
Town area and are more architecturally distinctive. In addition, Ihcir high visibihty contributes
greatly to the sense of Old Town as an historic area.
1. Renovations and Additions to All Exisling Buildings.
The following guidelines shall be applicable to all exterior renovations and additions to
existing buildings in the Historic Range Line Road Sub-Area, rcgardless of whether the
building is Contributing or Non-contributing.
a. Lot Dimensions and Coverage.
l. Existing lot dimensions as originally plattcd shall be acceptable.
11. Minimum Lot Width.
(a) Single-family residence: Fifty (50) fed.
(b) All other Uses: Sixty (60) feet.
111. Maximum LOI Coverage.
b.
(a) Single-family Uses: Forty-five percent (45%) of Ihe area of
the lot
(b) All other Uses: Seventy percenl (70%) ofthe area of the lot.
IV, No lot m3Y be created by Subdivision or by joining whichresultsin a
width of greater Ihan ninety (90) feet.
Setbacks. ~
l. Additions, except for open-air porches, may not be added to the from~~ . 1),1

1I. A Corner. Lot for a residential use is presumed to have a front yard
setback on bOlh streets that it faces. For a non-resideI1lial lise, the front
yard shall be Range Line Road (if the properly is located on Range
Line Road) or the streCl wilh the greatest traffic.
111. Side and Rear Yard Sctbacks shall be a minimum of five (5) feet from
the property line.
(;. Materials. Additions and alterations 10 the exterior wi 11 use materials consistenl
with those found on the building when it was originally built.
d. Roof. Alterations that reduce Ihe roof pilch of an existing bui lding more than
five degrees (50) are nol allowed. Additions may have a shed, gable, or hip roof.
Poreh additions may have a flat roof.
e. Garages.
l. All new garages mllst be either:
(a) Detached buildings that are sited at least five (5) feet behind
the Front Line of the Principal Building, or

2. Additional Guidelines for Alterations & AddItions to Contributing Buildings in the
Historic Range Line Road Sub-Area.
Alterations and additions to existing, Contributing Buildings in the Historic Range Line
R..o~ ub-Area shall be guided by tbe following:

I!. An advanced slate of dilapidation or fire damage would make il
unfeasible to repair the building for any reasonable economic use.

owner's desired use for the property shall nol be considered as factors
in dClemlining consent for demolition.
b. Building Use. Notwithstanding uses otherwise allowed by zoning, uses that
require Substantial Alteration or additions to the exterior of a Contributing
Building in order to accommodate the functional n:quirements will not be
allowed
c. Materials.
I. Details such as porch railings, trim boards, fascia boards, and comiees
may not be removed Irol11 the building.
Il. Original materials of the building will be repaired rather than replaced,
when possible.
Ill. \~'hen original materi,.ls, windows, doors, siding, railings, and other
details cannot be repaired, they may only be replaced with
arChitecturally coneet materials that simulate the look, details and
dimensions of the original., Substitute materials (vinyl, aluminum,
concrete plank, e.g.) must meet these standards in order to be
acceptable.
d. Alterations.
I. Alterations to the interior of the historic building are allowed if the
exlerior of the building is not changed.
11. No alterations are a1lowed that permanently change the massing,
character, window placement or details of the exterior of the original
building"
111. Previous additions or alterations to the building that detract from or
conceal the character of the building may be removed and the bui [ding
restored to a previous condition. [n this process, no attempt should be
made to add "historic" features (e.g., bay windows or gingerbread trim)

I. Additions are allowed only in the rear of the bUllding.
