I haven't seen the landscape plans for Woodhall since Greg Hayes has told them that they can not plant below top of
bank and in drainage easements. They should send me a revised set, but they may be waiting to hear what the plan

This letter serves to acknowledge receipt of a Primary Plat received 01/23/08 for review. After
reviewing the Primary Plat the Highway Department has the following comments:
1. An Application for Project Review must be completed and the appropriate review fees
paid prior to any approvals from this office. The application is available on the County
Website.
2. Provide written approval from Carmel Fire, Carmel/Clay Schools, Carmel Engineering
and any affected agencies on the traffic circle and cui de sac design.
3. Maximum cuI de sac length is 600' per County Standards. A variance from the Hamilton
County Board of Commissioners for the 1220' cui de sac.
4. Include the Instrument Number of the offsite drainage easement.
5. Apparent R/W should be labeled at 16 %'.
6. The deceleration lane should consist of a minimum 150' lane and 100' taper.
7. On both pavement sections, replace 6" (Min.) compacted or undisturbed soil with
Prepared Subgrade..
8. A Public/Private Road Approach permit will be required. Please contact the Permit
Inspector, Robb Chadwell, for permit and bonding requirements.
9. Additional comments may be needed at a later date.

RE: Woodhall Tree Preservation Plans

I have reviewed the landscape plan and I see a landscape plan with no storm sewer shown and easements not labeled. Every
to be landscaping directly over the proposed regulated drain. This is not in compliance with comment #8 of my preliminary plat
Hamilton County Stormwater Technical Standards Manual, or Indiana Code 36-9-27-33(d).
While we understand that landscaping and our regulates drain system need to co-exist in a residential development, we can't ha
current plan. Either the storm lines need to be moved or the landscaping needs to be moved, but the easements must be sepa
any questions, please let me know.

some concerns about site distances. We then added short 5' asphalt path to east side of the said entrance

6, The HCSO is not opposed to the major watershed shift, but the dnrinage calculation
will n.eed to prove it is compliant with Section 302.02 on the Hamilton County
Stannwater Technical Standard. Manual.
7. Section 302.05 #4 requires a 50' !!:eparation between the TOB of a pond and the back
of the ROW. While these are private roads. HCSO would still like to see the
separation or some type of other approved. safety measure. In the case of the front 2
ponds. since the roadway parallels the pond and. the travel speed is very low:t
chairback curb would be at'! acceptable method. WhiJe the travel speed is slow at the
southern lake~ it is a direct line to the pond, so a mOl'(; substantial bani.er may be
required. This should be address in the construetion plan phase. if the structural
barrier method will be used.
8. No landscape:: planting will be pennitted. or allowed within the proposed regulated
drainage easements per Indiana Code 36~9.27-33(d). rn oommon areas that are
dedicated as. Drainage Easements, no trees will be allowed within 15 feet in each
direction from the: centerline of pi pc. The proposed street trees should be behind the
sidewalks to prevent the root infiltration into the SSDs under the curb tine.
9. Post construction'water quality issues will be addressed by Bob Thompson ofHCSO
when the construction plans are submitted for review.
lO. Although the Hamilton County Surveyor.s Office has reviewed this primary plat and
issued a comment letter. this office will not be limited by the primary plat in regards
to the pond sizes or location. drainage easement widths. stonn sewer locations, lot
layout, landscape layout, or any other drainage related issues. Insufficient
information is presented to conduct a. complete dr3Jnage review and changes may be
required during the eonsttuction planning stage.
11. Please submit complete construction plans, the secondary plat, and drainage
calculations to this office when they become 3.vailabl.e.

transportation. I have reviewed the revised drawings submitted on November 14, 2007 and offer the
following comments:
ALTERNATIVE TRANSPORTATION REVrEW COMMENTS
1) The Alternative Transportation Plan requires the construction of a 10' asphalt path along l06tb St.
Please revise the plans to include and label this path.
2) Please indicate ADA ramps at all cross walks.
We request that all responses to our comments be provided in writing. Failure to provide ""Titten responses
may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
pm1icularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
The Dep:ptmcnt of Community Services reserves the right to provide additional comments based on

proposed tract of ground lies. south of 1061h street, east 0 f Towne Road and west of Windemere
S ubdi vision.
With the proposed "Woodhall" we are plalming on connecting up all our utilities through the existing
utilities that are in the general area or under new construction taking place now.
Enclosed please find a preliminary layout of our site for your review. We are scheduled to file a Variance
(nSV) Petition on October lih, the Primary Plat Application on October 1911\ and therefore placed in
line to be on the TAC meeting agenda of October 1 th and November 14th respectively. If at all possible I
would like to get a comment/service letter prior to, or at that meeting, I look forward to working together
again making this subdivision another outstanding addition to the Cannel/Hamilton County area,
