The applicant seeks the following development standards variance approval for a garage addition:
Docket No. 08010006 V Chapter 2S.01.01.CA.a Carriage house on less than one acre
The site is located at 320 1 st A venue NE and is zoned R3/Single-Family Residential, within the Old Town
Overlay.

General Info: The petitioner is requesting to build a
carriage house in the rear yard of the subject site. The
structure would be two stories tall, with a garage on the first
floor and living space above. Because the structure would be
located in Old Town, no variance for height would be
needed. The structure would replace an existing, one-story
garage.
Analysis: The subject site is under one acre in size, and as
such requires the grant of a variance. There are similar
structures throughout Old Town; the house immediately to
the west has a double-height storage barn. The carriage house would be used for occasional guest
housing. Because of the size and shape of the lot, it would be difficult to create a similar, attached unit
without losing a majority of the back yard. The carriage house would be built in the same style as the
existing house, with matching materials. While it would be taller than the one-story house, this would not
be the first such site in Old Town, and it would not be visually obtrusive from 1 st Ave NE.
Findings of li'act: Carriage house on less than one acre
1. The approval of this variance will not be injurious to the public health, safety, morals, and
general welfare of the community because: the carriage house proposed is similar to other
structures in Old Town.
2. The use and value of the area ad.iacent to the property included in the variance will be not
affected in a substantially adverse manner because: the carriage house proposed is similar to
other structures in Old Town.
3. The strict application of the terms of the Zoning Ordinance to the property will result in a
hardship in the use of the property because: the size and shape of the lot would prevent many
additions or improvements without the need for variances or without losing a significant part of
the backyard.
Recommendation:
The Dept. of Community Services recommends positive consideration of Docket No. 08010006 V after
all concerns have been addressed.
