Thanks again for your very quick feedback on the possibility of revising the variance request.
To that end, I think it is appropriate to again table the variance petition to the next regularly schedule meeting of
the SZA (as I noted on the phone, it is my objective to avoid a public confrontation on this issue) Further, to the
extent you think it is appropriate, I would like to get on your schedule to in-p'erson walk through scenarios that
may meet both our needs and address the concerns of the City. It would seem from our most recent conversation
that the "comn'l'on grolind" may be someWhere between what the City suggested a few weeks ago and the
varianc.e petition. 0f course, this week and next will be cnallenging due to the holidays; however, I am around
both weeks ana available at your convenience. Please advise on your availability, Mr. Hollibaugh and Ms.
Holmes and we will make it work on this end. Aiso, please confirm the next BZA meeting is scheduled (Jan. 08).

Dear Ms. Boone,
I live at 12321 Creekwood Lane in Williams Creek Farms. It is my understanding that Lauth is applying for a sign
variance and the meeting is tomorrow night. Unfortunately, I can'i make the meeting. My backyard faces Illinois
St. and their buildings. We were assured that no signage above street level would occur. Only signage would
ocCur On the east sice of the buil'dihgs. I strongly oppose approval to any variance to the aforementioned
agreement.

Dear Ms. Holmes:
The Petitioner has requested a signage variance to permit four total wall signs per
building (2 facing U.S. 31/Meridian Street, 2 facing Illinois Street) for the North
Meridian Medical Buildings. The Variance Request is scheduled to be considered by the
BZA on Monday, December 17, 2007.
The Petitioner recognizes and acknowledges that Carmel has the highest of standards
regarding real estate development; standards that are the hallmark of the Petitioner, an
entity associated with Lauth, a nationally recognized healthcare developer with its
corporate headquarters in CarmeL The North Meridian Medical Buildings are a fine
example of Lauth's commitment to those high standards and a commitment to Carmel's
U.S. 31 corridor. It is apparent that this commitment to quality factored into Lauth's
decision to construct two (2) high profile buildings versus four (4) or more buildings of
lesser stature (with overall signage increased). That decision was at a significant
additional cost, one worth absorbing to avoid a disordered and Clustered site inconsistent
with Carmel's standards for the U.S. 31 corridor. As important, if not mote important as
the buildings, is the quality of the tenants and the services provided in the North Meridian
Medical Buildings. Attracting the highest quality tenants is critically important to the
success of the North Meridian Medical Buildings and to the continued success oftlle U.S.
31 corridor.
Medical office buildings are NOT like other professional office buildings. Medical office
buildingsbave patients and families, not "customers," who do not frequently (one hopes
not) visit the buildings. Often the visitors to the medical buildings are coming at an early
hour for surgery, or in an emergency. or in another state of mind that impacts an

individual's ability to navigate to a place they rarely go. In light of this, it is apparent that
sign:age is critical to helping direct those patients, their care-givers and loved ones. The
expected outgrowth of the critical nature of building signage is that it has become a
prerequisite for the most sought after tenants, who, by no coincidence, are often the
tenants that have reputations for providing the highest quality medical care. Physicians
and other health care providers use signage as a significant factor when determining
where to locate. The Petitioner believes that the BZA will, after thoughtful consideration,
agree with the Petitioner that Carmel is best served by the North Meridian Medical
Buildings that have appropriate signage and that are occupied by quality doctors and
other health care providers providing the highest level of medical care possible.
Over the course of the last several months, representatives ofthe Petitioner have met with
the City of Cannel Department of Community Services ("Department") staff,
neighborhood repre$entatives and tenants (current and prospective) regarding the
Variance Petition. The Staff has expressed concerns about the number of wall signs and
the standards of the U.S. 31 corridor. We believe that the proposed signage is consistent
with curfent medical tenant identification signage within the corridor and with the high
standards of the corridor. We submit the following summary in support of our position:
1. 1\1edical Office Use
* Attracting the highest quality tenants is critically important to the success of the
North Meridian Medical Buildings.
* Medical buildings are NOT like other office buildings; Medical Office Building
patients and families do not frequently visit the buildings; often they are coming to a
medical building at an early hom for surgery, or in an emergency, or in another state of
mind that impacts an individual's ability to navigate to a place they rarely go.
* Signage is key to attracting high quality tenants to medical office buildings who,
by no coincidence, are often the tenants that have reputations for providing the highest
quality medical care.

2. Quality Buildings (2 large buildings)
* Our commitment to the quality standards of the U.S. 31 corridor supported the
decision to construct two (2) high profile buildings vs. four (4) or more buildings
avoiding a disordered and clustered site (with overall signage increased).
3. Size and Scooe of the North Meridian Buildings:
* The square footage of the individual buildings is larger than most rp.edical office
buildings (A - 84,851 and B 84,054) for a total square footage for the complex of
160,000 square feet. Building A has 486 lineal feet of frontage on Meridian Street and
503 lineal feet of frontage on Illinois Street. Building B has 495 lineal feet of frontage on
Meridian Street a11d 505 lineal feet of frontage on Illinois Street.
* Each building is 3-story with two (2) wings on each side of the entrance.

* The North Meridian Medical Buildings "front" two major roads (Illinois Street
and Meridian Street). Illinois Street and Meridian Street are indistinguishable from the
user's perspective. A visitor is just as likely to approach the North Meridian Medical
Buildings from Illinois Street or Meridian Street. Effective signage is necessary for
identification on both access streets.

Signage for Lauth building on Illinois Street
Rachel-
As a property owner on Creekwood Lane (parallel to Illinois Street and directly facing the
Lauth medical buildings), I am writing to oppose the proposed variance that would allow
lighted signage on Illinois Street. This was NOT approved in the agreement with our
rteighborhood (Williams Creek) and Lauth is already not keeping their end of the bargain on
lighting in the parking lots (which used to be part of the residential property in our
neighborhood). Thank you for your consideration of our request.

Hi Rachel{ and thank you for letting us know that the issue has been tabled for now. Do you need each of us to
send individual letters to the effect that Lauth has already reneged on the promises to keep our beloved trees,
and if allowed to renege on the promise to keep the signage subtle, we would have, in my opinion, no choice but
to take some action as they are building this property on what was a residential-only lot until they made the
promises and got the agreement of Creekwood Lane's entirety. While discussing the project, I clearly understood
that the large trees would be preserved, so I was dismayed last week to see them all cut. Additionally, we were
promised that the lights in the parkihg lot, the only lights to impact us{ would be low wattage, directed away from
Creekwood Lane, and turned off no later than lOPM. I hope that the building is in an adjustment period and that
this promise will be kept, but I am concerned. However{ lighted signs were never in the equation, quite likely
becaLise we would never have agreed to them, but they were not omitted, we were specifically told that the
parking lot would contain the only Iights{and they would be as I outlined above.
On another note, I personally am a bit stunned that the matter was allowed to be heard{ and if not for our c1ose-
knit relationship, most of us would have been unaware of the hearing which will so clearly effect us. I will
personally be in a position where I will have to make structural changes if I don't want my master bedroom to be
illuminated by the referenced signage, as the only window faces directly at the referenced building. Possibly this
is a consequence of my clear lack of political savvy, so I would love to know if there is a way that someone like
me, with no political background, can learn of hearings that will directly impact me.
Thank you so much for your assistance, I will be at the December 17th meeting unless I hear from someone that
either the issue has been resolved, or it is delayed again. I appreciate your keeping us all in the loop! Have a
