EXPLANATION OF REOUEST
The Keystone Group, the principal of which is Ersal Ozdemir, is the contract purchaser of
approximately 2.5 acres of real estate located on the east side of Old Meridian Street, between 13151
Street on the north and East Carmel Drive on the south. The perimeter of the real estate is outlined in the
aerial photograph included under Tab 2.
The real estate is zoned OMJMU (Old Meridian/Mixed Use). The Keystone Group intends to
develop real estate to allow an upscale retail/office building. Perspectives of the building are included
under Tab 4, and a rendering of the site plan is included under Tab 3. The other drawings
comprehensively detailing this request are itemized in the Table of Contents.
In order to allow this landmark building, a use variance and development standards variances are
requested. The use variance is requested in order to allow a veterinarian to occupy approximately 6,000
square feet. The veterinarian use will comprise an office, clinic, retail, and commercial kennel. In that
commercial kennel is not listed as a permitted use within the Old MeridianlMixed Use district, a use
variance is necessary. In this regard, the veterinarian clinic will be state-of-the-art, and will incorporate
ample sound and odor mitigation measures. Moreover, the commercial kennel will be entirely indoor
and will replace the outdoor kennel now existing on the northeast corner of the corridor of Old Meridian
Street and Main Street.
In addition, the follow development standards variances are requested:
1. Number of Signs - This landmark building will be designed according to the principles of
new urbanism and, as such, the building will be situated close to Old Meridian, with the
parking in the rear. In this regard, variances are requested to allow signs on the back
elevation of the building, as well as on the front elevation of the building;
2. Location of Signs - Variances are also requested to allow signs, for anchor tenants, on the
sides of the building; and
3. Awnings - The building includes not only first floor awnings, but also an upper-story
sunscreen and a cover above the entrance. While both the upper-story sunscreen and the
cover above the entrance will be constructed of metal or aluminum, both will be painted and
will have non-reflective sULfaces; however, because both the upper-story sunscreen and the
cover above the entrance will be made of metal or aluminum and may be characterized as
awnings, development standards variances are requested.
In addition to the use variance and the development standards variances requested of the Board
of Zoning Appeals, it is also necessary to obtain ADLS and DP approval from the Plan Commission.
To this end, on March 18,2008, we wi II present this matter to the Plan Commission, as well.
We look forward to reviewing this request with the Board of Zoning Appeals on Monday,
February 25, 2008.

Optical Design I Versatility

o Sharp Cutoff, Visual Uniformity, Maximum Pole Spacing
Anyone of these criteria is demanding. To achieve all three in a
D single luminaire requires Kim's expertise. The CC optical system
utilizes a horizontal lamp orientation to achieve sharp cutoff and a
flat lens configuration for minimum visual brightness, The primary
reflector panels are highly specular to achieve precise
~ distribution and cutoff. A careful redirection of the uplight spreads
light downward to properly fill the mid-ranges. while excessive
straight down illumination is avoided by the elimination of
downward reflecting surfaces.

All CC reflectors are field rotatable in 900 increments. This allows
design flexibility in producing very high illumination levels for
special applications, or maintaining a constant fixture geometry in
relation to surrounding architecture.

The CC series offers a selection of light
distributions to tailor the lighting system to
site geometry. The following distributions
are available:
Type II: Typically used as a single fixture
for narrow roadways or alleys, and as a
dual mount for site entrances.

pole spacings, the CC produces excellent
visual uniformity. For pole-mounted area
and roadway luminaires, optimum visual
uniformity is achieved when the maximum-

produce a housing with very

geometry, and basic architectural
compatibility. The logical solution

Our precision computer-controlled
spinning process is used to

Low E.P.A. Housing and Components
The choice between round or square housings becomes a "no
contest" selection when the effect of wind is compared. A round
housing produces 40% less E.PA (Effective Projected Area) than
a square housing having the same width and height. This
translates to a large potential savings, as lighter gauge poles may
be utilized.

Sealed Optics
In outdoor lighting it is not
enough to seal the optical
chamber from outside air,
moisture and insects. Some of
these contaminants can also
enter through internal
wireways, which is why all CC
optics are totally sealed inside

o Maintenance and Access
Fast installation and easy maintenance are achieved by modular
r I construction. Hinged lens frames (arm mounts) and housings (post
~ top mounts) lock in the open position freeing both hands for work.
Reflectors snap out for easy access to the housing interior. The
ballast module is factory prewired with quick-disconnect plugs. and
D mounts inside the housing with keyhole slots. Pole mounting uses
the least number of fasteners. maintaining simple. clean detailing.
