The ordinance number to be varied is the following: I ! I I. 2S.7.02-2b. (MULTIFAMILY HOUSING COMPLEX) Request ;s to allow an increase in the numbel of ground signs from one to two. Even though the AdJors of CarmelNillages at Providence has a significant amount of frontage along Guilford Drive, a ground sign is only allowed at the entrance along Carmel Drive. !A second ground identification sign is necessary along Guilford Drive to diff~rentiate Providence from the ot~er adjacent apartment communities. I , I I Signage plans have been designed to create aisense of identity consistent with the style and theme of Providence at Old Meridian. These wrought iron monun{ents will have extemallighting and various planting embellishments 1 while at the same time reflect the architectur~l character of the community. The sign wiu be constructed with high quality materials and in accordance with all rules and regulations relative to the public h~alth and safety and will not interfere with visibility of motorists. In particular, the sign wiUbe setb~ck as to not iuterfere with the corner vision clearance. I The use and value of the area adjaceAt to the property included in the variance will not be affected in a I substantially adverse maill1er becaus~: 1 The proposed sign is consistent wit1h the aesthetic integrity of the surrounding properties/neighborhood, including Providence at Old Meridian and the City of Carmel. The strict application of the terms of~he Zoning Ordinance to the property will result in practical difficulties in the use of the property ~ecause: 1 Without a variance, no sign would Ibe allowed in this locatiou. Without such identification, 1 motorists and pedestrian would no~ be able to differentiate the subject property from other multifamily communities in this co~ridor on Guilford. This decreased visibility would effectively I hinder the community from competing fairly in the marketplace.
