Explanation
Old National Bank is desirous of redeveloping into a bank branch the existing Walden book
store located within the Centre Shopping Center at the northwest comer of 116t~ Street and
Rangeline Road. The common address of the real estate is 1430 South Rangeline Road, Carmel,
Indiana (hereafter "Real Estate"). It is depicted on the aerial photograph which is included as
Exhibit 2.
The proposed remodeling will completely change the exterior appearance of the existing
building through the use of a variety of high-quality construction materials. For this, ADLS
approval must be obtained from the Special Studies Committee, and DP approval must be obtained
from the Plan Commission. However, due to the existing site conditions, the dedication of requested
rights-of-way, the widths of rights-of-way proposed by the 20 Year Thoroughfare Plan, and desired
signage, Old National is also requesting from the Board of Zoning Appeals certain developmental
standards variances described below.
In reviewing the variances described below, it is helpful to understand that the Sign and
Zoning Ordinances measure distances from the right-of-way width proposed by the Thoroughfare
Plan. In this regard, the Thoroughfare Plan proposes a right-of-way width (i) for Rangeline Road
to be a 45' halt~ and (ii) for 116tl1 Street to be a 70' half. For sake of clarity, these are referred to
below as the "proposed right-of-way".
1. Summary of set back and buffer yard variances:
A. V - 133-02. Variance to permit reduced building set back from the proposed
right-of-way of Rangeline Road;
B. V-134-02. Variance to permit reduced building set back from the proposed
right-of-way of 116th Street;
C. V -135-02. Variance to permit the buffer yard along Rangeline Road to be located
within the proposed right-of-way;
D. V -136-02. Variance to permit reduced buffer yard along 1161h Street to be located
within the proposed right-of-way.
In order to aIlow the visualization of the above variances, the relevant set back and right-of-
\.Vay lines are illustrated on the site plan included as Exhibit 3. Regarding these variances,
it is helpful to observe that, although an A TM drive-thru is added, the proposed
redevelopment will 110t change the foot print of the existing building. In other words, the
above variances are not necessitated by an expansion of the existing building.
2. Summary of wall sign variances:
A V-137-02. Variance to permit a wall sign larger than what is permitted by the Sign
Ordinance.
The proposed wall sign is shO-WTI on Exhibit 4. As indicated, and as measured in accordance
with the requirements of the Sign Ordinance, it is 76.5 square feet. In that an area of only

45 square feet is permitted by the Sign Ordinance, a variance is requested. In this regard, as
indicated on Exhibit 4, it is noteworthy that at least 50% ofthe area within the 76.5 square
feet is just wall, unoccupied by letters, logo, or signage.

Ground sign variance:
A. V-138-02. Variance to permit reduced set back of the ground sign from the
right-of-way area.
The Sign Ordinance requires that the ground sign be located 5 feet from the 1 1 6th Street
right-of-way and 5 feet from the Rangeline Road right-of-way. However, the proposed
ground sign, due to the site conditions and location of the proposed rights-of-way, will only
be 2 feet from the proposed right-of-way for 1 16th Street and 3 feet from the proposed right-
of-way for Rangeline Road. Included as Exhibit 4 is the site signage plan and rendering of
the proposed ground sign.
4.
Lighting spillover variances:
A. V -139-02. Variance to permit at proposed right-of-way lines greater foot candles
than allowed by ordinance.
Again, due to the location of the proposed right-of-way lines for 1161h Street and Rangel ine
Road, and because the existing light fixtures are located on the boundary of or withi n the
proposed rights-of-way for 1161h Street and Rangeline Road, a variance is requested to permit
at proposed right-of-way lines greater foot candles than allowed by Ordinance. Included as
Exhibit 5 is a photometric plan depicting the foot candles at the proposed rights~of~way.
We look forward to presenting this request to the Board of Zoning Appeals on June 24,2002.
