CARMEL REDEVELOPMENT COMMISSION Meeting, Thursday, February 28, 2002
President Rick Roesch called the meeting to order at 4:30 p.m. Commission members
present were Ed Burke, Ron Carter, John Koven. Also present were Councilor Wayne
Wilson, Mike Shaver, Steve Engelking, Kelli Hahn, Matt Price, Mike Hollibaugh. Luci
Snyder arrived shortly after the meeting began.
Mr. Roesch: We have two declaratory resolutions before us for expanded TIF areas for
North Illinois Street and Old Meridian.
Declaratory Resolution 1-2002
Mr. Shaver explained the Old Meridian ED Area to create an economic development area
supporting the Old Meridian plan which calls for substantial improvements to the
infrastructure, beyond normal. A memo explaining recommendations was distributed.
Mr. Shaver further explained how the two separate areas could be addressed.
Brief discussion followed.
Mr. Roesch: I would entertain a motion that the CRC adopt Resolution 1-2002 on the Old
Meridian base economic development area, not the overall Old Meridian area. So moved
by Mr. Burke.
Discussion followed.
Following a second by Mr. Carter, the motion was approved by a vote of four in favor.
None opposed. (Ms. Snyder had not yet arrived.)
Declaratory Resolution 2-2002
Mr. Shaver: This is to support the construction of the North Illinois Street corridor from
131st Street to 146th Street. Again it is for two portions, one within the City limits and one
not yet annexed. The legal description with the resolution is written to “temporarily
exclude” the unincorporated portion of the ED Area until C-210 [annexation] takes
effect. The ED Plan was written to justify the designation of the entire area, including the
unincorporated portion. Once they are incorporated we only need to amend the
Resolution to include them. We will not need to amend the Plan.
Mr. Carter asked how we will keep track of changing the resolution.
Mr. Shaver: Mike Hollibaugh is prepared to take that over. On the second one, we are
going through a TIF management meeting next week with Diana Cordray and Steve
Engelking. We will verify all the parcels that have previously been declared an EDA are
showing up in the county’s records. And then we’re going to try to electronically attach
the building permit process to the economic development area process because the
building permits should precede new increment.

Mr. Roesch entertained a motion that the CRC adopt Declaratory Resolution 2-2002 for
the North Illinois Street Economic Development Area. Discussion followed. Mr. Shaver
noted between now and the public hearing, any changes or updates can be made. “In each
case, when you get to financing you’ll have far better conclusions than what I can give
you at this point. The motion was made by Mr. Koven. Following a second by Mr. Carter,
the motion was unanimously approved.
The documents were signed.
