Technical: The following information is required and/or needs to be
explained in order to proceed with the review of your application:
1. Structure and fill need to be represented in the proposed model.
2. Manning's n-values are different from the FIS values. Either justify your
n-values or change to FIS values.
3. Contraction: Expansion coefficients differ from FIS values of 0.1 : 0.3.
Yours are 0.3 : 0.5. Please change these values to FIS or justifY your
coefficient values.
4. The bank stations in your model differ from FIS bank stations. Justify
your bank station placements or change to FIS placement.
5. Critical depth should not be used as a downstream boundary condition.
Instead, the model should be started using a known water surface
elevation. The 1 DO-year water surface elevation calculated using the
effective FIS HEC-2 model at station 3.04 should be used.

Technical: The following information is required in order to proceed with
the review of your application:
1. Please provide two hydraulic models (eg. HEC-RAS). One model
should show the existing conditions while the other should .show the
proposed conditions. The proposed condition water surface elevations are
compared to the existing water surface eleveations to calculate the
surcharge. that the proposed construction would cause. Both models
should be based on the 100-year flood.
2. Please use the Hamilton County FIS model for Spring Mill Run.
3. The drainage area for Spring Mill Run Creek at your site location is 2.08
square miles. This drainage area yields a 1 OO-year discharge of 920 cfs.
For your information, an increase in the 1 OO-year flood elevation of 0.15' or
more is defined by IC 14-28-1 (The Flood Control Act) to be an adverse
impact. If your hydraulic analysis indicates an increase of 0.15' or more
then it will either require revision to an acceptable form or it will be denied.
