We believe these road improvements will improve through traffic flow on Guilford, improve and clarify access into and out of school property and improve safety conditions in the area of the school. TIle plans general! y reflect our requests as outlined in our letter of December 15, 2003. However,there are a couple of remaining concerns. Sheet G1.1 Our Street Commissioner, our Construction Manager and City Engineer have reviewed the construction plans and have made an ansite inspection of the improvement area. They have expressed coricern regarding existing roadside drainage on the east residential side of Guilford, generally between Emerson Road and College Way East. There are existing drainage issues in this area and the road improvements may complicate these issues. Weare requesting the school corporation consider, as part of this proj eet, the grading/redefining of the existing ditch benveen Emerson and College Way and the addition of new 12" CMP's under the 4-existing residential driveways in the area to improve surface drainage flow and minimize potential problems. Sheet G4.1 The pavement section for Guilford Road (Collector Street classification) is 1 Y. inches of H.A. Surface, 4 inches ofH.A. Binder and 12 inches of Compacted Aggregate Base #53. Our Construction Manager has indicated Ihal the 4 inches ofRA. Binder wiII be required to be placed in 2 lifts. Please add this statement to this detail. However, It may be more cost effective to change the 4 inches of binder to 5 inches of base asphaltto ~nable the conlractor 10 place with one lift. The stone base requirement could be reduced to 11 inches under this scenario. If this is acceptable, change this detail accordingly and add the following statement 10 the pavement section, "Surface To Be Placed In The Same Paving Season That The Base Is Placed". Regarding the Pavement Transition (2) detail, does this refer to right of way pavement and, if so, what is the purpose of this detail and \vhat does the 5' -0" transition area represent'! This project was reviewed at the August 21, 2002 T.A.C. review meeting. Unfortunately, the Engineering Department was not able to provide a comment letter until September 23, 2002, for which we apologized in our letter. However, when weare not able to provide written COlllinents prior to 'LA.c. meetings, we have always verbally conm1itted to provide written comments to the petitioner as soon as possible. As I recall, we did verbally question the plans that were submitted in regard to Guildford Road improvements at the T.A.C. meeting. We were not clear on what improvements were being included \Vith the project. While it is unfortunate that om comments were received after the BZA meeting, it is our assumption that you realized that there would be detailed Engineering comments forthcoming and that our comments, even though they were delayed, would be part of the Technical Advisory Comn1ittee comments to be resolved as a condition of approval by the Board. / This issue has been reviewed with our interim City Engineer Mike McBride and Jon Dobosiewicz of Ollr Department of Community Services. We have come to the following determination: We will not require that a full lane be added to the east side of Guilford Road as requested in our September 23, 2002 review letter. In our meeting on May 6, 2002, the City of Carmel requested that in lieu of closing the south entrance drive, this drive should be realigned to match College Way Road on the east side of Guilford Road, Necessary acceleration and deceleration improvements should also be provided. 3. In the Carmel Clay Technical Advisory Committee meeting on August 21, 2002, requested improvements at Guilford Road were presented and accepted. 4. At the Board of Zoning Appeals meeting of September 23, 2002, this Project was approved with the condition "That all Technical Advisory Committee (comments) be resolved satisfactorily prior to the issuance of an Improvement Location Permit." Carmel Clay Schools accepted this condition as part of the approval based upon the Technical Advisory Committee minutes and follow-up comments to date. In order to appropriately accommodate both the current and post-development needs of traffic traveling along Guilford Road, in addition to that traffic entering/exiting thc school, this department will require that certain road improvements be made to Guilford Road_ At certain hours during morning arrivals and afternoon dismissal, the heavy influx of traffic has a defmite impact on the efficiency ofthru-traffic and the neighboring drives and residences. There is a need for a passing lanc for northbound traffic to be able to bypass the left-turn traffic waiting to enter the many school entrances. On Clay JHS I do not agree with their logic. That being that people are used to doing it "that way", I would like to see dedicated turn lanes, passing blister, etc. The middle design with the in and out crossing makes no sense and I think that FH knows that but they are seeking what their client "wants". I say we stand on the issue and get them to do what is right. This will be our only opportunity to have them make the necessary improvements to access at this location. Like they said at T AC there has not been significant changes at this location in 25 years. Why they think revisiting access at this time should not be an issue I can just can't figure out. Both of these petitions will be in front of the BZA on Sept 23. To date J am not aware of revisions to the plans that DOCS recommended at TAC (similar to what I stated above). As it was with Forest Dale we will end up getting bad PR by making them spend more money than they want but we need to get the appropriate improvements to make it safe. These guys need to know that we do not have an interest in cutting them any slack because they are the "school district" especially when it comes to public safety as it relates to access on our public streets. If anything, they should want to be an example of the best way to do things within the community.
