Dear Mr. Bolinger:
I apologize for the delay in reviewing the Guilford Road Widening plans submitted to our office on March
26th. \Ve would like to thank the school corporation for their cooperation with our request to include the
Guilford Road Improvements with the Carmel Junior High School Addition and Renovation project. We
believe these road improvements will improve through traffic flow on Guilford, improve and clarify access
into and out of school property and improve safety conditions in the area of the school. TIle plans general! y
reflect our requests as outlined in our letter of December 15, 2003. However,there are a couple of
remaining concerns.
Sheet G1.1
Our Street Commissioner, our Construction Manager and City Engineer have reviewed the construction
plans and have made an ansite inspection of the improvement area. They have expressed coricern
regarding existing roadside drainage on the east residential side of Guilford, generally between Emerson
Road and College Way East. There are existing drainage issues in this area and the road improvements
may complicate these issues. Weare requesting the school corporation consider, as part of this proj eet, the
grading/redefining of the existing ditch benveen Emerson and College Way and the addition of new 12"
CMP's under the 4-existing residential driveways in the area to improve surface drainage flow and
minimize potential problems.
Sheet G4.1
The pavement section for Guilford Road (Collector Street classification) is 1 Y. inches of H.A. Surface, 4
inches ofH.A. Binder and 12 inches of Compacted Aggregate Base #53. Our Construction Manager has
indicated Ihal the 4 inches ofRA. Binder wiII be required to be placed in 2 lifts. Please add this statement
to this detail. However, It may be more cost effective to change the 4 inches of binder to 5 inches of base
asphaltto ~nable the conlractor 10 place with one lift. The stone base requirement could be reduced to 11
inches under this scenario. If this is acceptable, change this detail accordingly and add the following
statement 10 the pavement section, "Surface To Be Placed In The Same Paving Season That The Base Is
Placed".
Regarding the Pavement Transition (2) detail, does this refer to right of way pavement and, if so, what is
the purpose of this detail and \vhat does the 5' -0" transition area represent'!

Why are there two separate "New Pavement @ Existing Pavement" deta.ils (3 and 6)? It appears that the
No.6 detail would apply to this project. We request that "Tack Coat Edge of Existing Pavement" be added
to this specification.

The construction component of the Stormwater Pollution Prevention Plan includes stormwater quality
measures to address erosion, sedimentation. and other pollutants associated with land disturbance and

Recommend that none of the exisiting grass areas be disturbed unless the area can be completed and seeded in a 30 day
time period. I don't won't to see the sight stripped and areas lie dormant because the tile or irrigation cannot be installed
until it can be installed all at once for the entire site.

This project will be on the BPW 2/18 Agenda for commercial curb cut approval. There is a right of way dedication
requirement they have committed La and are working on but don't know it it will make the 18th agenda. There is a
Performance Guarantee requirement for right of way improvements. We still require an updated drawing to approve.
There are no additional water or sewer availability approval requirements.

This is in response to your letter of October 17, 2003 regarding our requests concerning Guilford Road
Improvements to be completed in conjunction with the Addition and Renovation Project to Carn1el Junior
High School.
This project was reviewed at the August 21, 2002 T.A.C. review meeting. Unfortunately, the Engineering
Department was not able to provide a comment letter until September 23, 2002, for which we apologized in
our letter. However, when weare not able to provide written COlllinents prior to 'LA.c. meetings, we have
always verbally conm1itted to provide written comments to the petitioner as soon as possible. As I recall,
we did verbally question the plans that were submitted in regard to Guildford Road improvements at the
T.A.C. meeting. We were not clear on what improvements were being included \Vith the project. While it
is unfortunate that om comments were received after the BZA meeting, it is our assumption that you
realized that there would be detailed Engineering comments forthcoming and that our comments, even
though they were delayed, would be part of the Technical Advisory Comn1ittee comments to be resolved as
a condition of approval by the Board.

This issue has been reviewed with our interim City Engineer Mike McBride and Jon Dobosiewicz of Ollr
Department of Community Services. We have come to the following determination:
We will not require that a full lane be added to the east side of Guilford Road as requested in our
September 23, 2002 review letter. However, traffic flow through this section of Guilford Road does need
improvement and we are requesting that these improvements be included with this planned renovation of
Carmel Junior High School. We are requesting Guilford Road improvements that will result in a 12-foot
wide northbound lane, a 12-foot wide southbound lane and a 14-foot wide center turning lane resulting in a
38-foot wide roadway_ It appears that this will require the construction of approximately 3-feet of asphalt
pavement on the east side of Guilford, Therefore, we are requesting the following:
" Construction of an approximately three foot wide base and binder pavement section on the east
side of existing Guilford Road \vith a pavement section as designated by the Department of
Engineering. Curbs will not be required to be constructed on the east side of Guilford.
a The existing pavement of Guilford Road adjacent to the school site be milled to a depth of one-
inch.
a Resurface the milled roadway, including the additional pavement, with one-inch of asphalt.
. When this work is completed, we request that the pavement be str-iped as required for two through
lanes and one center left t11m lane and left turns markings be designated appropriately. All
pavement striping and markings shall be thermoplastic_

Project. Our primary discussion focused on Project comments/Guilford Road Improvements/Items
16 and 17. Specifically, Carmel Clay Schools questions whether they should be required to provide
an additIonal pavement lane on Guilford Road as has been requested in these items.
You asked that we summarize Carmel Clay Schools understanding of their commitments regarding
Guilford Road and this Project and forward this to you for review by Kate Weese.
1. In our meeting on February 6, 2002, the City of Carmel requested that acceleration and
deceleration lane improvements be provided at the north entrance to Carmel Junior High
School.
2. In our meeting on May 6, 2002, the City of Carmel requested that in lieu of closing the south
entrance drive, this drive should be realigned to match College Way Road on the east side of
Guilford Road, Necessary acceleration and deceleration improvements should also be
provided.
3. In the Carmel Clay Technical Advisory Committee meeting on August 21, 2002, requested
improvements at Guilford Road were presented and accepted.
4. At the Board of Zoning Appeals meeting of September 23, 2002, this Project was approved
with the condition "That all Technical Advisory Committee (comments) be resolved
satisfactorily prior to the issuance of an Improvement Location Permit." Carmel Clay
Schools accepted this condition as part of the approval based upon the Technical Advisory
Committee minutes and follow-up comments to date.

Fanning/Howey Associates, Inc. received your letter dated September 23, 2001, on
September 25, 2002. In this letter the aforementioned request for additional pavement lane on
Guilford Road was identified. This request was new to the Project Team as of September 25, 2002,
and was neither included in the Project nor in the Project budget. We have enclosed the following

Street CutJRight of Way Permit and Bonding Requirements
Any work in dedicated right of way will require a Street Cut/Right of Way Permit and a License and Permit Bond.
The bond amount will be detennined by the number of instances of work in the right of way (curb cut, storm
sewer work, etc.) @ $2,000.00 per instance. At a minimum, the bond amount would be $6,000.00 based upon the
work in the right of way for the curb cuts. Additional work such as water, sanitary sewer, storm sewer work in the
right of way -.yould be additional at $2,000.00 per instance. If any of the work planned in the right of way is to be
covered by Performance Guarantees, right of way permits and bonds would not be required for that work.
PROJECT COMMENTS
Street, Sidewalk, Right of Way Issues
II. Dimension and identity all right of way lines on all sheets that include Guilford Avenue.
]2. Identify all dedicated streets intersecting with Guilford Avenue on 1he east side of Guilford on all appropriate
sheets as '.vas done on Sheet G 1.2 and G 1.4.
] 3. It is difficult to determine new paving to be done in the rightof way and/or Guilford A venue. Please clarify
existing and proposed pavement edges shown on the plans.
14. The sidewalk along the southern drive that extends to Guilford should follow the drive and end at the intersection
of the relocated drive and the existing street. The crosswalks should be corrected to cross at appropriate
perpendicular aligrunent and connect with the existing sidev,'a!k on thc cast side of Guilford.
Right of Way Dedication
15. The school was requested to dedicate right of way along the south property line of Carmel Junior High School for
future street construction. This is not indicated on the plans submitted to our office. The Department of
Community Services has requested the dedication of 60-feet of right of way along. the south school property line.
Guilford Road Improvements
16. In order to appropriately accommodate both the current and post-development needs of traffic traveling along
Guilford Road, in addition to that traffic entering/exiting thc school, this department will require that certain road
improvements be made to Guilford Road_ At certain hours during morning arrivals and afternoon dismissal, the
heavy influx of traffic has a defmite impact on the efficiency ofthru-traffic and the neighboring drives and
residences. There is a need for a passing lanc for northbound traffic to be able to bypass the left-turn traffic
waiting to enter the many school entrances. CllITcntly, there exists a widened gravel shoulder that is utilized for

this passing pmpose but v/a.s not intended to serve this purpose and is inadequate to be continued to be used as
such.
17. Therefore, the Engineering Department \\ill request the widening of Guil ford Road to accommodate the
following: northbound tbru-lane, northbound/southbound center left-turn lane, southbound thru-lane, southboWld
right-turn (acceVdecel) lane. This extra lane which will primarily be to the east can be found by using the majority
of the gravel shoulder width, and if needed, fmding the additional road width on the west side toward the schoo!.
This will help centralize the road within the right of way, and will help safely serve the school site and
neighboring properties.
Grading, Drainage
18. It is difficult to determine the limits/dimensions of the expanded portion of the building, thereby illustrating
changes to impervious surface on-site, Please show in light or dashed lines where the existing building boundaries
are on the overall site layout plan (Sheet G 1.1).
19. Show connecting storm sewers, all pipes, sizes, structure elevations (Sheet G2.2)
20. We have received drainage calculations. However, the City Engineer has not completed review of the
calculations. We reserve 1he opPortunity for further review and submission of comments regarding grading and
drainage upon full review of the calculations.
Utility Plan
21, Identify water pipe size and material.on SUI.l.
22. It appears the new water line extends across Guilford A venue, Is this the case? If so, what are the plans for
installation regarding Guilford Avenue? Open pavement cuts in dedicated streets require full justification as to
their necessity and separate Board of Public Works and Safety approval.
23. There is a new sanitary sewer connection to the concession building on SUl.2. Is this facility already connected
to city water?

Right of Way Dedication
15. The school was requested to dedicate right of way along the south propc!1y line of Carnlel Junior High School for
future street construction. TIlls is not indicated on the plans submitted to our office. The Department of
Community Services has requested the dedication of 60-feet of right of way along the south school property line.
Guilford Road Improvements
16. In order to appropriately accommodate both the current and post-development needs oftraffic traveling along
Guilford Road, in addition to that traffic entering/exiting the school, this department ",ill require that certain road
improvements be made to Guilford Road. At cerroin hours during moming arrivals and afternoon dismissal, the
heavy influx of traffic has a definite impact on the effieicncy of thm-traffic and the neighboring drives and
residences. There is a need [or a passing lane for northbound trafTlc to be able to bypass the lefl-tuTIl tramc
waiting to enter thc m<UlY school entrances. Currently, there exists a \\idcned gravel shoulder that is utilized for

17. Therefore, the Engineering Department will request the widening of Guilford Road to accommodate the
following: northbound thru-Iane, norilibouncVsouthbotmd center left-tum lane, southbound thru-lane, southbound
right-turn (acceVdccel) lane. This extra lane ..hich will primarily be to the east can be found by using the majority
of the gravel shoulder v.idth, and if needed, fmding the additional road width on the west side toward tile school.
This will help centmlize the road within the right of way, and ",ill help safely serve the school site and
neighboring properties.
Grading. Drainage
18. It is difficult to detennine the limits/dimensions of the exnanded portion of the building, thereby illustrating
changes to impervious surface on-site. Please show in light or dashed lines where the existing building boundaries
are on the overall site layout plan (Sheet G 1.1 ).
19. Show connecting storm sewers, all pipes, sizes, structure elevations (Sheet G2.2)
20. We have received drainage calculations. However, the City Engineer has not completed review of the
calculations. We reserve the opportunity for further review and submission of comments regarding grading and
drainage upon full review of the calculations.
Utility Plan
21. Identify water pipe size and material on SUI. 1.
22. It appears the new water line extends across Guilford A venue. Is this the case? If so, what are the plans for
installation regarding Guilford Avenue? Open pavement cuts in dedicated streets require full justification as to
their necessity and separate Board of Public Works and Safety approval.
23. There is a new sanitary sewer connection to the concession building on SUl.2. Is this facility already connected
to city water?

I will leave that call up to you. It does not make sense to me that there'w()Uld-I;~'\fnultiple passing blisters in proximity to
the offset intersections along that stretch of Guilford It would be nice to have a three lane segment with middle turn lane
but I'm not sure how Kate feels about that.
On Clay JHS I do not agree with their logic. That being that people are used to doing it "that way", I would like to see
dedicated turn lanes, passing blister, etc. The middle design with the in and out crossing makes no sense and I think that
FH knows that but they are seeking what their client "wants". I say we stand on the issue and get them to do what is right.
This will be our only opportunity to have them make the necessary improvements to access at this location. Like they said
at T AC there has not been significant changes at this location in 25 years. Why they think revisiting access at this time
should not be an issue I can just can't figure out.
Both of these petitions will be in front of the BZA on Sept 23. To date J am not aware of revisions to the plans that DOCS
recommended at TAC (similar to what I stated above). As it was with Forest Dale we will end up getting bad PR by making
them spend more money than they want but we need to get the appropriate improvements to make it safe. These guys
need to know that we do not have an interest in cutting them any slack because they are the "school district" especially
when it comes to public safety as it relates to access on our public streets. If anything, they should want to be an example
of the best way to do things within the community.
