Current Site Information: Valley to the west of the school has been seeded. Parking areas are generally paved and
curbed. The exterior of the buiLding is nearLy complete. Disturbed areas to the east and south of thc school are
not stabilized.

and has approved the plans subject to the following:
1. Our office is requesting a meeting to discuss the location of the fire department connection and
will be requesting an exterior door accessing the riser room_
2. We are requesting that the fire enunciator panel be located at the main entrance of the facility.
3. Our office is requesting a Knox Box for emergency access to the building. We will also request
the purchase of Knox fire department connection plugs. An application for these two items can
be obtained through our office.

Note: All erosion and sediment control measures shown on the plans and referenced in this review must meet the design
criteria, standards, and specifications outlined in the "Indiana Handbookfor Erosion Control in Developing Areas" from
the Indiana Department of Natural Resources, Division of Soil Conservation Of' similar Guidance Documents.
4A. The erosion control sequence should be labeled as a separate item on the plan. The current sequence is
buried in the project information. Temporary seeding and new inlet protection needs to b~ incorporated
into the sequence.
4C. Please show the plan and construction details for the existing sediment basin in the south west comer.
4D_ Seeding of disturbed areas in a timely manner will greatly reduce sedimentation as well as improve the
visual appearance of the project. Temporary seeding should be considered for areas left unfinished until
the building or other construction is completed. Show on the plans when and what areas will be
temporarily seeded during the construction process.

New Collegewood Elementary School Landscape plans
Dear Jeff:
Here are my comments on the New Collegewood Elementary School Landscape Plans:
1. The west perimeter along Shelborne Road needs to be more heavily buffered. The bufferyard requirements in
Chapter 26.4 call for 36 shade trees, 36 ornamental trees, and 202 shrubs or 67 evergreens. While much of the plant
material planned in the interior of the site can be used to outset these numbers, the number of trees along the roadway
need to be increased to provide adequate buffering from the roadway.
2. If the tree line along the south perimeter is preserved (by avoiding construction damage to the root systems),
those trees should be sufficient to not require the addition of any more plant material to that bufferyard. A written tree
preservation plan should be should be added including tree protection fencing location and graphics on the landscape
plans.
3. A column detailing the numbers of individual plant species needs to be added to the plant schedule.
4. On page L 1-2, on the tree planting graphic detail, the term "soil ball" should be changed to read "root flare."
Determining that the plant's root flares are planted at grade level will insure proper planting height even if the plants come
from the nursery too deep in the soil ball (a fairly common occurrence.)
5. In the planting notes: the 1996 Edition of the American Standards for Nursery Stock should be specified (not
1986). A sentence requiring the removal of any stakes and guy wires after one year needs to added.
6. Species notes: Please choose an alternative for red maples (Acer rubrum). They are not well suited (for a variety
of health and maintenance issues) for such sites. Alternatives could include black or sugar maple, oak species (not pin
oak), river birch, hornbeam, hop hornbeam, hackberry, ginkgo, tulip tree, London plane tree, American or Sterling linden.
Please choose an alternative for Austrian Pine (Pinus nigra). They are subject to environmental stress in these soils and
suffer numerous pest prOblems including Zimmerman Pine Moth, Pine Pitch Canker, and Dipoldia Tip Blight fungus.
Alternatives could include spruce species, Douglas fir, dawn redwood, or bald cypress. While "Cockspur" hawthorns do
not have thorns, they do suffer a variety of insect and disease problems that make they maintenance headaches. I would
suggest an alternative be chosen such as redbud, yellowwood, serviceberry, or a disease resistant variety of crabapple.
Crabapple varieties should chosen from the Indiana Urban Forestry Council's recommended list of crabapple varieties.
"Indian Magic" and "Snowdrift" are two varieties that are NOT recommended, and recommended cultivars need to
substituted.

you can be assured of healthy trees. .

not recommended. Note that some of the popu lar street tree species like Snowdrift crabapple are on the latter list. ,
Keep in mind, also. that crllbapples come in all shapes and sizes. They are ideal under power lines and in narrow grow spaces.
When choosing a crabapple species, use the list below to assure plant health and note the eventual width of the tree you plant. If
you keep in mind requirements for sidewalk and street clearances, a proper selec~ion can minimize pruning needs. And don't'
forget to request "tree fonn" when ordc:ring if YOll want a single stem tree that is ~Iready pnmed.

District's Sanitary Sewer Specifications. Revised plans need to be submitted including the
District's specifications. A preconstruction meeting will need to be held before the
construction of the proposed sanitary sewers. Building permits should NOT be issued
unless the District has issued connection permits.

I have reviewed the plans for this project and have the following comments.
1. This project is located Within the watershed of the JW Brendle Regulated Drain.
Therefore an Outlet Pernrit is required.
2. AllY crossing of the open ditch with require a Crossing Pennit.
3. Show the 100 year eleva.tion for the detention area on the plans.
4. The approved allowable discharge rate for the Brendle watershed is 0.24 cfs per acre,
The number used in the cales was the preliminary number. Please revised the
drainage report accordingly.
5. The use of a safety ledgew:ithin the detention area will be required. Please show the
appropriate Hamilton County Detail. Approved standard details can now be
downloaded from our website at www.co.hamilton.in.us .
6. Show detail 0-4 for bank armament at the outlet pipe into the open channel.
7. Are you propbsing SSD in the soccer fields? If SO~ please show where these 'Will
outlet.
8. Furlh~ investigation is needed to determine if other work is required to be done to
the Brendle Drain on this site.

Purpose:
This meeting was held at Carmel City Hall Planning office to discuss Technical
Advisory Committee (T AC) and Board of Zoning Appeals (BZA) requirements for the
site layout forlhe New College Wood Elementary School.
1. The following comments were made in review of the New College Wood Elementary
proposed site plan layout:
a. Concern was expressed for early morning traffic congestion with drop-offs and buses
at the center drive. Alan Blunk suggested that a possible solution could be the
introduction of an access gate that would direct drop-off exiting back to the west
drive.
b. Buses enter the center drive and exit the east drive. Jon suggested that the east
drive should be aligned with the intersection of the drive that passes in front of the
Middle School to have less traffic intersections along the main access road.
Fanning/Howey Associates, Inc. notes that the grade differential is about 3' at that
point, but that the option w11l be further explored.
c. It was suggested that a north-south walk connection should be provided adjacent to
the east drive to provide pedestrian access back and forth from the Middle School to
the Elementary School lots during parking overflow,
d. Accessible ramps and painted crosswalks are to be indicated and provided as
needed for pedestrian access.
e. Additional concrete drop-off walk was suggested at kindergarten drop-off area, in lieu
of the planter area shown.

.. At the south end of the 10' paved sidewalk, a temporary paved connection from the
walk. to the road was suggested. Planners indicated that at a future date this path
could be removed by the City of Carmel, during development of the property to the
north.

Lighting is required to meet City standards. Poles and fixtures will match the Middle
School fixtures.

Building brick colors will match the Middle School to unite the campus.

Changes to curb cuts_at streets will not be_affected by this Project.
2. The following comments were made concerning the site plan layout for the New Middle
School:
a. Concern was expressed for the curb cut plan shown at the two main streets. The
plan shows curb ramping towards the opposite curb ramp and was previously
approved during New Middle School BZA submittal. Other new schools. in Carmel
have also utilized the same detail.
b. Concern was expressed for tre nature pathway ending at the access road. It was
suggested that this path could continue to the Middle School through open field area.
3. The New College Wood Elementary will require a signage variance.
4. A Special Use Variance will be required for the intended school building use.
5. The TAC submittal for this Project will be made on September 3, 2002. Large size sets will
be distributed to all TAC members.. Laurence Lillig needs one large size set and two half
size sets.
6. When the BZA submittal is made on September 13, 2002, only supplemental information is
required. Resubmittal of the plans wlll not be necessary.
7. Planners acknowledged that discussions in this meeting were preliminary in nature, and that
suggested revisions to the plans would not need to occur prior to TAC submittal on
September 3, 2002.

COMMENTS:
This Project for Carmel Clay Schools is a new grades K-5 Elementary School of approximately 96,800
square feet. The building plan for this Project is a replication, similar to the existing Towne Meadow
Elementary School. The Project is located on the New Middle School site, adjacent to the Middle School
work currently under construction. A Special Use Application for a school building in a 8-1 residential
district and a Developmental and 'Standard Variance Application for signage are being made to the Board

The following is a report of our meeting on the above date. If you find anything with

Carmel Clay Schools; Michael A. Joiner, Scot A. Thomas,

Purpose:
The meeting was held to review the final gas system(s) requirements for the above
mentioned Project.
1. Bob Yull confirmed that one meter should serve the entire New Middle School. Jerry Breek
agreed and noted that the service to the New Middle School Site would be firm
(non-interruptible). It was confirmed with Bob Yull and Vectren Gas Company, that the New
College Wood Elementary School's gas meter would be located at the New Middle School,
adjacent to the New Middle School's meter. Bob Yull acknowledged that the Owner would
be responsible for installation cost and all servicing of the piping downstream of the meter to
the New Elementary School. The servIce to the N.ew Elementary School will be 2 PSI.
Chuck Shuperd completed a quick eosUlF for the supply piping to the New Elementary
School. Based on approximately 1500 - 1700 IF, the estimated cost of $20,000.00 was
reviewed by Bob Yull. Bob Yu]J stated that Carmel Clay Schools could save approximately
$4,000.00 to $5,000.00 per year by the transportation rate allowed by Vectren Gas Company

ThiS letter serves to acknowledge receipt of a transmittal contain~ng the plans for the above-
mentioned project. After reviewing the plans the Highway Department has the following
comments:
1 . Has the necessary right of way been acquired for the road Improvements on the north side of
126111 Street and thewestside of Shelbome Road? As discussed In previous conversations, if
the right of way cannot be obtained,the improvements wlll need to take place on the SChoOl
side of the roads. If the right of way has been acquired, forward the documents to my
attention for review and acceptance by the Board of Commissioners.
2. The aeeel taper will need to be relocated to provide 24' of pavement from the centerline of the
road to the curb. The 12' contjnuous lane and the 12' wide taper must be included in this
area. I have marked up a copy of the entrance to clarify this situation. This applies to both of
the entrances,
3. The ADA ramps will need to be relocated to a point within the entrance. The ramps will not be
permitted to empty onto the 8ccel/decellanes.
4. Incrude a pavement-marKing plan.
5. I have attached a detail showing the requirements for the widening and overJay_ PleaSe
include a similar detail within the plans. The detail shows all of the work that will need to be
completed by the school contractor.
