CITY OF CARMEL - GLAY TOWNSHIP
HAMILTON COUNTY, INDIANA
APPLlGAnON FOR BOARD OF ZONING APPEALS
D.EVEL0PMENT Al S:r ANoAROS VA.RIANCE, REQUEST
7. State explanation of requested DevelopmentaJ StanQ8[Qs Variance: (State what you want to
do and cite the seclio!) [lumber('s') of the. Carmel/Clay Zoning Ordinance which applies and/o"r
creates the need for this request).
A. Carmel Clay SchoQlsas part of this Project would like to constrtlcta building
identifi.cation sign with changeable copy in excess of the sizelimitatibnsand overall
height taller than required by Section 25.7.02-5 of the Carmel/Clay Zoning
Ordinance.
1;3. Dirl:}ctional traffic signage will also be constructed in excess. of the size limitations
required by Section 25.7.01-2 of the, Carmel/Clay Zoning Ordinance.
c. Carmel Clay Schools~ as part of this Project, woUld like to construct.a new faciliJy thpt
exceeds the height limitation of 25 feet stated in Section 5.4.1 of the C<;lrmeIlClay.
Zoning Ordinance, The highest point on the building is approximately 31 feet.
8. State reasons supporting the DevelopmeQtal Standards Variance:
A. The proposed size of the puildir!9 identification and ch,angeable cOPY' sign is required
to provide space appropriate to announce and inform patrons of' events scheduled at'
the school. The proposed size will allow the annotlncements to. be. legible by
vehicles coming to or passing the projecisite. The proposed size of 36 square. feet
is within the totql allo~abl~ are.C1 -far bath changeable copy anqinstitutional signage
of 46 square .feet. The changeat:1te copy area of 24 square fe.et exceeds the
allowqble of 16 square' feet. Due to 'the height needed for the lettering, the overall
height 0f the proposed sign of 6'~2" exceeds the allowable height of 5'-'0". The
over:agf::l~ noted are very close to the ordinance requirements, and would not
negatively impgctthe area, while providing legible copy for patrons.
B. Toe size of the directional traffic signage is required to provide legible information to
direct ~atron~', visitors, buses and servi"ce vehicles to the ,appropriate drives, parking
area.s and building access points.
C. A full,..serv.iceK~5 'ElementClry School includes a gy.mnasium and other spaces, which
require volt,lmes in excess.of 25 f~etto meet program requirements.

CARMEL, INDIANA
FINDINGS Qf FACT - DEVELOPMENTAL STANDARDS VARIANCE
- 1. The approval of this variance wHl not 0e injurious to the :public health, safety, morals, and
general welfare of the community because:
The building identificati0n signage is required to provide identification to the I'lmject .site. as
well as inform patrons of events. The size of the signage is appropriate fOr'the frontage and
Qvera[lsi:z;e of t[te site and puilding. The directional traffic signage needs to be legible to
pray-ide th.e irnpqrtant directional in'formation ensuring safe irlgress and egress of vehicles.
Afull-setv.ice Elementary Sch,ool is (3 desirable feature in this growing area, and the inclusi0n
of I.arge volume spaces, such as a gymnasiu[-ll, are an expected part of this tyf.'le facility,
2. The use and value of the area adjacent to the property ihelL.Jded in the' variance \('IiH not be
affected in a 'substantially a9verse mannerbecaLJse:
The signage will be kept aslow'in height as practicaL Tbe overall design will be eOrTIpatible
with the school building including the use of similar colors and bric:k material. Approl3riat~
landscaping will be prOVided at the building identification sign to further enhance the
aElsthetic appeal of the site.
The design of the building includes sloping shingle rOQfs and differi'ng building heights with
varying wof shapes to break d.own the mass of the facility and relate to thesorrounding'
residential neighborhoods.
3. The strict application of the terms of the Zoning Ordinance to tr"e property will resu!t in '.
practical difficulties in the useof'the pliopertY0ecause:'
The size limitatiphs of the Pl!ildtng identification sign wCluld prohibit the signage that. is .legible.
from passing vehicles at a distance. Tbere are typically multiple eve"nts scheduled at the
school that need to be announced to patrons. The st[ict application of the size limitations
would greatly limit the ability of Jhe schpolto fully inform patrons.
The proposed heights are critical to meeting the needs fpr b()th educ;;3tional and community
programming.
