This new structure is being planned for use of the CCHS staff and working volunteers only, and as a temperature and humidity control1ed environment for valuable collections of the materials above. The CCI-IS has outgrown the secure conservation area available at the Society's current housing. The collections must be readily available for the llse of the CCHS historian, members, and the general public (and therefore must be near the CCI-IS office) toview for study, research, genealogy, display construction, etc., so .~vf. off-site storage is not advisable because of the need for ready availability, security, and /CftV (fji. pro~essional standards regarding the conservation of such materials. The unique,.nature of the Society's property allows for only three parking spaces at most, accommodating only the Society's staff historian and two more spaces for volunteers and workers. While Ordinance 2-374-92, 23D.3, C.h.iii. re: parking, allows for reduction "up to fifty percent (50%)" of parking spaces required ("in order to accommodate difficult site conditions"), the Society's property allows for only the three parking spaces above at best, rather than the number of parking spaces generally required for sites open to the public. Therefore, the Society requests variance because (1) the planned new structure is not for public use, (2) Society staff and volunteers working at the present CCHS office and archives must share the use of a driveway with an adjoining property owner, and (3) the only public parking available to the Society (operating the Monon Depot Museum, office, current archives, all open to the public) is the trailhead parking for the adjacent Monon Trail. The CCHS needs to construct a secure building in which to safeguard significant collections of historical materials (manuscripts, photos, documents, books, artifacts). The new structure is being planned for use by Cel-IS staft: volunteers, and select researchers, as a temperature and humidity controlled environment for these collections. The CeHS has outgrown its current storage space. But the collections above must be readily available to the Society's professional historian and to those volunteers who construct displays and maintain the collections, and to researchers in local history, genealogy, and other historical inquiries. Therefore, the new structure must be on CCHS grounds for matters of security and professional standards regarding the preservation of such materials, and because of the continuous use of the materials housed therein. The Society requests developmental standards variance because: 1. The site plan does not allow for the required minimum side yard of five (5) feet as stated in Cannel/Clay Zoning Ordinance, Chapter 8: R-2/Residence District (specifically 8.4.3, Minimum lot standilrds. While there is not the required five feet, this east side yard of the proposed new structure extends several yards to the city's fence along the Monon T rai 1. 2. The site plan does not allow for the required fifty (50) feet "maneuvering space" for delivery trucks as stated in Carmel/Clay Zoning Ordinance, Chapter 27: Additional Parking & Loading Regulations".
