PROJECT NARRATIVE
FOR
MOTORCYCLES OF INDIANAPOLIS

PROJECT DESCRIPTION
This project involves constructing a new masonry and steel frame office addition and new
canopies to the existing Motorcycles of Indianapolis (Harley Davidson) dealership. The
existing building is located on the north side of 96th Street. The site is bounded on the
south by East 96th Street, the east by Bauer Drive and the Vliest and north by Penske
Honda automobile dealership. The buildings that comprise the motorcycle and
automobile dealerships are owned by Dellen Realty, who is the petitioner in this matter.
The development plan for this project has three elements. The first is to construct an
addition of approximately 2,400 square feet for business offices. Previously the DelIen
Automotive Group had its offices in the Honda Dealership building adjacent to the
Project site. This addition will allow these offices to remain on the property owned by the
petitioner.
The second element of construction is to build an open canopy on the west side of the
building near the rear service area of the dealership. The canopy is needed to protect
vehicles that are at the facility to be serviced from weather elements. There is not
sufficient storage space in the interior of the building to store all the vehicles. The
vehicles will be screened from public view by an existing and new 8-foot high walls and
the building itself. The canopy will have an arched roof line as an architectural feature.
The third element of the project is the removal of the existing front canopy on the south
side of the building and construction of a new slightly larger canopy. The new canopy
will extend 20 feet from the front of the building. The canopy will have an arched roof
line to match the other canopy.
PARKING AND ACCESS
The parking around the building and the additions will be slightly reconfigured. Presently
there are 106 parking spaces located on the total site. A parking analysis was perf0n11ed
to determine the requirements for the site in accordance with the zoning ordinance. Based
upon the size of the existing and new addition a total of 83 spaces are required.
As part of the development the parking in the vicinity of the new building and the
relocated used car building will be slightly reconfigured. This will result in a loss of

approximately 8 spaces, leaving a total of 98 spaces. An adequate number of parking
spaces will be available on the site.
The present site has two points of access or drives. One entrance is installed on East 96th
Street and on from Bauer Drive. No additional entrances are included in this proposed
development.
A parking summary is included on the drawings in this submittal.
SIGNAGE
No change to the present signage on the site will be made.
DRAINAGE
The existing site has a system of drainage that consists of both surface drainage and a
network of inlets and underground conduits. The present site was designed to retain
excess storm water in the parking areas in the original site design in 1987. When the
existing building was designed in 1996 the storm water conveyance and retention system
was slightly modified. No additional hard surface pavement is included as part of this
project. The new building construction will take place in areas that are presently paved.
The drainage calculations provided indicate that the no net increase in storm water runoff
will occur.
The support materials for these calculations arc included with this submittaL
LANDSCAPING
The area on the south and east sides of the building will be landscaped with materials
similar to those in the original site development. Restoration of the existing landscaping
along part ofthe east line and the south line of the site is included as part of the Proj ect.
A landscaping plan has been included with the documents in the submittal.
LIGHTING
No additional site lighting will be installed as part of this project.
UTILITIES
All utilities to serve the addition will be derived from with in the existing building. In
summary, no new off site utility connections are necessary for the development.

SUMMARY
The development will have minimal impact on the infrastructure serving the project site.
H is anticipatedthat the proposed development will not generate additional traffic into the
site, it presently has adequate means of egress to handle tIns load. More than adequate
parking is provided on the site. The present drainage system will not have to be modified
and it does not presently impose any overload condition onto the off site facilities to
which storm water is conveyed. Finally, the present site has sufficient utility service to
handle the loads that will be generated by the additional development.
