Since the Special Studies COlmnittee meeting on March 4, Hearthview has worked with the Department and neighbors to address all remaining issues. Below is a summary of the actions taken since that meeting: u u u o Hearthview met with the Department to resolve questions regarding the site plan. From that meeting, the following changes were made to the site plan: o The Financial Institution drive-through has been reoriented to the east to provide additional stacking room for vehicles and improve traffic flow on that lot. o Paths were added connecting the entrance of the financial institution and buildings fronting 146t1l Street to the paths and sidewalks along Gray Road and 1461h Street. o General and technical comments requested by the Department have been incorporated. o The Urban Forester confirmed that we have met his requirements in the plans and conunitments. IJ Hearthview has been in conversation with the adjacent neighbors regarding the screen wall/fence/buffer to be located at the southeast comer of the development. Due to holiday schedules, we were not able to schedule our meeting prior to the mailing of these packets. A meeting with the neighbors is scheduled for Thursday, March 27. We hope to be come to mutual agreement on the buffer area at that meeting and wi II present the results of that meeting on April 1. ,.. Neighbors stated that they preferred buildings rather than parking areas closer to their homes. All parking is now located either between buildings or in the interior of the site. o Decreased the average building size to provide more residentially scaled buildings that will serve as a transition between adjacent residential and commerclaluses along 146(h Street. o Provided a fence between the southern buildings and partially extending into the Block A preservation area. o Revised the access drive locations off of 146th Street and Gray Road to comply with requirements of the Hamilton County Highway Department and City of Carmel Department of Engineering respectively. The 1461h Street connection will be limited access providing for only a right turn into the property and a right turn out of the property compared to the full access originally proposed. o Rcoriented the bank location to move the drive-through to the east of the main building to provide proper stacking of the drive-through lanes. The drive-through will be located between the bank building and building on lot 2, decreasing its architectural presence on 146111 Street. o Revised site plan to provide more significant landscape buffer along the east entrance drive to the development to provide a better visual barrier to the adjacent residences. o Throughout the various site plan revisions, we have maintained the significant preservation area identified as Block A. The only structure to be constructed by the developer in that area is a fence along the southeast end of block 5 and 6 as requested by adjacent neighbors. D Added sidewalks and paths as shown III the Altemative Transportation Plan as well as bicycle racks at both site entrance locations. Paths were also added connecting the building entrances along 146(h Street and Gray Road directly to the paths located on those roadways. o Agreed to util1ze green teclmiques such as rainwater harvesting, filtration islands and porous asphalt as part ofthe stormwater management and water quality plan for the site. Final details regarding the particular techniques and their usage would be specified in the Secondary Plat process. u u u u u u U i- U u u Commitment Changes o Decreased the maximum building size to be more compatible with the more residentially-sized buildings on the recent site plan. o Eliminated retail uses except for financial institutions. The original proposal contemplated retail uses on the northern blllldings, which front 146111 Street. D Significantly limited the types of uses permitted as compared to B-1 and the original proposal. Generally, only professional office type uses are pennitted. o Added Architectural Design Requirements including specification that the same materials will be used on all four facades and limited the use and location ofEIFS. o Added.Dumpster Screening requirements as part of the Architectural Design Requirements.
