Deputy Clerk-Treasurer Lois Fine.
Councilor Ronald E. Carter was not in aliendance.
Mayor Br iinard opened the meeting at 6:01 p.m.

Mayor Brainard led the Pledge of Allegiance.

Councilor Seidensticker made --'a motion to approve the.Minutes_from the Feblyary .18, 2008 Regular
Meeting. Councilor Griffiths seconded. There ivastno Council discussion. Council President Sharp
called for the question. The Minutes were 2ipproved,6.-0.
RTCOGNITION OF PERSONS.WHO WISH TO ADDRESS THE COUNCIL;

Clerk-Treasurer Diana L. Cordray congratulated the.Carinel,High School gh l's.basketbal l team on their
recent first state basketball chainpioiiship.
Councilor Griffiths infornied the citizens that Phe Carmel High Scl'ioo] boy's basketball team would be
playing tonight at 7:00 p.m. for the sectional championship.
Council President Sharp recognized Carinel High School for their atecent dance, marathon for Riley
Children's Hospital. The studenis raised $129,$66.3 J.
Council President Sharp informed'„the Council that the rneetingscheduled,for-.Monday, April 7,.2008
would be cancelled. Cannel Clay-schbols will be on'Spning break the week of'Aprii'T".
ACTION ON MAYORAL VETOES:
There were none.
CLAIMS:
Councilor Griffiths made a motion to approve claims in the am6unt-o'f,83,334,643;88.Councilor ,1tider
seconded. There was no Council discussion. Council President Sharp called for the question. Claims
were approved 6-0.
COMMITTEE REPORTS:.
Councilor Snyder reported that the. Finance, Administratiorrand Rules.Committee had not mete The next
meeting will be held on,Monday, March] 7, 2008.
Councilor Griffiths reported that the Land Use,. Arnnesation.and-FconomicDevelopment Committee had
not met.
Council President Sharp reported that the Parks, Recreatibn,and,Arts Committee had not met.
COrlncllor Scidensticker reported that the Utilities; Trausportation and Public Safety Committec?had not
met. The next meeting will,he held.on.Monday, M'arch.10, 2008 at 5:00 p.m.

Council President Sharp announced the Third Reading of Ordinance D=1883-08; An Ordinance ofthe
Common Council of the City of Cannel, Indiana, Amending Chapter .8,-Article .6, Sections 8-56 and 8-58,
of the Carmel City Code (Imposition of lVeight Limits,on Keystone Avenue and Certnin Orlier Roadtivm s);
Sponsor: Councilor Carter (Remains in the Utilities, Transportation and Public Safety Committee
3110/08). This item was not discussed.
PUBLIC HEARINGS
Council President Sharp announced the Third Reading of-Ordinance Z-57.4-47 -An Ordinance of the

Council President Sharp announced the FirstReading, Ordinance D-1886-08: An Ordinance of.the
Common Council of the, Cityof Carmel, Indiana, Approving and Adopting Interlocal Agreement
(Hamilton County+5trky.4nlnial Care Services). Councilor Griffiths madc°a motion to•move?this item into

business. Councilor Seidensticker seconded. Councilor Griffiths presented this itent;tO,Council and made
a motion to suspend the riles and not_sond'this item to comrintteeand vote this even'ing,. Councilor
Snyder seconded. There was no Council discussion. Council President Share called f6r the question.
The motion was approved 6-0. Councilor Seidensticker_made a motion to approve. OMin-ancc

called for the question. Ordinance D-1886-08 was adopied 6=0.

Bonds of 2008, in one or More, Series,, in an Original Principal Amount not to Excee"d.Eighty.Five Million
Dollars (585,000,000). Councilor Snyder made a motion.totmove thisitem into business. Councilor
Griffiths seconded. Councilor Snyder presented'thrsitem to Council and referred ro J,ohn Duffy, Director
of Carmels Utilities Department, to address the Council. Theme was. brief Council discussion. Mayor
Brainard addressed the Council. Council President Sharp referred Ordinance;D-1'887-08 to,the Finance,
Administration and Rules Committee'for furtlier review'and consideration.,
