Dear Mrs. Marcotte:
We have reviewed the use variance submitted to the Hamilton County Surveyor's Office on
January 30. 2008, for this project and ha.ve the following comments:
1. The proposed project falls in the incorporated area and MS4 jurisdiction of the
City of Cannel.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. Tbe proposed project does fall in the Taylor Trace Regulated Drain Watershed.
4. The Hamilton County Surveyor's Office DOES have objections to thE! USE
variance, which are explained below.
S. The parcel in question is lot 12 ofthe Ta.ylor Trac:e subdivision and is part of the
drainage system for Taylor Trace. The original design of Taylor Trace assumed a
CN value of 80 for this lot
6. Please submit an engineer eertified eN value c:al~ulatedoff of the actual
proposed impeniousmrea for this parcel. If that value exceeds the assumed
designed value, then also submit.a pbm for creating tIlIe additional detentiolll

Dear Ms. Marcotte:
This letter serves to acknowledge receipt of a Variance Request received 01/30/08 for review.
After reviewing the Variance Request the Highway Department has the following comments:
1. The Highway Department will require the center median of 146th Street to be closed.
2. The Hamilton County Board of Commissioners will have final approval of any access to
146th Street. If the variance is granted through Carmel, please contact me for direction
on the Commissioner's meeting schedule and process.
3. If the variance is granted through Carmel and the Board of Commissioners approve an
access at this location for the specified use, a commercial drive permit will be required.
That permit will be obtained through this department.
4. Additional comments may be needed at a later date.

Dear Dr. Marcotte:
The following letter represents comments for this project specifically addressing the area of
altemative transportation. I have reviewed the drawings submitted for the January 16, 2007
Technical Advisory Committee meeting, and offer the following comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1) The City of Carmel Parking Ordinance requires that all commercial and retail venues
include bicycle parking. Bicycle parking spaces are required at a rate of five (5)
bicycle parking spaces per one hundred (100) automobile parking spaces with a
minimum of four (4) spaces. In this instance the site will require at least four (4)
bicycle parking spaces. Please revise your plans to show the required bicycle parking
spaces on your site. Please see the City of Carmel's Parking Ordinance in order to
deternline appropriate locations, specifications and construction details for the above.
2) The Alternative Transportation Plan requires the construction of a 10' asphalt path
along 146th St. Please revise the plans to include and label this path.
3) Please indicate ADA compliant handicap ramps at all crossings.
We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-
submitted, particularly if any such changes are considered "new" or fall outside of our previous
reviews. Please provide revised plans indicating all revisions. Please noti fy us of any changes
and specifically state any changes, including changes resulting ii-om Plan Commission, Special
Studies or other COlllil1ittee meetings.
