Docket No. 08010001 ADLS: Parkwood Crossing West- Granite City Food & Brewery The applicant seeks design approval for a proposed restaurant. The site is located just west of 96th St & Meridian St., and is zoned PUD/P]anned Unit Development. Filed by Wade Behm of Dunham Capital Management. The applicant seeks design approval for a proposed restaurant within the Parkwood Crossing West Outlot Area. This whole development is governed by Planned Unit Deve]opment (PUD) Ordinance No. Z-359, which can be found online at: httpJlcoedOCS.ci.carmel.in.us/weblinb'Doc View.asRx?id=2021 05 . Please refer to your information packet for further detail. The petitioner will appear before the BZA on March 24 to seek variance approval s for the use of SUlCCO, which the POO excludes as a building material and for an additional "GC" logo sign on the cast elevation. The petitioner still needs to file an additional application and supporting materials for tbe sign variance. The Commission wanted to see more details on the site plan, landscape plan, and color building elevations on 11 x 17 paper prior to the conmlittee meeting. The petitioner has submitted this information in its packet. The petitioner is requesting signage on three of the four facades. The south elevation will have the "GC" logo on the tower. The nOlih elevation will bave "Granite City Food and Brewery" above the dumpster enclosure. The east elevation w~ill have the "Granite City Food and Brewery" above the windows. The petitioner will be asking the BZA for variance approval ahhe "GC" logo on the east elevation tower. The west elevation will have no signage. The logo signs will be burgundy by day and mght. The wall sign will have "Granite City" burgundy by day and night and the "Food and Brewery" part will be black by day and white at night. There will be "GC" logos 011 the awning over the entrance door, and over 3 windows (alternating) on the south elevation. The awning signs on the south elevation will be illuminated by small decorative wall mounted spot lIghting from the building. The awning sign on the east will not be illuminated. The Granite City Food and Brewery wall sign is 100.04 sq. ft. The illuminated GC logos on the towers are 25 sq. ft. The logos on the south window awnings are 6.25 sq. ft. each for a total of 18.75 sq. ft. The mvning above the door will be 13.875 sq. ft-TIle total sign square footage for the south elevation will be 43.75. The total sql.lare footage Jar signage on the cast elevation is 113.92. lfthe BZA were to grant the variance for the logo sign on the east tower, the total square footage will be 138.92. The total square footage for the north elevation is ] 00.04. The sign package for Parkwood West allows a maximum of 3 wall signs for three facades. The sign may be no more than 5% of the frontage. The south percentage is .023, the north percent is .05 (petitioner needs to verify this percentage) and the east elevation is .038 without the variance. With the variance tor the additional sign, the percentage is .047. CUlTently, all are in compliance with the PUD. DOCS comments/concerns: ] . Having more than 3 si gns requires BZA variance approval. 2. The rep for Granite City has agreed to resolve the following outstanding issues in the final plan drawings: a. Show bike parking location and bike rack details. b. Photometric plan - show/label the 961h Street road RiW & show toot-candle measurements up to this line. c. Show/label the 96th Street road R/Won the site plan and the landscape plan, as well. d. Showllabel the requ1red 1 Q-ft wide asphalt path along 96lh Street. e. Please show/label the widest width and widest length of the bul1ding on the site plan. f. Provide a soils map. g. Please add a floodplain statement to the site plan or existing cond1t1ons page. 3. Engineering Dept is reviewing the plans, but is comfortable with this item moving baek to Commission level. Final construction drawings, however, will not be appr~ved unt11 any engineering issues are resolved. One main point be1ng revie\ved is the proposed access points. 4. Forestry Dept has some minor changes requested, such as tree species, plant1ng detail, etc. and is still waiting for a revised set of plans, but is comfortable with this item moving to back Commission level. The Dcpt of Community Services recommends forwarding this item to the March 18 Plan Commission meeting with a favorable recommendation.
