Docket No. 08010001 ADLS: Parkwood Crossing West - Granite City Food & Brewery The applicant seeks design approval for a proposed restaurant. The site is located just west of 96th 5t & Meridian St., and is zoned PUD/Planned Unit Developmenl. Filed by Wade Behm of Dunham Capital Management. The applicant seeks design approval for a proposed restaurant within the Parkwood Crossing West Outlot Area. This whole development is governed by Planned Unit Development (PUD) Ordinance No. Z-359, which can be found online at: http://cocdocs.ci.carmeLin.us/weblink/DocView.aspx?id=202105 . Please refer to your information packet for further detail. The petitioner wiII appear before the BZA on April 28 to seek variance approvals for the use of stucco, which the PUD excludes as a building material, and for an additional "GC" logo sign on the east bllilding elevation. The petitioner is requesting signage on three of thc four facades. The south elevation wi n have the "GC" logo on the tower. The north elevation will have "Granite City Food and Brewery" above the dumpster enclosure. The east elevation will have the "Granite City Food and Brewery" above the windows. The petitioner will be asking the BZA for vmoiance approval of the "GC" logo on the east elevation lower. The west elevation will have no signage. The logo signs will be burgundy by day and night. The wall sign will have "Granite City" burgundy by day and night and the "Food and Brewery" part will be black by day and white at night. There will be "GC" logos on the awning over the entrance door, and over 3 windows (alternating) on the south elevation. The awning signs on the south elevation wiI! be illuminated by small decorative waUmounted spot lighting from the building. The awning sign on the east will not be illuminated. The Granite City Food and Brewery wall sign is 100.04 sq. ft. The illuminated GC logos all the towers are 25 sq. Ft. The logos on the south window awnings are 6.25 sq. ft. each for a tolal of 18.75 sq. ft. The awning above the door will be 13.875 sq. Ft. The total sign square footage for the south elevation will be 4375. The total square footage for signage on the east elevation is 113.92. If the BZA were to grant the variance for the logo sign on the east tower, the total square footage will be 138.92. The total square footage for the north elevation is 100.04. The sign package for Parkwood West allows a maximum of 3 wall signs for three facades. The sign may be no more than 5% of the frontage. The south percentage is J)23, the north percent is .05 (petitioner needs to verify this percentage) and the east elevation is .038 without the variance. With the variance for lhe additional sign, the percentage is .047. Currently, all are in compliance with the PUD. DOCS comments/concerns: 1. The following three items still need to be updated on the plans: a. Show bike rack construction detail. b. Photometric plan- show/label the 961h Street road RJW & show foot-candle measurements down to this right-or-way line. c. Label the 96th Street road RIW on the landscape plan. 3. The Engineering Dept is not in a position to support Plan Conunission approval of tins project. One main point still in review is the proposed access points. Also, DOE is still waiting for revised plans (as of 3/12/08) that respond to their T AC comments. DOE is also in the process of setting up a meeting with the petitioner. 4. The Forestry Dept has some minor tree species changes requested, but is comfortable with this item being approved by the Commission. March 4 Committee meeting outcome -- This item was forwarded to the full plan commission with a favorable recommendation with the following conditions: 1. BZA variance approvaL (The BZA meeting will occur on April 28.) 2. Subject to the north parking lot having a guardrail and landscaping around the guardrail. (See landscape plan in revised info packet). 3. The dumpster enclosure brick wall is taller than the dumpster. (Petitioner needs to verify this.) 4. The photometric plan (foot-candle levels) 011 the south side of the building and plat is muted and toned down. (See photometric plan in Ievised info packet). 5. The white lettering for food and beverage is muted, not only in relation to the red Granite City sign, butitis loned down to illuminate the words Food and Beverage. (See photo examples in revised info packet.) 6. Subject to approval of all DOCS requirements for Forestry, any outstanding Department concerns, and any DOE requirements. (See DOCS comments!concerns, above.) 7. And incorporate any possible LEED standards. (Petitioner should address this.) The Department of Community Services recommends the Commission vote to approve this item, only if plans are updated, per DOCS' review comments above, al}d the outstanding issues with the Engineering Dept are resolved by the Tuesday, March l8, Plan Commission meeting date.
