Dear Mr. Asmus:
The City has received your construction plans that were presented for review for the February 20, 2008
Technical Advisory Committee Meeting. We offer the following comments:
GENERAL INFORMA nON
I. These comments represent the Department of Engineering's first review of the construction
plans for this project at this location.
2. We request that all responses to our comments be provided in writing and be accompanied by
a drawing reflecting the requested revisions. Failure to provide written responses may result
in the delay of the review process.
3. It is critical that this office be made aware of all modifications made on the plans being re-
submitted, particularly if any such changes are considered "new" or fall outside of our
previous reviews. Please provide revised plans including all revisions. Please notify us of
any changes and specifically state any changes, including changes resulting from Plan
Commission, BZA or other committee meetings.
4. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage
calculations submitted to this office for review. [fyou have not already done so, please
provide a set of drainage plans and calculations to their office for review. We will share
Crossroad's comments as they are received.
5. Final drawings Will not be approved for construction until:
a. All Engineering Department and Utility Department and Hamilton County Surveyor (if
applicable) issues have been resolved.
b. All bonds and performance guarantees are posted.
c. All Board of Public Works and Safety approvals and any other governing agency
approvals (ifrequired) are ohtained.
d. All otY-site easements necessary to install utilities to serve the development are secured.
e. Submission of required digital files.
f. All required fees have been paid.
6. The Department reserves the right to provide additional comments based upon subsequent
reviews.
7. An approved Stonn Water Management Permit is required prior to commencing any earth
disturbing activity.
8. An approved right-of-way permit is required prior to commencing any work in the public
right-of-way.
9. Any required utility relocations on-site or within the right-of-way shall be the sole
responsibility of the developer. If it will be necessary to relocate existing utility poles, they
must be relocated to within one foot of the proposed right-of-way.
10. The Department expects that Compliance with the Thoroughfare Plan across the frontage
controlled by the development (including sections with no access) has been previously

addressed with the overall Parkwood West development and the recent improvements to 96th
Street.
11. The Department requires that the construction drawings be developed in accordance with the
City of Carmel digital submission standards and that all required submittals for primary plat,
secondary plat, and construction drawings be made. The digital files must be submitted to
the Department of Engineering prior to the approval of the construction plans. Please contact
the City GIS Department for the requirements.
12, Jurisdictions:
a. The project site is located within current City of Carmel Corporate Limits.
b. Streets and Right of Way - City of Cannel (961b Street), lNDOT (U.S. 31IMeridian
Street)
c. Water - City of Cannel Utilities
d. Sanitary Sewers - Clay Township Regional Waste District
e. Stonn SewerslDrainage - City of Carmel.
f. Legal Drains - Hamilton County Surveyor's Office.
13. Drawings submitted for approval:
a. The design engineer must certifY all drawings submitted for final approval.
b. This office will require a minimum of 4-sets of drawings for approval after all issues
have been resolved. The drawings will be stamped as approved and signed by the City
Engineer and by Cannel Utilities. The Owner will receive I-approved set which must be
maintained on the construction site at all times. If additional approved sets are desired,
we will approve a maximum of2-additional sets. However, the additional sets must be
submitted with the required minimum 4-sets.
14. Carmel Utilities will provide separate reviews of this project for water issues. Please assure
that copies of all drawings are sent to:

Water main locations.
16. The following Engineering Requirements will be forwarded to your attention via email at
your request. Please assure that the Owner/Developer and Contractors to be associated with
this project receive copies of these requirements:

c. Perfonnance&1aintenance Guarantee Release Procedure
d. Engineering Requirements for Building Pennit Approval

BOARD OF PUBLIC WORKS AND SAFETY
17. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to
the Board.
18. Any submission to the Board requires prior approval by the Carmel Clay Plan
Commission and/or the Board of Zoning Appeals (if applicable) and completion of
review by the Technical Advisory Committee. All written requests to be placed on the
Board's agenda must include the appropriate Docket Number and the date (or dates) of
approval by tbe Plan Commission and/or tbe Board of Zoning Appeals (if applicable).
19. Water Availability (EDU) approval from the Board is based upon the proposed usage ofthe
building. Reference item #34-37 below for a more detailed explanation. If an irrigation

system is to be included with this development, approval for additional Water Availability
must be obtained from the Board and additional Water Connection Fees will be assessed.
20. Based on previous site plans submitted to this office, it appears that this is a new curb cut on
96th Street to service this site (and outlot #2). This Department did not anticipate any
additional access points from 96th Street into Parkwood West. Commercial Curb Cut
Approval will be required. Please provide 8VI x II exhibits with your request for Board
approval. The exhibits should include all pertinent data including drive width, drive width at
street, radii, opposing curb cuts, etc.
21. Temporary Construction Entrance approval is required if the location is at a site other than
the location of the proposed permanent entrance to the development.
22. The installation of any permanent, privately owned and/or maintained improvement (signs,
decorative street signs, walls, streetlights, etc.) within dedicated right of way or dedicated
easements requires the execution of a Consent to Encroach Agreement between the Owner
and the City of Carmel. Such agreements are executed by the Board of Public Works and
Safety. The City Engineer may approve irrigation system agreements.
23. Secondary Plat approval if applicable. All performance guarantees must be posted prior to
submission of secondary plats for Board of Public Works and Safety approval.
24. Dedication of Right of Way if applicable.
25. Any open pavement cuts within 96th Street.
BONDING REQUIREMENTS
26. Upon initial review, it appears performance guarantees shall be provided for the following:
a. 10' Asphalt Path within the right of way of 96th Street.
b. Right of Way Improvements. This would all other construction activities within the right
of way including demolition, curbing and entrance apron construction.
c. Water Mains
d. Erosion and Sediment Control and Storm Water Quality. Please contact Amanda.Foley,
Engineering Department Stonnwater Administrator, for details regarding engineer's
estimates/performance guarantee requirements for these items.
27. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for
100% of the cost oflabor and materials to construct the individual improvements, to be
provided by the design engineer. Please provide detailed Engineer's Estimates for each
improvement including quantities, unit costs, pipe sizes and materials, etc. Copies of
Certified Engineer's Estimates are to be provided to the Entllneerlntl Department prior to
or at the same time that thevare provided to the Developer.
28. Upon completion and. release of individual Performance Guarantees, a three-year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon
15% of the Performance amount for Streets and Curbs and 10% of the Performance amoWlt
for all other improvements.
29. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of
Credit.
30. Please reference the available enclosures for more detailed explanation of our procedures.
RIGHT OF WAY PERMIT AND BONDING
31. Any work in. the dedicated right of way of96111 Street will require an approved Right of Way
Permit and a License & Permit Bond.
32. The bond amount is determined by the number of instances of work in the right of way at
$2,000.00 per instance. However, if the work is included in the scope of work of a required
and posted Performance Guarantee, the Performance Guarantee may be used to satisfY the
bond requirements of the Right of Way Permit.
33. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way permitting
and bonding.

AVAILABILITY AND CONNECTION FEES
34. New water related fees have been authorized effective July 2,2007. The revisions are:
a. Tap Inspection Fee-An $86.00 tap inspection fee shall be charged for each new user
within Carmel's water system. The current Water Connection Fee is $1,310.00. This has
not been revised. Thus $1,310.00 Water Connection Fee/l.O EDU plus Water Inspection
Fee of $86.00/EDU = $l,396.00IEDU
b. Development Application Review Fee-This fee will be assessed at the time the Water
Avai]ability Fee is paid. The current Water Availability Fee is $1,OIO.OO/acre. This has
not been revised. The review fee is $150.00 for single conunercial, business and
domestic fIre service lines and $300.00 for developments with more than one customer
requiring a water connection.
Availability (acreage) and Connection (EDD) Fees must be paid after all other Engineering
Department requirements have been satisfied and prior to pre-submittal and approval and
start of construction activities. Availability Fees are based upon total platted acreage or legal
description acreage for the development at the current rate of$I,OlO.00 per acre for Water
Availability plus a new Development Application Review Fee of $150.00 for this project.
Please provide this office with a legal description ofthe property. According to the Site Data
on the Site Plan, Sheet C200, the project area is 2.041 acres. Based on this, tentative
Availability Fees are:

Total Water Fee $ 2,211.41
Connection Fees are based upon the planned use oftbe development or the building.
a. EDD Calculation
Restaurant EDUs are based upon the total seats in the facility. This would include
outside seating and bar and/or cocktail lounge seating. Please provide this information in
order to calculate Water Connection Fees for this project.
In addition to the above fee calculations, additional Connection.Fees will be assessed:
a. Ifan irrigation system is planned for the facility, additional Water Connection Fees will
be assessed based upon the size and usage of the system and upon the recommendations
of the Director of Carmel Utilities.

CONSTRUCTION DRAWING REVIEW COMMENTS
38. General Comments
a. Based on previous drawings of the site, it appears that this is Outlot #1 of Park wood
West. If so, please indicate as such ontbe Title Sheet and all subsequent Sheets.
b. It would be helpful jfthe Site Plan on the Title Sheet could be expanded to the east at a
smaller scale to include Outlot #2 and a portion of the U.S. 31 Right of Way to better
define and locate the project site.
c. Please review public pedestrian access requirements between the building and 96lb Street
with the Department of Community Services.
d. The Department acknowledges that storm water management for Parkwood West was
previously master planned. Please verify that the acreage of this outlot was included in
the master planning.
e. Please contact Amanda Foley to review storm water quality/treatment requirements.
Please verify with Ms. Foley that this acreage was anticipated in the master planning of
the stonn water quality treatment system for Parkwood West and that the previously
approved variance to provide one BMP is applicable to this outlot.
f. For the plans submitted for Engineering Department approval, please remove the
landscape plan sheet from the plans and remove the title of this sheet from the Index on
the Cover Sheet. The Engineering Department does not have approval authority over this
item and it should not be included in plans submitted for approval by Engineering.

g. On all sheets, please identify, label and dimension all existing and ~roposed right-of-way
lines including the 20- Y ear Thoroughfare Plan right-of-way for 96 Street. Dedication of
additional right-of-way shall be required if the existing right-of-way is less than a 70-foot
half.
h. Please provide a maintenance of traffic plan for construction of the entrance apron.
i. The City is not requesting auxiliary lanes, widening, milling, or resurfacing of 96th Street
across the frontage.
j. Please establish the Minimum Flood Protection Grade and.Lowest Adjacent Grade
elevations as required by the Storm Water Teclmical Standards Manual. Please provide
the appropriate defmitions to the plans.
k. The Department of Engineering allows graphic scales on plan sets as a supplement to
engineering scales. Please provide engineering scales in addition to the graphic scales
wherever a graphic scale is indicated in this plan set.
I. The size of the plans sheets for this submittal is 22"x 34." Please provide future review
submittals on 24"x 36" sheets.
m. The City has aciopted a new curbing policy. Please revise any notes, specifications, and
details to accommodate this policy. The language of this policy must be added to a
specification sheet on the fmal construction plans.
n. Please provide the requisite storm water/drainage information required by Section 100 of
the Storm Water Technical Standards Manual on the plan sheets.
o. The plans shall be stamped by a professional engineer or a professional land surveyor.
p. Please label the existing access road as "Private" on all sheets.
q. Please indicate the lot dimensions on each sheet.
r. Please label 96th Street on all sheets.
s. The drawings are not to any scale and has made the review difficult.
t. The plans shall be stamped "Approval Pending-Not for Construction".
u. The City's paving policy shall be included on one of the plan sheets.
39. 96th Street Access
a. Was this access previously approved with the master plan? Is the current access at the
previously approved location? This Department did not anticipate any additional access
points from 96th Street into Parkwood West.
b. Please verifY that the stopping sight distance for vehicles traveling westbound on 96th
Street is provided for traffic entering and exiting at the proposed access.
c. What are the proposed radii of the curbs at the entrance? City standard is 40-feet for
commercial type entrances such as this. Given that this is a right-inJright-out, this radius
may need to be increased to accommodate the largest vehicle expected to regularly access
the site.
d. Why is the access not aligned with the full cut approximately 102-feet to the east? I
would expect that the location is in the best interest ofthe lots on the north side but is not
well aligned from an access management standpoint or from the standpoint that there is
no median across the frontage preventing vehicles from attempting to still use the right-
inlright-out access as a full access.
e. Please confirm that the developer acknowledges that the proposed access will be limited
to ri.ght-inJright-out only
40. Cover Sheet
a. Please include the developers name, primary contact, address, phone number, fax number
and email address of the primary contract on the cover sheet.
b. Please include a legal description of the site on the cover sheet.
c. Please indicate the zoning of the site on the cover sheet.
d. Please include the calculated building coverage ratio on the cover sheet.
41. Demolition Plans
a. Please indicate that existing pavement shall be sawcut to a clean edge within the limits of
the proposed entrance. Also, the language for Keynote "A" on Sheet ClOO related to the

removal of the existing curbing shall be revised to require removal to the nearest joint
past the required removal limits. The existing curb shall be sawcut at this existing joint
and only full sections of existing curb based on the existing jointing shall be removed.
Any curb removed shall be indicated for replacement with the entrance construction.
42. Site Plan
a. The curbing in the right-of-way shall match the existing curbing installed with the recent
road project. INDOT standard chairback curb was installed I believe. The City standard
chairback curb detail may become unnecessary if none is planned on-site and INDOT
standard chairbackcurb was installed in the right,of-way. Please add a keynote and
ensure this type of curb is appropriately referenced and required within the right-of-way.
b. The plans do not indicate an extension of the 10' Asphalt Path within the north halfright
of way of 96th Street adjacent to the south boundary of the project. Has the project
received a variance to eliminate this requirement? Is there an existing path across this
frontage?
c. Please indicate all setback distances on the site plans.
d. Please indicate if anyon-site landscaping or tree preservation easements are planned.
e. Please label the internal dimensions of the parking lot. The site plan is simply a graphical
representation of the proposed site and is not plotted to any scale. There are no keynotes
on the site plan per the keynote legend on the site plan. Please indicate the principal
dimensions for the building and distances from the property lines.
f. Please identify all adjacent property owners to the west, north and east.
g. All new pavement in the right-of-way shall meet the City's mainline right-of-way
pavement secti~n and shall be indicated with unique hatching on the site plan with a
legend for the hatching that references the pavement section on the detail sheets.
h. Please verify that all existing 96th Street improvements are indicated on the plans
(pavement, curbing, path/walk, striping).
1. There does not appear to be any bicycle parking.
j. Please verify that all curbing is City standard curbing. There are no keynotes on the site
plan.
k. City standard depressed curb is required across the entrance and exit lanes.
1. Please delete Keynote "D" on sheet C200. Extruded curb is not allowed.
43. Grading and Utility Plans
a. Please indicate the size and type pipe for the water main extension.
b. Is it a correct assumption that this water main is not an existing main but a new
extension?
c. Please verify that all storm piping and storm inlets and other storm water infrastructure
such as culverts, bridges) within the right-of-way are indicated. Pipe size, flow direction
and invert elevations shall be indicated. Are there any existing inlets within the limits of
the proposed entrance?
d. Please indicate sub-surface drain under the curbing in the right-of-way.
e. Please verify if there are any direct discharge areas.
f. To what do the keynotes on Sheet C400 refer?
g. What is the grade of the proposed entrance within the right-of-way?
h. Is the proposed gas main to be installed by trenchless method?
i. Please veritY that all known underground, at-grade and overhead electric, CATV,
telecommuniCations, gas infrastructure across the frontage and on the property is
indicated.
44. Details
a. The City's mainline right-of-way pavement section shalI be added to the detail sheets.
This detail shall indicate that all such paving in the right-of-way shall be completed in
one season.
b. Please revise the asphalt path pavement section to indicate 5-inches of#53 stone.
c. Please add the City standards depressed curb detail.

d. Please add the City standard sub-sm-face drain detail to the detail sheets. It shall be noted
that all sub-surface drain in the right-of-way shall be double wall, Hancor Hi-Q or
equivalent.
e. Please add City standard ADA ramp details for the ramps where the multi-use path will
cross the proposed entrance. If on-site ramp details will differ from these details, unique
keynotes for the City standard ramps shall be indicated on the site plan.
f. Is detail 16 or 17 on Sheet C600 proposed for installation?
g. Are all details on Sheet C600 applicable to this project?

My comments on the landscape plan for this submission are as follows:
1. There are no graphic planting details on the plans. If you do not have one, you can use the attached ones from
the City of Carmel. They are public domain.
2. There are no utility of drainage easements or utility lines on the plan. These must be located on the plan to show
any potential conflicts.
3. Species comments: River birch is probably not a good species for limited soil volumes surrounded by parking
lot. They are shallow rooted and very drought sensitive. There are also 5 listed on the plan, but 4 listed on the
plant schedule. The plan and the plant schedule must agree. Honey locust species would be better.
There are also 16 maples ringing the lot, they do not seem to be the best performers in this environment. You
might choose to substitute some with a more drought resistant species like a honey locust variety, or Eucommia
ulmoides - Hardy Rubber Tree, Celtis occidentalis 'Prairie Pride' - Prairie Pride Hackberry, Ulmus parvifolia *
'Dynasty' - Dynasty Chinese Elm.
4. Please include a chart that shoWs that the square footage required by ordinance for the foundation plantings
has been met.
