I have reviewed the drawings dated March 26, 2008 and the comments from the Alternative Transportation review
have been satisfactorily addressed.
We request that all responses to om comments be provided in writing. Failmc to provide written responses may result
in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted, particularly if any
such changes are considered "ne.,r" or fall outside of our previous reviews. Please provide revised plans indicating all
revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan
Commission, Special Studies or other committee meetings.
The' Department of Community Services reserves the right to provide additional comments based on subsequent
reVIews.

Hello Jay,
I spoke with Rachel Boone in oUr office regarding the Granite City signage lighting and what would be the appropriate
wording for a less intensive white sign. She did a little research and found that one way to achieve a less intensive white
sign is to ask for a warmer white which would be a lower Kelvin number. (Kelvins are used to describe the light's color
temperature. The lower the Kelvin, the warmer the white, the higher the Kelvin, the cooler (or bluer) the white.)
However, after reviewing the signage further we wanted to verify that you were worried about the 'Food & Brewery' sign,
which is the only'sign that will be white at night. This sign will only be on the east elevation of the building, which will be
seen from Meridian and will not be facing the residential neighborhood. Also, the white will be shining through
perforations in the sign, because the sign will be black during the day (and not lit) and then at night, light will shine through
small holes in the black of the sign to give if a white appearance. (I think we have seen this type of sign in other projects.)
We believe this will tone down the brightness of the sign. The 'GC ' logo will be facing the neighborhood, however this will
only be backlit and so will not shine out as bright.
Please let me know if this satisfies your worries about the brightness of the sign, or if you would like us to pursue this
further.

T left you a voice message earlier today and wanted to follow up with thisemail. I was hoping to meet with you prior to
the Plan Commission meeting next Tuesday, March 18 at which the Plan Commission will hear the proposed Granite City
Food & Brewery for our Parkwood Crossing development. In response to your review comments regarding the access off
of 96th Street through the right-in/nght-out access, T want to provide this information to resolve your concerns.
The attached excerpts from the approved PUD illustrate the zoning commitments that were made to have only a right-
in/right-out access Irom the location that is currently being proposed for Granite City. The approved PUD Ordinance
included the exhibit that is attached as well. Granite City's plan is in compliance with the original plan for access that was
approved with the PUD.
This should adequately address your comments in regards to the access off of 96th Sh'eet. If you have other comments
regarding this issue, please give me a call to discuss. .

d. Subject to the approval of the appropriate government agencies, the
right-of-way described below needed for any widening of 96ttl Street
to allow for the road improvements suggested in the report of A & F
Engineering dated September, 2000 and .submitted as part of the
petition for rezoning of the Real Estate (otherthan the additional right-
of-way needed beyond the limits of the Real Estate at the intersection
of 96tti and Spring Mill Road and the intersection of 96th and Meridian
Street) will be taken from the subject Real Estate and any

Access to the Real Estate will be limited to (1) a right-in/right-out

Asl mentioned, daylighting would be nice here, but the fermentation tanks are big energy users, so if Granite would opt
for rooftop photovoltaics (in lieu of white roofing and daylighting), this would be better.
Attached is a similar facility (Domain Carneros Winery) that has the sa.me type of energy situation. They were able to
make 40% of their electrical energy for their facility, INCLUDING all those refriqerated tanks right from their roof. If you
read the charts, we DO have enough sun here to make this work. Photovoltaics work on cloudy days too.

Background:
Domaine Cameros, established in 1987, is ajoint ventu re of Champagne Taitt.inger of France and Koorand
Corporation. Headed by President and Winemaker Eileen Crane, Domaine Cameros is one of the few wineries
producing California sparklingwine made exclusively from Cameros grapes. Recently, Domaine Cameros
completed a new 23,500 square foot Pinot Nair facility designed to complement the winery's 18th century-style
chateau.
Challenge
Domaine Cameros had a vision of creating a green building at the vineyard's new Pinot Nair winery - the first-
ever facility in the Cameros appellation to be fully dedicated to the production of Pinot Noir. Keenly interested
in deploying reliable renewable resources and energy conservation techniques to meet its sustainable buildIng
goals, Domaine Cameros also sought a cost-effective solution to reduce the operating costs associated with
providing a reliable electricity supply to its new facility.

Solution
Domaine Cameros determined that solar technology benefits both the company and the surrol1nding
community. It allows the winery to generate its own electiicity cost-effectively, and helps increase the stability
of the region'.s energy supply as well by reducing the utility grid's transmission constraims, By deploying solar
power, DomaineCameros generates electricity to help offset peak demand utility rates, especially during
summer months when electricity is most expensive.
Covering 9,400 square feet, the 120 kW solar electric system installed at Domaine Cameros is the largest solar
system in Napa County. The solar installation provides up to 40% of the winery's electricity - and powers
production equipment, air conditioning, refrigeration and other operations at the facility.
Completed in May 2003, the solar array generates enough electricity during the ciaytime to power over 120
homes. The system is an integral part of Domaine Carneros 'efforts to help meet the winery's growing electrical
energy needs by using clean, renewable energy resources. In addition to integrating solar power, the winery also
incorporated a wide r<mge of energy efficiency measures, such as building into the hillside, installing skylights
and using heavy insulation.

Benefits
Domaine Cameros' 120 kW solar system makes innovative use of an unused asset - the facility's roof - to
generate power. This solar electric system will help reduce the winery's annual energy consumption, and
contribute to a cleaner environment.
By reducing the purchase of-fossil fuel generated. electricity,. Domaine Cameros' solar system spares- the
environment from harmful emissions. Over the next 25 years, the solar generated electricity will reduce
emissions of carbon dioxide by nearly 900 tons. These emissions reductions are equivalent to planting almost
260 acres of trees,. or not driving 2.3 million miles in the region.
Domaine Cameros anticipates expanding its solar installation in the future.
Rooftop System Description
The solar electric system installed on the Domaine Carneros Pinot Noir facility is a lightweight building-
integrated photovoltaic rootlng system that is installed over an existing waterproof membrane. This system
consists of 688 PowerLight modules, each with a maximum DC rating ofl90 watts, which are electrically
connected into 86 source circuits.
The photo voltaic modules use solar cells made of solid-state semiconductors to convert sunlight into direct
current (DC) electricity. The DC output ftom the PV modules is then converted to At: power by an inverter, and
connected into the building's service panel.

PowerLight's PowerGuard tiles fit together with interlocking tongue-and-groove side surfaces that enable them
to resist wind uplifts without penetrations. In addition to generating electricity, PowerLight's solar roof system
provides thermal insulation and protects the roof membrane from harsh UV rays and thermal degradation. These
benefits result in decreased heating and cooling energy costs and extended roof life.

This letter is a response to your comments and questions dated January 8, 2008 pertaining to the
Granite City Food and Brewery (GCFB) ADLS application. The site related (civil) comments will
be addressed based on final TAC and planning comments received in February and submitted with
final drawings.

RE: Granite City Food and Brewery (#08010001 ADLS)
1. We have sent site and utility drawings on to the T AC members on January 17, 2008 for
reVIew.
2. The material board has been sent and GCFB will use this during the presentation to the
Planning Commission,
3. Easements will be noted on the updated final site plan.
4. Measurement scale placed on the final landscape plan.
5. Planting details included with the final landscape plan.
6. There are not any berms proposed for the landscape plan.
7. Owner ofGCFB has not requested LEED accredited design systems though the standard
design does include special features that are considered as LEED points which include:
white root: bike rack onsite, lighting control system, energy management control system,
energy efficient hot water system, etc,
8. Attached is additional intoffilation on signage fonn previous shop drawings.
9. Attached is the SF information for each fas;ade for signage which is less than 5% of total
fattade elevation. See Sheet A201.
10. GCFB is aware that the zoning requirement is 3 signs per building. In prior discussion with
city planning, it was noted that GCFG is only placing 2 full signs and the front fayade with
"Granite City" sign and GC logo being less than 5% of fa9ade. This facade will be reviewed
with planning commission to detennine if GCFB pursues a variance for the 4 signs.
11. Size of GC logo is 6 feet tall on towers and 2 feet tall on awnings.
12. GCFB would prefer to have the 2 foot awning logos instead of small logos on awning
valance. The small logos actually have more logo images and have a larger SF area of image
than just a single image. Owner finds the single 2 foot logo is more respectful and clear then
a series of small logos.
13. GCFB prefers to have si.brnage facing the parking are and slower traffic areas. A sign facing
the interstate with high speed traffic is less noticeable and distracting.
14. A bike parking rack will be provided on site.

20. Road right of way of 96th Street will be coordinated in final site and landscape plan.
21. Parking breakdown chart will be attached on final sheet C20G.
22. According to the developer, percent of lot coverage required in the PUD does not include
parking lot (only parking structures). The building covers less than 65% of the site.
23. Building dimensions will be included on final sheet C200.
24. The outdoor patio is a cast-in-place concrete slab with score lines aligned with building
columns. The railing details and lights are attached. No umbrellas, pavers or other patio
amenities other than tables and chairs. See sheet C 1 02.
25. Soil map will be provided by geotechnical and civil in final documents.
26. Floodplain statement will be included in final plans.

Product Information
General: Our RUvl series offers a wide range of styles and
options. Select from a wide variety of reflectors. lamp
sources, lamp enclosures, mounting configurations. as well
as other options to give the project a unique look.
Listing: U.L listed for Interior and exterior wet locations.
Reflector: Precision spun aluminum with bead added to
bottom of reflector for increased strength. There are 6 different
styles in which to choose from.
lamps; Incandescent, fluorescent. high-pressure sodium.
and metal halide available.
Goose necks! pendants: Standard pendant Dr custom
shaped goosenecks avallable. Goosenecks and pendants
are 1/2" in diameter with IPT threads of .875 on fixture side,
Wall end is unthreaded and slip-fits the 3/16" provided wail
plate held in place with stainless steel set screws. The thick
malable iron wall plate is included with all arm extensions
and will fit to a standard 4" J-box. Arm extensions may be cut
in the field to decrease the overall length of arm.
Enclosure/globe:
PO - Prismatic Glass Heat and impact resistant 1/8" thick
globe offers symmetrical distribution.
CG - Clear Glass heat and impact resistant 1/8" thick.
OG - Opal Glass ball type globe heat and impact resistant
1/8" thick offers a more decorative look.
GR - Wire Grill available for types CG, FG and PG oniy.
Mounting: May be arm-mounted, pendant, or cord mounted.

This letter is a response to your comments and questions dated January 8, 2008 pt:rtaining to the
Granite City Food .and Brewery (GCFB) ADLS application. The site related (civil) comments will
be addressed based onfiIi,!l TAC and planning comments received in February and submitted with
fmal drawings.

city plamling, it was noted that GCFG is only placing 2 full signs and the front fac;ude with
"Granite City" sign and GC logo being less than 5% of fayade. This facade will be reviewed'
with plalUling commission to determine if GCFB pursues a variance for the 4 signs. .. Q, f.

the interstate with high speed traffic is less noticeable and distracting.

General: OUr RLM series offers a wide range of styles and
options. Select from a wide variety of reflectors, lamp
sources, lamp,enclosures, mounting configurations, as well
as other options to give lt1e project a unique look,
Listing: U.L listed for interior and extenor wet locations.
Reflector: Predsion spun aluminum with bead added to
bottom of refledor for increased strength. There are 6 different
sly~es in which to choose from.
Lamps: Incandescent, fluorescent high-pressure sodium.
and metal halide available.
Goose necks! pendants: Standard pendant or custom
shaped goosenecks available. Goosenecks and pendants
are 1/2" In diameter with IPT threads of .875 on fIXture side.
Wall end is unthreaded and slip-filS the 3/16" provided wal!
plale held inpJ<!ce with stainless steel set screws. The thick
malable iron wall plate is included with all armeKlensions
and will fit to a standard 4" J-box. Arm extensions may be cui
in the field to decrease the overall length of arm.

Dear Mr. Behm:
This letter is in response to your AOLS Application for Granite City Food & Brewery. Members at the T AC
Meeting will make additional comments on February 20. Please complete the following items:
1. Please provide copies of your correspondence with T AC members.
2. Bring materiallcolor samples to the Plan Commission meeting; you may use the materials board that was
mailed to our department.
3. Show/label easements on the site plan and landscape plan.
4. Please place a measurement scale on the landscape plan.
5. Please submit planting details to go along with the landscape plan.
6. Do you propose any mounding or berms with the landscaping?
7. Please consider using LEED or 'green' building practices and possibly using pervious pavers on some
areas of the site.
8. Signage: provide more detail, color, dimensions, and specifications.
9. Please provide the square footage of each fa<;:ade, to show that the signage square footage meets the 5%
requirement.
10. The total number of signs (4) will require variance approval from the Board of Zoning Appeals, for
exceeding the maximum allowed by the PUO ordinance.
II. Please provide the dimensions of all of the GC logos on the awnings and walls.
12. Staff prefers to see 6 smalI logos on each awning, rather than I large logo, similar to the rendering on the
material board.
13. Staff recommends moving the wall sign from the west fa~ade to the north fac.:ade, so that it faces 1-465.
14. Please provide the bike parking location and details.
15. Please provide color building elevations and/or color renderings.
16. Show the mechanical equipment location and how' it is screened from view.
17. Please provide a lighting/photometric plan that shows the 96lh Street road right of way. The PUD
ordinance states a maximum foot-candle limit of 0.1 foot candles at the 96lh Street r/w.
18. Provide details on any exterior wall mounted lighting or awning lighting.
19. Show/label the 10-ft multiuse asphalt path along 96lh Street, per the Alternative Transportation Plan.
Also, show/provide pedestrian/bike connectivity from the multiuse path to the building entrance, per the
PUD Ordinance.

Here are some preliminary comments about the signage and Jayadcs from Staff
1. There are too many awning logos. Perhaps do e\'ery other awning with the 10gb, if arty at all. Or, reduce the size of the
logos on each awning. I will review this.
2. Will the a\\rnil1gs be illuminated? Yes with lights above.
3. Will all signs mounted on the building facades be illuminated? If so, will they be internally illuminated? Illuminated

5. Are the upper columns beside the wall Sigl1S made of ElFS/stucco or engineered stone? Stucco
6. Regarding the cornice on the right side of the east elevation, finish or wrap to hide the rear of the cornice. The other
tower is on the far side of the building - calmot be seen from this facade. We have a white roof that is on the back side of
towers.
7. Where is the access point to the olitdoor seating? south elevation.
8. Have YOll considered doing a ground sign along 96th street in lieu of one wall sign? Owner would prefer more building
Signs.
9. Remove the GC logos that arc above the u6lity doors on the north elevation and the east elevation. OK.
10. Overall, it seems that there are to.o many GC 10'gos. They should be limited and only be placed to complement key
architectural features of the building. I will review.
(it seems that the building's adjacent planting areas meet the PUD requirement of IO-ft deep, but I will run it by the City
fore.ster just to make sure.)
