The proposed development is a Granite City restaurant. Three previous drainage plans have been approved by the City of Carmel for Parkwood West: 1.) the Parkwood West Master Plan (March 2001), 2.) the Parkwood West Master Plan - Supplement (May 2006), which incorporated new City of Cannel stonnwater requirements that were introduced after 2001, for the purpose of approving the construction of Phase 1 (office park development), and 3.) Parkwood West Phase 2 (Sept 2007). The purpose ofthjs drainage plan is to show the OutIot #1 storm sewer calculations, and that the overall drainage functions as designed in the master plan. Proposed Conditions In the 2006 report, the master drainage plan was revised to provide a dual-stage outlet structure for the previously designed underground detention system to provide restricted release rates for both 10 and 100-year stonn events. This was modeled with the ICPR3 design software program. Release rates from the detention system for the 10 and 100-year storm events were 6.40 and 9.08 cfs, respectively, as shown in Table 1. For the design of the Granite City site, the same seven drainage basins of the overall site were analyzed. Drainage calculations for Outlot #1 are provided in Section 2 of this report. This site is part of Basin B6 of the master drainage plan for Parkwood West. Basin B6 was given an allowable Curve Number of 92. With the proposed Granite City development, the Curve Number on Outlot #1 is 92. Therefore this development fits within the drainage parameters as previously designed for. The resulting release rates from the entire Parkwood West development, which are equal or less than the master plan rates, are shown in Table 1. Table 1. Overall Site Stormwater Release Rates 10-Year 100- Year Discharge, QIO Discharge, QlOO Master Drainage Plan (2006) 6.40cfs 9.08 cfs Current Drainage Plan (2008) 6.37 cfs 9.06 cfs Also as part of revised stormwater requirements, an Aqua-Swirl AS-8 was proposed ~s part of the 2006 Master Plan Supplement to provide an adequate stormwater treatment BMP. During construction the City of Cam1el approved the substitution of the Aqua-Swirl with a Vortechs 7000 BMP unit. With no additional flow from the detention system, this unit will continue to provide adequate stomnvater treatment for tl1e overall site. Wool pert, Inc. Calculations were prepared using HydraFlow Storm Sewer software, and are included in Section 3 of this report. Conclusion The development plan for Outlot # 1- Granite City complies with the original Master Plan for the overall Parkwood West development. The underground stoffilwater detention system will release at or below the original designed rate for both 10 and 100-year storm events. No other deviations from the master drainage plan occur with the proposed development of this project.
