Dear Mr. Sellers:
We have reviewed the plans submitted for review at the March 21,2007 Technical Advisory Committee
meeting. We offer the following comments:
GENERAL INFORMA nON
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way - City of Carmel (3rd A venue SW)
. Water- City of Carmel Utilities
. Sanitary Sewers - City of Carmel Utilities
. Storm Sewers/Drainage - City of Carmel.
II Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Worksand Safety Requirements:
o Water Availability and Sanitary Sewer Availability. We defer to Carmel Utilities regarding
determination of fees.
. Commercial Curb Cut Approval - This approval will be required for the temporary
construction entrance curb cuts plmmed for this development on 3rd Avenue SW. Provide a
letter to this office requesting BPWS Commercial Curb Cut/Construction Entrance approval.
Provide an 8 ~ x 11 exhibit or exhibits detailing the requested curb cut(s) with all appropriate
dimensional data including width, radii, acelJdecelJpassing blister dimensions, existing and
opposing streets or drives, etc.
. Any permanent improvement to be installed within dedicated right of way or dedicated
easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Cannel.
. Secondary Plat approval if applicable.
o Dedication of Right of Way ifapplicable.
. Pavement cuts ifnecessary. It appears that there will be an open cut across 3M Avenue SW
for the installation of a 12' water main.
I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (1/ applictzble) and completion of review by the Technical
Advisory CommJttee. All written requests to be placed on the Board's agenda must Include the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (1/ applicable).

4. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Fina) drawings wiU not be
approved for construction until aU Engineering Department and Utility Department issues have
been resolved. The design engineer must certify all drawings submitted for final approval. This
office will require a minimum oftive-sets of drawings for approval after all issues have been
resolved. The drawings will be stamped as approved and will be signed by the City Engineer and
Director of Carmel Utilities. The Owner will receive one-set which is to be maintained on tbe
construction site at all times. Carmel Utilities will receive two.sets, our Public Works Inspector
will receive one-set and one-set will be maintained in the Engineering Department. If additional
approved sets are desired, we will approve a maximum of two-additional sets. However, the
additional sets must be submitted with the required five-sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel. This agreement, with the exception of irrigation systems, requires BPWS approval.
The City Engineer may approve irrigation system agreements.
6. Carmel Utilities should be provided drawings for review of water and sanitary sewer issues. They
will provide a separate review regarding these issues. Please provide drawings to:

7. Carmel Utilities does subscribe to "Holey Moley" who should be contacted directly for all water
main and sanitary sewer main locations.

BONDING REOUIREMENTS
9. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance GuaranteeslEngineer's Estimates
. It does not appear that Performance Guarantees, other than for Erosion Control, will be
required for this project. Please contact Amanda Foley, Stormwater Administrator,
regarding permitting and bonding requirements. If any work (curbing, sidewalk,
pavement, etc.) is proposed in the right-of-way; all such work is required to be bonded.
The amoWlt of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineer's Estimates for each improvement including
quantities, unit costs, pipe sizes and materials, etc. Upon completion and release of individual
Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance
Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10%
of the Performance amount for all other improvements. Performance Guarantees may be
Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures.
Rigbt of Way Permit and Bonding
Any work in the dedicated right of way of3rd Avenue SW will require an approved Right of Way
Permit and a License & Permit Bond. The bond amoWlt is determined by the number of instances
of work in the right of way at $2,000.00 per instance. Please contact our Right of Way Manager,
Fred Glaser, to arrange right of way permitting and bonding.
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received. If
you have not already done so, please provide a set of drawings and drainage calculations to
Crossroad Engineers.
AVAILABILITY AND CONNECTION FEES
11. We defer to Carmel Utilities regarding this issue.

PROJECT COMMENTS
12. The address for Carmel Utilities on the Title Sheet should be revised to 760 3rd Avenue SW.
13. Please confirm that the storm water management and storm water quality for this site was master
planned in the existing system.
14. As mentioned previously, the open cut in the pavement of3rd Avenue SW for the water main
installation will require Board of Public Works and Safety approval. Is it not possible to make this
installation by boring method? If it must be open cut, please also indicate milling and resurfacing
across the entire roadway from a point where the existing curbing ends to the north, south to a
point 15 feet past the center of the main.
15. The Department requires that the construction drawings be developed in accordance with the City
of Carmel digital submission standards and that all required submittals for construction drawings
be made. The digital files must be submitted to the Department of Engineering prior to approval
of the construction plans.
16. No earth disturbing activity may commence until a storm water management permit is obtained.
Please add a note to his effect to the plans.
17. Is any regrading or improvements to the existing ditch to the south proposed?
18. Is a full access desired for the construction entrance?
19. A maintenance of traffic plan shall be provided for the open cut of3rd Avenue S.W.
20. A bond shall be provided equal to 100% of the value to otherwise replace the existing curbing
across the width of the construction entrance,
21. Please add a note to all sheets that no work may commence in the right-of-way without an
approved right-of-way permit.

face.

23. Sheet C300
III Is the ditch being installed to compensate for the loss in detention volume? Will the
underground detention system back up into this ditch?
o What is the lOa-year elevation of the underground system relative to the ditch top of bank?
" Detail 01lC300 - Is a double wall subsurface drain warranted for this application?
24. Sheet C400
o The plans have been forwarded to Amanda Foley for review.
III Please confirm that storm water quality was master planned with the Parcel 35 drainage and
detention system.
. The existing curbing is not to be disturbed by the installation of the construction entrance.
Any curbing damaged by such work or the use of access by construction vehicles and
equipment shall be replaced to the satisfaction of the City.
25. Sheet C500
o Keynote C - Should these installations not be designed to ensure adequate room?
III Keynote G - Will this water main continue to the east in the future? Should there not be a
hydrant tee, a valve, and a cap?
o Sanitary General Note 3 - Please add "sump or other ground or clear water pumps" to this
note.
o Sanitary General Note 9 - Is plastic pipe acceptable in such cases?
These comments represent the Department of Engineering' s initial review of the construction plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
It is critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes. including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Board of Public Works and Safety approvals and any other governing agency approvals
(if required) must be obtained prior to Engineering Department approval. All perfonnance guarantees must
be posted prior to submission of secondary plats for Board of Public Works and Safety approval.
The Department reserves the right to provide additional comments based upon subsequent reviews.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office
on March 7, 2007 for this project and have the following comments:
1. This proposed project falls within the inc.orporated limits and MS4 jurisdiction of the City
of Cannel.
2. The proposed project DOES NOT fall in a Carmel Well Head protectioIJ. Zone.
3. The proposed project falls within the W.R. Fertig (l.W. Hawkins) Regulated Drain
Watershed.
4. Based on the provided plans, the Hamilton County Surveyor's Office has no comment5 at
this time.
5. Please Dote the additional comments may be warranted at a later date.
