We have reviewed the plans submitted for review at the June 20, 2001 Technical Adviso!)' Committee
meeting. We otTer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way - City of Carmel (pennsylvania Street)
. Water- City of Carmel Utilities
CI Sanitary Sewers . City of Carmel Utilities
o Storm SewerslDrainage - City of Cannel.
o Legal Drains - Hamilton County Surveyor's Office.
3. Board of Pubtic Works and Safety Requirements:
. Water Availability and Sanital)' Sewer Availability. We defer to Carmel Utilities regarding
applicability and. determination of fees.
li) Commercial Curb Cut Approval- Does not appear to be applicable to this project.
o Any permanent improvement to be installed within dedicated right of way or dedicated
easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Carmel.
o Secondary Plat approval - not applicable.
. Dedication of Right of Way - not applicable.
. Pavement cuts if necessary - does not appear to be applicable.
I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (if applicable) tUld completion of review by the Technical
Advisory Committee. AU written requests to be placed on the Board's agenda must Include the
approprillle Docket Number Il1Id the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (if applicable).
4. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department issues have
been resolved. The design engineer must certify all drawings submitted for final approval. This
office will require a minimum of five~sets of drawings for approval after aU issues have been
resolved. The dcawings will be stamped as approved and will be signed by the City Engineer and
Director of Carmel Utilities. The Owner will receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities will receive two-sets, our Public Works Inspector

will receive one-set and one-set will be maintained in the Engineering Department. If additional
approved sets are desired, we will approve a maximum of two. additional sets. However, the
additional sets must be submitted with the required five-sets.
5. Please be advised that any installation of signs, walls,irrigation systems, etc. within
dedicated right of way or dedicated easements will require a Consent to Encroach Agreement
with the City of Carmel. This agreement, with the exception of irrigation systems, requires
BPWS approval. The City Engineer may approve irrigation system agreements.
6. Cannel Utilities should be provided drawings for review of water and sanitary sewer issues.
They will provide a separate review regarding these issues. Please provide drawings to:

7. Cannel Utilities does subscribe to "Holey Maley" who should be contacted directly for all
water main and sanitary sewer main locations.
8. Drainage calculations. wUI not be required for this projeCl as the City acknowledges that
the storm wilter detention for this site was previously master planned. However, please
confirm that /hemmer planning anticipated this Improvement or thm It is expected to
have a negligible impact on the peak outflow of the detention facUlty and the maximwn
water surface elevmlonfor the lOO-year storm event
9. I am including copies of the following with this correspondence:
o Commercial Project Approval Procedures
e Permit Data, Contacts, etc.
BONDING REQUIREMENTS
10. Performance Guanmtees
a. Upon initial review, it does not appear that Perfonnance Guarantees, other than possibly
for Erosion Control and for removal and replacement of existing improvements within
the right.of.way, will be required for this project.
i. If the area of earth disturbance of the entire project, including the utility
trenching, exceeds 025-acres, the City's Stonn Water Technical Standards shall
be applicable for this project. Please contact Amanda Foley, Stonnwater
Administrator, regarding permitting and bonding requirements.
ii. If any work (including utility work and any removal and replacement of curbing,
sidewalk, pavement, sod, etc.) is proposed in the right.of-way; all such work is
required to be bonded.
b. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate
for 100% of the cost of labor and materials to construct the individual improvements, to
be provided by the design engineer.
c. Please provide detailed Engineer's Estimates for each improvement including quantities,
unit costs, pipe sizes and materials, etc.
d. Upon completion and release of individual Performance Guarantees, a three.year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based
upon 15% of the Performance amount for Streets and Curbs and 10% of the Perfonnance
amount for all other improvements.
e. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable
Letters of Credit.
f. Please reference the enclosures for more detailed explanation of our procedures.
II. Right of Way Permit and Bonding
a. Any work in the dedicated right of way of Pennsylvania Street (including the use of
existing entrances as a construction entrance) will require an approved Right of Way
Permit and a License & Permit Bond.

b. The bond amount is determined by the number of instances of work in the right of way at
$2,000.00 per instance or based on the value of the work in the right-of-way at the
discretion of the City.
c. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way
permitting and bonding.
AVAILABILITY AND CONNECTION FEES
12. We defer to Carmel Utilities regarding this issue.
PROJECT COMMENTS
12. Is the NOI for the overall site still active and all erosion and sediment control measures still in
place?
13. If the area of earth disturbance of the entire project, including the utility trenching, exceeds 0.25-
acres, the City's Storm Water Technical Standards shall be applicable for this project. A better
plan may need to be developed if this is the case; dependent upon the status of the Phase I overall
erosion and sediment control measures.
14. Please verify the Departments understanding that Storm Water Quality for Phase I oftbe overall
development was previously approved and that specific post construction aMP's were not
required at that time. Subsequent phases of this development are to provide post construction
BMP's for those areas as well as provide treatment of the runoff from the existing Phase I to the
greatest extent possible.
15. Please provide a cover sheet and all other sheets necessary to complete the set of civiVsite plans.
16. The north arrow on Sheet C200 appears to be incorrect.
17. Identify the building in the 2nd plan view panel as Building" I" assuming it is the north end of
Building "I".
18. Will the generator building require water and/or sanitary sewer service?
19. Wby are the 13 feet of 6" PVC being added to building # 1 with this project? Is this the extent of
the sanitary piping work?
20. Is the proposed grease trap being installed by this project? The note to verify the location of the
existing service prior to placing the grease trap makes it difficult to determine if this installation
will be part of these plans.
21. The Department requires that the construction drawings be developed in accordance with the City
of Carmel digital submission standards and that all required submittals for construction drawings
be made. The digital files must be submitted to the Department of Engineering prior to approval
of the construction plans.
22. If the area of earth disturbance of the entire project, including the utility trenching, exceeds 0.25-
acres, the following note shall be added to each sheet: "No earth disturbing activity may
commence until a storm water management permit is obtained."
23. Are the gas and telecommunications services to be an open cut installation? Such work qualifies as
land disturbing activity.
24. How much of the 6-inch PVC sanitary .lateraI east of the building exists?
25. The proposed generator building Is located within the area indicated as proposed future INDOT
right-of-way. The Department cannot support the proposed building location as the City'
Thoroughfare Pian requires conformance with these rtght-of-needs and dedication of this right-
of-way.
26. Please indicate the location of the construction access. Construction access at an existing curb cut
requires a right-of-way permit and proper bonding. A construction access at a point other than a
permanent or existing curb cut requires approval by the Board of Public Works and safety, a right-
of-way permit and proper bonding.
27. Are the gas and telecommunications services indicated for installation with this project? Ifso,
please provide the reference telecommunication plans.

29. Ifany existing improvements in the right--of-way need to be removed and replaces, such work
shall be indicated on the plans, all work properly permitted and bonded prior to the start of the
work and all appropriate City standard details added to the plan sheets.
30. Are details required for the pavement removal and repair for the gas and telecommunications
service installations?
These comments represent the Department of Engineering's initial review of the construction plans for this
project We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
It is critical that this office be made aware of all modifications made on the plans being re.submitted.,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Board of Public Works and Safety approvals and any other governing agency approvals
(if required) must be obtained prior to Engineering Department approval. All performance guarantees must
be posted prior to submission of secondary plats for Board of Public Works and Safety approval.
The Department reserves the right to provide additional comments based upon subsequent reviews.

Good morning,
The attached documents have been submitted for the TAC meeting on Wednesday, June 20th. At the request of
DOCS we are distributing the plans via email. If you would like hardcopies please respond to this emaH and they
will be sent.
The project includes the installalion of a 64.67'x28' generator enclosure on the Landmark at Meridian site (12911
N. Meridian). The property is currently owned by Opus and the existing building went through TAC/Plan
Commission in 2005. The site is located off of Pennsylvania Street, just south of 131 st Street on the west side
(south of the hotel).
The architectural elevations and site plan are attached. The grease trap is future and not proposed with this
submittal.
