The City has received your comment letter and drawings dated JW1e 2. 2006 based upon the City review of
April 11. 2006.
The comments from the City review have been satisfactorily addressed with the following exceptions:
PROJECT COMMENTS-CONSTRUCTION PLANS
9. Please contact Amanda FoLey of this office to review stonn water quality requirements for this project.
10. Please contact Crossroad Engineers to obtain a drainage review checklist. The Department will expect
the drainage design to confonD to the requirements of this checklist. Please cootinue to work with
Crossroad Engineers to satisfactorily address aU the requirements oUbe drainage review.
] 1. As the drainage for this development was previously master-planned, the City's old standards shall
apply to this project for the design of the stonn sewer and detention facilities.
]2. Please show on the site plan the interface between the path along 13p. Street and the proposed
sidewalk along Pettigru Drive. Please provide confirmation that constructioo of tbe Alternative
Transportation Path along the 131Bt Street frontage required by tbe City's Alternative
Transportation Plan with the all related ADA ramps needed to cross Pettigru Drive aod 131Bt
Street is part of prior commitments. If the limits of previous commitments or scope of previous
commitments include this path, then it is not required to be constructed with this project. If not,
it must be indicated for construction.
These comments represent the Department of Engineering's second review of the construction pLans for
this project. We request that all responses to our comments be provided in writing. Failure to provide
written responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered ''new'' or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notifY us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
AIL bonds and perfonnance guarantees (if required) must be posted prior to Engineering Department
approval. Also. Board of Public Works and Safety approval and any other governing agency approvals (if
required) must be obtained prior to Engineering Department approvaL
Comments from the City's consultant related to the drainage review will be forwarded to your office when
the review is complete. Please confll'Ol that plans and drainage calculations were submitted to Crossroad
Engineers for the T AC meeting.
The Department of Engineering reserves the right to provide additional comments based on subsequent
reviews.

Scott, attached is a revised landscape plan, and answers to your comments. If you have any more concerns let me

!. The 30' required bufferyard located along 131 st Street is entirely within a 30' Drainage, Utility, and Sewer
easement which normally can not be planted with any trees or shmbs. Please show the Drainage way, and Utility
Lines on the landscape plan, and provide for a way to separate planting I bufferyard easements from the drainage
and utility easements. You may check with Greg Hoyes of the Hamilton County Surveyor's Office on their policy
on Plantings in easements, and with City of Carmel Engineering and Utility Departments on their policies.
The As-Built Storm sewer is lJOW ShO\Vll on the landscape plan, as well as the stonn easements. The front landscape
buiTer has been moved to accommodate the changes to the stonn sewer.
Scott: I can tell some of the plant material moved, but not where the sewer line is. It appears that the
plant material is still in the easement.
2. The tree planting spaces surrounding the building do not hold large enough soil volumes to support large tree
growth, even though there are oak species planned for several areas. The planter boxes in front of the building
do not appear large enough to provide enough soil for any type tree to grow successfully. We should talk about
species and about the options for providing more soil volumes for rootmg through the use of something like
structural soils or soil cells:
The planter boxes to the west of the bank arc 5'x 12'. I am told that this is a stand.ard size that has been used

throughout the Village of West Clay. BJemvick has decided that a single Ivory Silk Lilac Tree will be placed in each
box, and it is believed that this species of tree will have sufficient room for growth.
Scott: 5'x23' is 115 square feet and IF the soil is 24" deep that means there is 230 cubic feet of soil
volume for roots to explore. A small tree will fill that area in several years and then begin to die back. Even a
Japanese lilac tree, which might survive there for a few years, will not thrive there. And there are still oaks shown
in the end-caps on the east side of the building Which I do not think are 20'x20' (400 sf). Please switch those two
oaks with two of the zelkova located in the open lawn to the east
3. I do not recommend Washington Hawthoms beside parking lots or walking paths, both from
a safety and maintenance standpoint (not with 2-3" thoms).
. The W ashingtonHawthorns have been removed.
4. The Trees labeled AAA (to be specified by Brcnwick) must be showo aod identified on the
plans.
These trees are now identified. The street trees are now labeled Ruby Red 110rse Chestnut, and
the trees in the 5'xI2' planters are labeled as Ivory Silk Lilac "free.

The City has received your comment letter and drawings dated April 6, 2007 based upon the City review of
October 19, 2006.
The comments from the City review have been satisfactorily addressed with the following exception:
PROJECT COMMENTS-CONSTRUCTION PLANS
11. Please show on the site plan the interface between the path along 131 sl Street and the proposed
sidewalk along Pettigru Drive. Please have Brenwiek Development Corporation provide
confirmation that construction of tbe Alternative Transportation Path along the 131'1 Street
frontage required by the City's Alternative Transportatioo Plan with the all related ADA ramps
Deeded to cross Pettigru Drive and 13151 Street is part of prior commitments or commitments to
be made.
These comments represent the Department of Engineering's fourth review ofthe construction plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in delay of the review process.
It is critical that this offi.ce be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please

We have reviewed the drawings submitted for this project for the April 19, 2006 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is currently located within current City of Cannel Corporate Limits. The following
jurisdictions will apply.
2. Jurisdictions:
o Street and Right of Way - City of Carmel.
. Water Mains - Indianapolis Water Company service area.
o Sanitary Sewers - Clay Township Regional Waste District service area
. Storm Sewer - City of Carmel (the on site storm sewers are assumed to be a private system).
. Legal Drains - Hamilton County Surveyor's Office
3. Board of Public Works and Safety Approval Requirements:
· Commercial Curb Cut. Board of Public Works and Safety approval will be required for new curb
cuts and modifications to curb cuts.
. Temporary Construction Entrance. Same requirements as for the Commercial Curb Cut.
. Dedication of Right-of-Way (ifappHcable).
. Any permanent improvement to be installed within dedicated right of way.
. Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
easements and/or dedicated right of way.
A schedule for Board of Public Works and Safety meeting dates and agenda deadlines has previously
been submitted for your use and will not be resubmitted with this review. Please use the Engineering
Department deadlines for submissions to the Board if applicable.
Any submission to the Board requires prior flllal approval by the Carmel Clay Plan
Commission and/or the Board of Zoning Appeals and compleiion of review by the Technical
Advisory Committee. All written requests to be place on the Board's agenda must Include the
appropriate Docket Numbers and the date (or dates) of approval by the Plan Commission
and/or BZA.
4. T AC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all issues have been resolved. All Carmel Utility issues must also
be resolved. The design engineer must certifY all drawings submitted for final approval. This
office will require a minimum of three sets (maximum of five sets) of approved drawings after all
issues have been resolved. The drawings will be stamped approved and signed by the City
Engineer. The Developer/Owner will receive one-set which is to be maintained on the
construction site at all times. Our Construction Manager will receive one set and one set will be
maintained in the Department of Engineering. If more than the minimum three sets are requested
to be approved, the additional sets (maximum total of two additional) must be submitted with the
three required sets.
S. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require a Consent to Encroach Agreement between the

7. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance Guarantees
There do not appear to be Performance Guarantee requirements.
Street CutlRigbt of Way Permit and Bonding Requirements
Any work in dedicated right of way ofPettigru Drive will require a Right of Way Permit and a
License and Permit Bond. The bond amount will be determined by the number of instances of
work in the right of way (curb cut, storm sewer work, etc.) @ $2,000.00 per instance. Open
pavement cuts in dedicated streets require approval by our Board of Public Works and Safety. It
appears that a permit and bond will be required for this project in regard to the water service line
connection and the sidewalk installation.
PROJECT COMMENTS~CONSTRUCTlON PLANS
8. Thank you for completing and returning the Plan Certification form.
9. This development will be subject to the StollDwater Management Ordinance adopted February 6, 2006
by the City of Carmel.
10. Please contact Crossroad Engineers to obtain a drainage review checklist. The Department will expect
the drainage design to conform to the requirements of this checklist.
1 ]. The centerline of the north entrance to the bank is only 115 feet from the centerline of 131 sl Street; and
therefore, within the functional boundary of the 13151 Street intersection. The Department of
Engineering recommends the north entrance to the bank be relocated a minimum of I SO feet from the
131 sl Street intersection.
12. Please show on the site plan the interface between the path along 131 st Street and the proposed
sidewalk along Pettigru Drive.
13. Please indicate an ADA ramp for the proposed sidewalk at the 131 st Street curb.
14. Please increase the curb return radii of each intersection toa minimum oftwenty feet.
15. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to
accommodate this policy. The language ofthis policy must be added to a specification sheet on the
plans.
These comments represent the Department of Engineering's initial review of the construction plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in delay of the review process.
It is critical that this office be made aware of aU modification made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
All bonds and performance guarantees (if required) must be posted prior to Engineering Department
