Dear Mr. Burke:
The City has received your comment letter and drawings dated August 18, 2006 based upon the City
review of July 18, 2006.
The comments from the City review have been satisfactorily addressed with the following exceptions:
PROJECT COMMENTS-CONSTRUCTION PLANS
9. Please continue to work with Crossroad Engineers, PC to obtain approval of the drainage plan.
10. In your letter you stated "Brenwick is currently working on an agreement with the City of Cannel
to not construct the path at this time along 131 st Street given future improvements of 131 st Street."
As we discussed at the meeting, Brenwick will be financially responsible for the construction of
such path in a formalized commitmentto the City.
12. Please provide ADA ramps where the sidewalk crosses interior streets.
14. Please provide a cross-section for 13151 Street showing the centerline of the existing pavement, the
distance from the existing pavement centerline to both edges of the existing pavement, the
proposed new pavement at the widest point, the proposed curb, the 1O-foot asphalt path, the right-
of-way line, and any other pertinent information. Thank you for providing tbecross-section.
Please remove tbephrases MGREA TER. OF" and "OR MA TeM EXISTINGt; from either
side 01"4" #1. STONE BASE.... The phrase "OR MATCH EXISTING, WHICHEVER IS
GREATER" was intended to refer to the entire pavement section, not just tbe #1. stone.
15. The City typically requires r' milling with 1.5" H.A.C. #11 resurfacing for the entire width of the
existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is
greater. The roadway would then also need to be restriped with thermoplastic striping. Please
develop a separate plan for the restriping and for striping of the auxiliary lanes. Please add a note
to this plan that all striping shall be thermoplastic. Please delineate the milling and resurfacing
areas with hatching on the plans and appropriate reference in the legend. Please confirm if this is
being performed as a part of improvements for Pettigru Drive. The required improvements must
be completed for the area within the limits of this project and outside of the limits ofPettigru
Drive. Please delineate the milling and resurfacing with hatching and provide a separate
plan for the restriping and for striping the auxiliary lanes, Combining the stripiog plan witb
tbe maintenance of traffic plan is not going to work because together tbey are confusing.
Based on additional review, the City provides additional comment:
1. The sign easement indicated on Pettigru Drive is in violation of the City ordinance. Does the PUD
allow an easement within the right-of-way?
These comments represent the Department of Engineering's third review of the construction plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. PLease

We have reviewed the drawings submitted for this project for the lune 21, 2006 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is currently located within current City of Carmel Corpomte Limits. The following
jurisdictions will apply.
2. lurisdictions:
. 0 Street and Right of Way - City of Carmel.
o Water Mains - Indianapolis Water Company service area.
l! Sanitary Sewers - Clay Township Regional Waste District service area
" Storm Sewer - City ofCarrnel (the onsite storm sewers are assumed to be a private system).
o Legal Drains - Hamilton County Surveyor's Office
3. Board of Public Works and Safety Approval Requirements:
o Commercial Curb Cut. Board of Public Works and Safety approval will be required for new curb
cuts and modifications to curb cuts.
o Temporary Construction Entmnce. Same requirements as for the Commercial Curb Cut.
" Dedication of Right-of-Way (if applicable).
o Any permanent improvement to be installed witltin dedicated right of way.
D Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
easements and/or dedicated right of way.
A schedule for Board of Public Works and Safety meeting dates and agenda deadlines has previously
been submitted for your use and will not be resubmitted with this review. Please use the Engineering
Department deadlines for submissions to the Board if applicable.
Any submission to the Board requires prior final approval by the Carmel Clay Plan
Commission and/or the Board of Zoning A.ppeals and completion of review by the Technical
Advisory Committee. A.U written requests to be place on the Board's agenda must include the
appropriate Docket Numbers and the date (or dates) of approval by the Plan Commission
and/or BZA.
4. TAC Review/Drawingssubmitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will DOt be
approved for construction until all issues have been resolved. All Carmel Utility issues must also
be resolved. The design engineer must certify all drawings subm~tted for final approvaL This
office will require a minimum of three sets (maximum of five sets) ofapproved drawings after all
issues bave been resolved. The drawings will be stamped approved and signed by the City
Engineer. The Developer/Owner will receive one-set which is to be maintained on the
construction site at all times. Our Construction Manager will receive one set and one set will be
maintained in the Department of Engineering. If more than the minimum three sets are requested
to be approved, the additional sets (maximum total of two additional) must be submitted with the
three required sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require a Consent to Encroach Agreement between the

Owner/Developer and the City of Carmel. This Agreement requires Board of Public Works and Safety
approval.
6. The following were provided previously and will not be resubmitted with this review unless requested:

BONDING REOUIREMENTS
7. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets (Base, Binder and Surface). The asphalt surface may not be bonded separately from
the stone base and asphalt binder.
o Curb & Gutters
II Water Mains (Offsite Water Mains may be bonded separately, if applicable).
. Street Name Signs
I) Sidewalks/Asphalt Paths within dedicated right of way. Interior (builder's lot) concrete
sidewalks and Exterior concrete sidewalks/asphalt paths (Sidewalks/asphalt paths within
dedicated right of way and adjacent to common areas or perimeter roads) may be bonded
separately.
Stonn sewer/storm drainage bonding (including sub surface drains) will be under the jurisdiction
of the Hamilton County Surveyor's Office. They also require bonding for Monuments & Markers
and for Erosion Control. Sanitary sewers are under the jurisdiction of the Clay Township
Regional Waste District. Please contact Amanda Foley, Engineering Department Storm Water
Administrator, for erosion control requirements.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please pfovidedetailed Enl!ioeers Estimates for eacb improvement
includio2 unit costs.ouantities. materials and tvlDes of materials. etc. This office is to be
orovided with this detailed estimate prior to or in coniunction witb the submission of the
estimate to tbe OwnerlDeveloDer. Upon completion and release of individual Performance
Guarantees, a three~year Maintenance Guarantee will be required. The Maintenance Guarantee
amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the
Performance amount for all other improvements. Performance Guarantees may be Perfonnance or
Subdivision Bonds, Irrevocable Letters of Credit or Cashier's Checks, Certified Checks or Official
Checks. Please reference the enclosures for more detailed explanation of our procedures.
PROJECT COMMENTS-CONSTRUCTION PLANS
8. Please contact Amanda Foley of this office to review storm water quality requirements for this
project.
9. As the drainage for this development was previously master-planned, the City's old standards
shall apply to this project for the design of the storm sewer and detention facilities. Please contact
Crossroad Engineers to obtain a drainage review checklist. The Department will expect the
drainage design to conform to the requirements of this checklist.
10. An asphalt path will be required along the 13 Ist Street frontage. Please indicate and label the 10-
foot asphalt path.
11. On Sheet C 101, along the south right-of-way of 131 5t Street, there is only approximately twelve
feet between the back of the curb and the right-of-way line. Ten feet will be required for the
asphalt path leaving only two feet of right-of-way. Right-of-way in addition to the Thoroughfare
Plan right-of-way may be required.
12. Please provide ADA ramps where the entrance crosses the asphalt path and at all interior streets.
13. Any new pavement placed in the 13 1st Street right-of-way for widening, for auxiliary lanes, and
for each entrance up to the mainline right-of-way limit shall meet the following section: 1.5 inches
HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone
on 4 inches #2 stone or match existing, whichever is greater. Please delineate this section with
hatching on the plans and appropriate reference in the legend. On Sheet C80 1, please provide a
pavement cross-section for the 131 SI Street right-of-way paving.
14. Please provide a crossMsection for 13151 Street showing the centerline of the existing pavement, the
distance from the existing pavement centerline to both edges of the existing pavement, the
proposed new pavement at the widest point, the proposed curb, the 10-foot asphalt path, the right-
of-way line, and any other pertinent information.

16. Please add an Asphalt Path Detail that requires 1 inch HMA # 11 surface on 2 inches HMA #8
binder on 5 inches #53 stone.
17. All paving within the existing and proposed City right-of-way shall conform to the requirements
of the Department of Engineering. Please add a note to the drawings that the Contractor shall
contact the Department of-Engineering to schedule a pre-construction meeting to review the
Department's construction requirements, staff notification requirements, required inspections for
certain stages of the work and to review the authority of the Department as it relates to work
within the existing and proposed City right-of-way.
17. Please provide detention volume for the fully developed thoroughfare plan right-of-way for the
131st Street frontage. This requirement shall apply regardless of watershed limits. Please provide
adequately sized pipes to carry water from the street to the proposed ponds.
18. If it will be necessary to relocate existing utility poles, they must be relocated to within one foot of
the proposed right~of.way and the cost of the relocation shall be borne by the developer.
19. All 131 st Street drainage structures must be indicated on the plans and replaced or improved by the
developer to accommodate the widening, auxiliary lanes, multi-use path, and any other required
improvements.
20. The Department requires that the construction drawings be developed in accordance with the City
of Carmel digital submission standards and that all required submittals for primary plat, secondary
plat, and construction drawings be made. The digital files must be submitted to the Department of
Engineering prior to approval of the construction plans.

22. On Sheet C101, please increase the curb return radii at the intersection of 13151 Street and Moultrie
Street from 35 feet to 40 feet.
23. The eastbound lane shift west of Moultrie Street does not meet the standards of the MUTCD.
24. Did previous discussions for 13 I 51 Street and pettigru Drive include the Moultrie Street curb cut
and the left turn lane and lane shift back to the west? The left turn lane shall require a ISO-foot
taper then the desired turn lane length.

We have reviewed the construction plans submitted to the Hamilton County SlU'Veyorls Office
on June 9, 2006 for this project and have the following comments:
}. This project falls within theoorporate limits and MS4 jurisdiction of the City of
Cannel.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. The proposed project falls in The Village of West Clay Regulated drain and The
Village of West Clay watershed.
4. Storm water detention for the site is provided in tbe master plan for Village of West
Clay.
5. please submit the followitlg procedural items to this office, petition for regulated
subdivision, outlet permit (1 for VOWC Drain), engineer's estimate, and all
assQciated bonds for 120% of construction cost. The applications are available on our
website at http://ww"W.co.hamilton.in.us. go to Departments, Surveyor. and Drainage
Permits.

6. J .would. suggest at this time. the J.W. Brendel tile under 131 st Street be replaced with
a proper sized Rep to provide the drainage for the watershed north of 131 ~I Street.
The replacement of this. pipe is needed before the continuing improvement of the road
is complete and the brand new pavement needs cut to install this pipe.
7. Please note the additional comments may be warranted at a later date.
