Bicycle Routes & Loops Systems Plan
The applicant seeks to Amend the Thoroughfare Plan section of the Cannel/Clay Comprehensive Plan,
in order to propose and identify a system of Bicycle Routes and Loops on existing facilities. Filed by the
Carmel Department of Community Services on behalf of the Carmel Plan Commission.
Summary:
In January, the Bicycle Route Task Force was formed by the Plan Commission. The purpose of the Task
Force was to assist the Department in identifying a comprehensive bicycle network taking advantage of
existing facilities, including multi-use paths and a multitude of low-volume residential streets. A
potential system has now been identified. It was unveiled and received well by the public at a meeting of
the Task Force on Febmary 27. We now propose this system to be recognized in the Comprehensive
Plan.
The proposed bicycle network identifies 8 cross-city bike routes and 5 bike loops. The Routes consist
of 2 east-west routes and 6 north-south routes, and are intended to provide longer connections to the
Monon, bike loops, or to neighboring communities. The Loops provide more family-friendly circuits,
passing some of Carmel's best amenities along the way. Each offers its own unique riding experience to
cyclists by highlighting different areas within Carmel. It is our hope that the publication of these routes
and loops will encourage more people to ride their bicycles while enhancing the experience of those
already cycling in Carmel.
For purposes of the Comprehensive Plan, we are merely identifying the overall system. Published
materials will indicate difficult connections where less experienced riders should take caution or avoid
until such time they feel comfortable.
Please note that Bike to Work Day is on May 16 this year. We encourage you to stop in at the Manon
Center for breakfast.

RESOLUTION CC-04-21-08-03
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF
CARMEL, INDIANA, APPROVING AN AMENDMENT TO THE CARMEL/CLAY
COMPREHENSIVE PLAN REGARDING BICYCLE ROUTES
WHEREAS, pursuant to the Advisory Planning Law of the State of Indiana (contained in
IC 36-7-4), each unit of local government that wishes to adopt land use and zoning ordinances
must first approve by resolution a comprehensive plan for the geographic area over which it has
jurisdiction; and
WHEREAS, the 2020 Vision Comprehensive Plan (the "Comprehensive Plan") was
approved and recommended by the Carmel Clay Plan Commission on August 20, 1996, and duly
approved by resolution of the Common Council on September 24, 1996, and is therefore the
official Comprehensive Plan of the City of Carmel and Clay Township; and
WHEREAS, the Carmel/Clay Community has recognized the value of a well-connected
and integrated alternative transportation network and has adopted an Alternative Transportation
Plan as part of the official Thoroughfare Plan; and
WHEREAS, the Carmel Clay Plan Commission has duly approved, and recommended to
the Common Council, an amendment to the community's Comprehensive Plan which gives
recommendations for a Bicycle Routes & Loops System;
WHEREAS, the Carmel Advisory Plan Conunission voted to forward Comprehensive
Plan Amendment Docket No. 08030002 CPA to the Common Council with a favorable
reconunendation;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Carmel, Indiana, that:
Section One: The Common Council adopts the proposed Bicycle Routes and Loops
Map, as part of the 2020 Vision Comprehensive Plan, Chapter 6:
Thoroughfare Plan.
Section Two: After its adoption, this Resolution shall be filed in the office of the Clerk-
Treasurer of the City of Carmel, who shall also forward one (1) copy of
this Resolution to the secretary of the Carmel Advisory Plan Commission
and one (1) copy to the office of the Hamillon County Recorder, all in
accordance with IC 36-7-4-509 and other applicable laws.
Section Three: This Resolution shall be in fuLl force and effect from the date of passage,
and its publication, as provided by law.
