Dear Ms. Collins:
The City has received your comment letter and drawings dated November 10, 2006 based upon the City
review of October 24,2006.
After the construction and post-construction erosion and sediment control plans have been reviewed and
approved, please submit' all copies of the construction plans necessary for approval and we will approve the
drawings. All bonds and performance guarantees (if required) must be posted prior to Engineering
Department approval. Also, Board of Public Works and Safety approval and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval.

We have preliminarily reviewed the plans submitted for this project for the October 18,2006 Technical
Advisory Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
o Streets and Right of Way - City of Carmel (Shelborne RoadlWest 13151 Street).
· Water - City of Cannel Utilities.
· Sanitary Sewers - ClayTownship Regional Waste District
. Storm Sewers/Drainage - Hamilton County Surveyor's Office / City of Carmel.
. Regulated! Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
· Temporary Construction Entrance (if applicable and if located at a location other than planned
permanent entrances)
· Please be ad~ised that any open cuts of dedicated streets will require separate Board of
Public Works and Safety approvaL
I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineeriog Department deadlines for submissions to the
Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board 01 Zoning Appeals (if applicable) and, completion of review by the Technical
Advisory Committee. All written requests to be placed on the Board's agenda must include the
appropriate Docket Number and the date (or dates) 01 approval by the Plan Commission and/or
the Board 01 Zoning Appeals (if applicable).
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writiog
and be accompanied by a drawiiLg reflecting requested revisions. Pinal drawings will not be
approved for construction until all Engineering Department and Utility Department issues and all
Hamilton County Surveyor issues have been resolved. The design engineer must certify all
drawings submitted for fmal approval. This area is under the dual jurisdiction of the City of

Carmel and the Hamilton County Surveyor. This office will require a minimum of four-sets of
drawings for approval after all issues have been resolved. The drawings will be stamped as
approved and will be signed by the City Engineer and the Director of Carmel Utilities.
Distribution will be one set to Carmel Utilities, two sets to Carmel Engineering and the final set to
the Engineer.
5. Carmel Utilities will provide a separate review of this project for water issues. Please assure that
copies of all drawings are sent to:

6. Carmel Utilities does not subscribe to "Holey Maley" and should be contacted directly for all
water main locations.
BONDING REOUIREMENTS
The following bonding requirements may apply to this project:
7. Performance Guarantees I Right of Way Permit and Bonding. It does not appear that this will be
applicable to this project.
8. Please contact Amanda Foley for bonding requirements for erosion and sediment control measures
and post construction BMP's.
COMMENTS-CONSTRUCTION-PLANS
9. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office. If you have not already done so, please provide a set of plans and
drainage calculations to Greg Ilko at Crossroad Engineers, PC for the drainage review.
10. Please add a note to the plans that no earth disturbing activity shall commence until an approved
storm water management permit is issued by the City.
II. Please confirm that detention was master planned, that the "C" value of the proposed area was as
anticipated at the time of master planning and that the detention system can accommodate the
runoff if the proposed "C" value is higher than anticipated at the time of master planning.
12. Please confirm the downstream piping system is able to accommodate the proposed runoff from
the area to be developed.
13. Please contact Amanda Foley to review construction and post construction erosion and sediment
control and water quality requirements.
14. The grading appears very flat from the southeast comer of the proposed paved area (northwest
comer of the existing building) back to structure 704A.
IS. Please add to Note 3 on C501, connection shall be performed by a contractor bonded with the City
and is subject to inspection by the City.
These comments represent the Department of Engineering's initial review of the construction plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional comments based on subsequent reviews and on the
grading and drainage system upon receipt of drainage calculations and more detailed construction drawings
that provide grading elevations, pipe sizing and invert elevations. These comments may affect the drainage
system and lot and street layout presented on the primary plat.

LETTER OF APPROVAL
The undersigned has reviewed the proposed plans for
Carmel Police Maintenance Facility
and has approved the plans subject to the following:
1. Will the existing sprinkler system in the present maintenance building be extended to this project
or will there be an independent sprinkler system installed?
2. Our office is requesting a Knox box for building addition if there is no common connection
between the spaces. We are also requested the purchase of Knox fire department connection
caps for the fire department connection if it is an independent sprinkler system. An application
for Knox products is available through our office.
3. Our offiCe is requesting either an S.O.S. device installed on the gate or a Knox key switch for
emergency access purposes.

Dear Mrs. Collins:
We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on September 28. 2006 for this praject and have the following comments:
1. The proposed project falls in the incorporated area and MS4 jurisdiction of the
City of Cannel.
2. The proposed proj~t DOES NOT fall in a Carmel Wellhead Protection Zone.
3. The proposed project falls in the J.W. Brendel Regulated Drain Watershed.
4. Hamilton County Surveyors Office agrees the detention for thi.5 site was provided
in the master pIaJ1 for the Cannel Street Facility.
5. While the majority ofthe existing stonn sewers on this site are regulated drains,
the new proposed storm sewers will not become regulated drain and will be the
maintenance responsibility oftlie City ofCannet.
6. Please submit an indirect outlet pennit to the J.W. Brendel Regulated Drain. This
request will need to be for 1 outlet at Str. 704. The application is available on our
wcbsite at httD:lfwww.co~ham1lton.in.u5. go to Depa.rtrnents, Surveyor, and
Forms. The fees for this outlet permit ate waived because this ig a projc;:ct being
constructed by another governmlmtal agency.
