Dear Mr. Ferrell:
We have reviewed the construction plans submitted to the Hamilton County Surveyor’s Office
on March 24, 2008, for this project and have the following comments:
1. The proposed project falls in the unincorporated area and MS4 jurisdiction of
Hamilton County.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. This project will be a Hamilton County Regulated Drain Subdivision.
4. The proposed project falls in the Well Run Watershed and the Fitch and Jessup
Regulated Drain Watershed.
5. Please submit the following procedural items to this office, petition for regulated
subdivision, subdivision non-enforcement agreement, engineer’s estimate, and all
associated bonds for 120% of construction cost. The applications are available on our
website at http://www.co.hamilton.in.us, go to Departments, Surveyor, and Forms.
6. In the drainage calculations, the initially determined hydrologic soil groups were not
changed to the next less infiltrating capacity category for the post developed runoff
calculations, as specified in HCSTSM Section 302.03.
7. The drainage calculations need to be run completely through with the 0.1/0.3
standards to size the require orifice, 100 year elevations, and MFPG, then the required
orifice size is replaced with the 6” minimum.
8. Since there appears to be adequate depth, please change Str. 136 to an inlet structure
instead of the end section, even if it is a shallow 2 x 2 box.
9. All SSD needs to be Double-wall perforated HDPE pipe as listed on our details.
10. Please add HCSO Standard Detail SSD-3 to the construction plans and show these
risers on the ends of all rear yard SSDs, at all 90 degree turns, and so that no point of
the SSD is more then 200 feet from a riser or structure.
11. Please show SSD lateral for each lot. No SSD are shown under the curbs, so it is
unclear if the laterals with be from the front or rear of the lot. Rear yard laterals
could be used in this case, if a SSD is added behind lots 8 and 9. If rear yard laterals
are used, please change HCSO Standard Detail SSD-1 on Sheet 20 to detail SSD-2.
12. All easements for rear yard SSD need to be 30 foot minimum and maximum
SSD/landscape separation as possible.
13. Need a minimum of 15’ from centerline of the regulated drains at Str. 136 and 123.
Maybe just move Str. 123 to the east to increase the easement area.
14. HCSO will not approve the orifice style shown of sheet 12. We are currently working
on an orifice standard with the manhole manufactures and should have it ready to go
by early May. If construction is desire to begin before then, please use a 2 x 2
concrete box with a 6” hole with a debris guard as the orifice.
15. HCSTSM Section 302.05 #10 does not allow the 100 year elevation of the south pond
to back up into the swale on lot 5. Please revise to keep 100 year elevation limits in
the common area.
16. HCSTSM Section 501.03 requires 0.1 feet of fall across all manholes. Since the site
is so limited on storm sewer depth by the site outlet point, some understanding will be
given, but please put the fall in all manholes that is feasible.
17. Structures 120, 125, and 133 need to have 2’ sumps for water quality benefits.
18. Please include a Storm Sewer Structure Data table per HCSO Standard Detail D-19.
19. Please provide a site specific pipe capacity calculation sheet for this project and not a
general pipe capacity/velocity calculation sheet.
20. Common Area “A” and “D” need to be dedicated as perpetual stormwater easements
per HCSTSW Section 306.01. All easements that contain proposed regulated drains
need to be labeled Regulated Drain Easements (R.D.E.) instead of just a D.E.
21. The following HCSO Standard Details have revision dates newer then the details in
the plans: CT-1, CT-4, CT-5, CT-7, and D-18.
22. Please add HCSO Standard Details: O-4, SSD-5, D-23, and D-25.
23. Please note that further comments may be necessary at a later date.
