will approve the drawings.

The seven sets of plans include Sheet L 1 01, LANDSCAPE PLAN, which was not included in the previous
sets of plans dated January 29, 2007, which the City reviewed. Per the February 20,2007 letter, please
submit all copies necessary for approval (without the LANDSCAPE PLAN) and we will approve the
drawings.

Dear Mr. Burke:
We have reviewed the drawings submitted for this project for the October 18,2006 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMA nON
1. The project site is cwtently located within current City of Carmel Corporate Limits. The following
jurisdictions will apply.
2. Jurisdictions:
. Street and Right of Way - City of Carmel (Horseferry Road)
., Water Mains - City of Carmel Water Utility service area.
., Sanitary Sewers - Clay Township Regional Waste District service area
. Storm Sewer - City ofCarrnel (the onsite storm sewers are assumed to be a private system).
o Legal Drains - Hamilton County Surveyor's Office
3. Board of Public Works and Safety Approval Requirements:
o Commercial Curb Cut. Board of Public Works and Safety approval will be required for new curb
cuts and modifications to curb cuts. However, it appears that this approval is not applicable to this
project.
G Temporary Construction Entrance. Same requirements as for the Commercial Curb Cut.
e Water Availability approval from the Board is based upon the proposed commercial usage of the
building. Reference Item #11 below for a more detailed explanation.
ClI Dedication of Right-of-Way (if applicable).
I) Any permanent improvement to be installed within dedicated right of way.
I!l Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
easements and/or dedicated right of way.
A schedule for Board of Public Works and Safety meeting dates and agenda deadlines has previously
been submitted for your use and will not be resubmitted with this review. Please use the Engineering
Department deadlines for submissions to the Board if applicable.
Any submission to the Board requiTes prior final approval by the Carmel Clay Plan
Commission and/or the Board of Zoning Appeals and completion of review by the Technical
Advisory Committee. All written requests to be place on the Board's agenda must Include the
appropriate Docket Numbers and the date (or dates) of approval by the Plan Commission
and/or BZA.
4. T AC ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all issues have been resolved. All Carmel Utility issues must also
be resolved. The design engineer must certify aU drawings submitted for final approval. This

office will require a minimum of four sets (maximum of six sets) of approved drawings after all
issues have been resolved. The drawings will be stamped approved and signed by the City
Engineer. The Developer/Owner will receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities will receive one set, our Construction Manager will
receive one set and one set will be maintained in the Department of Engineering. lfmore than the
minimum fOUT sets are requested to be approved, the additional sets (maximum total of two
additional) must be submitted with the four required sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easementsandlor right of way will require a Consent to Encroach Agreement between the
Owner/Developer and the City of Carmel. This Agreement requires Board of Public Works and Safety
approval.
6. Carmel Utilities will provide separate reviews of this project for water issues. Please assure that copies
of an drawings are sent to:

BONDING REOUIREMENTS
9. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance Guarantees
There do not appear to be Performance Guarantee requirements.
Street CutJRjght of Way Permit and Bonding Requirements
Any work in dedicated right of way of Horse ferry Road will require a Right of Way Permit and a
License and Permit Bond. The bond amount will be determined by the number of instances of
work in the right of way (curb cut, storm sewer work, etc.) @ $2,000.00 per instance. Open
pavement cuts in dedicated streets require approval by our Board of Public Works and Safety. It
appears that a permit and bond will be required for this project in regard to the water service line
cOJUlection and possibly the sidewalk installation.
!Erosion and Sediment Control
Please contact Amanda Foley for bonding requirements for erosion and sediment control measures
and post construction BMP's.
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received. When
construction plans are submitted for review for this development, please assure that Crossroad receives
a set of drawings and drainage calculations.
AVAILABILITY AND CONNECTION FEES
] I. Water Availability (acreage) Fees, if applicable, must be paid after all other Engineering Department
requirements have been satisfied and prior to a pre-submittal request to Building Code Services for
issuance of building permits. Availability Fees are based upon the total acreage of the project as
identified by a legal description of the project. Based upon the legal description on Sheet CIO], the
preliminary Water Availability Fee calculation would be:
0.108A @ $1,010.00 Current Water Availability Fee/A = $109.00
Please comrrm with Carmel Utilities that Water Availability Fees will be assessed on this project.
Water Connection Fees will be based on the proposed usage of the building. Based upon the name of
the project, it'appears this will be subject to the Bars & Cocktail LoungeslRestaurant classification
from our Equivalent User Contribution Multiplier. This classification is based upon the total number
of seats planned for the project, both inside and outside seating. The EDD calculation is 0.10 EDUs

per seat = total EDUs @$1,31O.00 current Water Connection FeeIEDU. Please provide the total
number of seats with the letter requesting Water Availability approval from the Board.
PROJECT COMMENTS-CONSTRUCTION PLANS
12. Thank you for completing and returning the PLan Certification fonn.
13. The City has adopted a new curbing policy. If applicable, pLease revise any notes, specifications, and
details to accommodate this policy. The Language of this policy must be added to a specification sheet
on the plans.
14. Please remove the "EXISTING STREET LIGHT LOCATION" symbol from the legend on Sheet
CI02.
L 5. Please remove the tree and street light symbols Sheet C 1 03. Also please remove the "TREE
CONSERVATION" symbol from the legend on Sheet C103.
16. The City has adopted a new paving policy. PLease revise any notes, specifications (specifically the
"streets" specifications on Sheet C901) and details to accommodate this policy. The language of this
policy, ifapplicabLe, must be added to a specification sheet in the plans.
17. How will roof drainage be accommodated?
18. There are two spot shots indicated on Horseferry that are the same elevation. Is it intended to drain
this area to the inLet to the east?
L9. The sill elevations noted (898.23) are Lower than one top curb elevation of the future private drive
(TC=898.27). Just want to confinn that this will not be a problem.
20. A right-of-way pennit must be obtained from the City prior to any work in the right-of-way.
21. No earth disturbing activity shall be permitted prior to obtaining an approved storm water management
permit.
22. Note 8, Sheet C102: Maximum contraction joint spacing for curbing is 10 feet. If this note only
applies to sidewalk, disregard this comment.
23. Please contact Amanda Foley to review requirements for erosion and sediment control and water
quality requirements during and after construction and post construction water quality requirements.
These comments represent the Department of Engineering's initial review of the construction plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in deLay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other conunittee meetings.
All bonds and perfonnance guarantees (if required) must be posted prior to Engineering Department
approval. Also, Board of Public Works and Safety approvaL and any other governing agency approvals (if
required) must be obtained prior to Engineering Department approval.
Comments from the City's consultant related to the drainage review will be forwarded to your office when
the review is complete. Please confirm that plans and drainage calculations were submitted to Crossroad
Engineers for the T AC meeting.
The Department of Engineering reserves the right to provide additional conunents based on subsequent
reviews.

LETTER OF APPROVAL
The undersigned has reviewed the proposed plans for
Village of West Clay, Brockway Public House
and has approved the plans subject to the following:
1. Will this building be equipped with an automatic fire sprinkler system? If so, our office will
request a meeting to discuss the location of the fire department connection. We will also request
that an exterior door to the riser room be provided for our access.
2. Will this building have a basement and how many stories in height?
3. We are requesting the installation of a Knox box for emergency access. If the building is
sprinklered we will request the purchase of the Knox fire department connection caps. An
application for the Knox products can be obtained through our office.
4. Will the building be equipped with a fire alarm system?
5. Will the building have a mix occupancy use?
6. Our office is requesting a set of plans showing the water distribution system for this area.
Please respond to the above noted condition(s) in writing and submit to our office prior to the
scheduled Technical Advisory Meeting for this project.
