Carmel Board of Zoning Appeals Development Standards Variance Request For a Ground Sign Midwest Youth Tennis Foundation, Inc. and the UST A Midwest Section have previously submitted to you an information booklet in support of their petition for two development standards variances to allow for a ground sign to identify the tenants located in the multi-tenant office building owned by the Foundation. Following that submittal, the Petitioners tabled the hearing of the petition to meet with the staff of the Department of Community Services and to discuss the stan's COnCelTIS with the petition. In response to that meeting and to address the concerns of the staff, we respectfully submit the following supplemental information for your consideration in support of the petition. 1. The Foundation Building and the Five Seasons Sports Country Club share the same entrance from 961h Street. Unlike most developments with multiple buildings or uses that utilize a common private drive for ingress and egress, the buildinQ. entrance is oriented north to south rather than east to west to be visible to h"affic travelling east to west or west to east along 96th Street. Please see the photos under TAB I which show the view of the common entrance travelling west and east along 96th Street. A visitor or customer coming to the Foundation Building does not realize that the entrance serves both buildings. The entrance signage, which is visible only upon reaching the entrance, only identifies "Five Seasons" and its street address. There is nothing indicate that the entrance also serves the Foundation Building or to otherwise identify the Foundation Building. Please the photo under TAB 2. Visitors and customers therefore continue along 96th Street and miss the entrance to the Foundation Building. Due to the dedication of right-of-way to Hamilton County for a possible extension of 96th Street under Interstate 465, the Foundation property is set back significantly from the right of way of 96th Street. The location of a ground sign on Foundation prope11y would not be visible to traffic travelling on 96th Street. Therefore, the Foundation and UST A Midwest sought and obtained a right to encroach into this extension option right-of-way for the construction of the sign by the Carmel Board of Public Works and Safety. With the development of the Monon Trail, it is highly unlikely that this 96th Street extension will occur. Additionally~ the Thoroughfare Plan does not show this extension option. Please see the excerpt from the Thoroughfare Plan drawing under TAB 3. However, the right-of-way has not been vacated. Therefore, the proposed location of the sign, in order to be visible to traffic and to identify the Foundation Building, is proposed to be within the right-of-way (in the location approved the BPWS) and off of the property owned by the Foundation or "off premises. " The inability of the Foundation to erect a ground sign on its property and outside of the extension option right-of-way results in a significant practical difficulty in the use of the Foundation Building by its tenants and precludes effective identification of the building to the visitors and customers of the tenants in the Founda60n Building. The proposed location of the sign is approximately 290 feet from the Monon Trail and will not impact the use or enjoyment of the trail. Please see the photos under TAB 4. 4. r .
