HomeMy WebLinkAboutCRC-04-15-97MINUTES REDEVELOPMI?NT`COMMI55ION- April' 15; 1997 President Rick, Roesch called the meeting to order at 6:90 p.m. Members present were Ron Carter and'susan Westermeier. Ms. Westermeier made a motion to approve the minutes-from`the March 18 meting. After a second by Mr. Roesch, the minutes were unanimously-approved. Under Old Business, there were no liaison reports other than.Mr. Carter noting,therenewal<of a liquor license for the Carmel Motel will be opposed. The Economic.Impact Statement•with respect to Merchants Square was considered. Mr. Roe'sch indicated that the developer was supposed to ,giye.a summary of the,proceeds of the bonds, however, we,were notified by fax this afternoon that they can not go_.forth with this at present- It is permissible to proceed with the resolution, but we ned`to 6nd'the make-up of the bonds.and,the debt service on the bonds before, asking City Council to•approve the issuance. of •aay bonds. Mr. Roesch did explain that the developer will pay some of tbe.property,taxes, and tenants will also pay some share of taxes. a` We can go ahead and take the impact statement through the process, but we had hoped to do both things at once.rather than-require an extra meeting. -All taxing units have been notified,, and the meeting has=been noticed for,April 21, at 6:30 p,m. If the committee chooses +not, to hold the public hearing at this time, we should. notify ;0 entities of that tomorrow. There was some discussion of possibilities-if the public hearing,is held, and the bond issue were to fall through.. The commission feels there should be some explanation of how the bond funding and debt service will work. We need to'knoyv`the interest rate on the _bondsi there could be,negotitation with the buyer of the bonds. Information is incomplete; and therefore it seems prudent.to cancel the public hearing scheduled for next Monday. Ms. Westermeier made,a motion to cancel the pubft beating,unless certain conditions are met by noon tomorrow'(4/16). Mr. Carter'seconded-the motion. The motion carried. Mr: Roesch.suggested the consideration of a:liaisonto,the Economic Development. Commission. The next regular meeting is scheduled for May .20_ Mr. Cartei moved to adjourn. at 7'.25 p.m. Following a second by Ms.:.Westermeier, the approval was-unanimous.
