CARMEL REDEVELOPMENT COMMISSION
Marcb 18, 1997
The meeting was called to order. at 5:45 p.m. by President,R ck Roesch: Members. present were Amy Boldt,
Megan Boschi ii, and Susiin Westermcier.
Ms Boldt made a motion to approve the minutes from the February: meeting. Following a second from Ms.
Boschinit the minutes were unanimously approved.
Under Old Business, Ms. Bosehini, as liaison,with the,Carmei'Motel, suggested we,wait awhile and see how
things develop. There maybe a buyer for the property, and our assistance may. not be needed
Ms. Boldt offered copies.of,an article.conceming an area ofiedevelopment:(in Indianapolis),,-as it identifies
some of the negatives that can result if property values would drop in such a designated area..This is not a
situation that}vouldbe expected in the area designated',for redevelopment at. Merchants Square, because:
underlying factors are very differcntfrom those Inghligl ted'in the article.
We have invoices in the amount of $68.12 (for publication of this, evening's public hearing art%Plaa
Commission, on the declaratory resolution passed by this commission last month). A memo has been sent to
Deb Grisham requesting, counsel on where ftmds:may be available to pay for these, and other bills that may
need to be paid in the: future:
{® Mr. Roesch explained he would be,malang a brief presentation before the Plan Commission, this evening; and
that a Linder Co. representative would also he preserit3o.'answer questions:
Following Plan Commission acknowledgement of compliance,%ith`the Comprehensive. Plan and'approval of
the resolution and economic development plan,; some follow-up dates will be a notice of a public hearing by
this commission, and the:adoption of a confirmatory resolution. Information about the economic impact, etc.
must also be furnished to the affected taxing units. Umbaugh will be providing the monetary figures. It'is at
this point that-we could have questions,and remonstrators:
Our meeting on •April 15 will be very important, as it is.ouur, last scheduled meeting at A?hich we can review the
economics of the Merchants Square project.
Following the public hearing on April 21, the Common Council immediatelyadopts:a resolution approving
the creation of the area.
Another important date is May 19, when the commission will hold a public bearing on the, appropriation of
bond proceeds;, and will adopt the final bond resolution.
The next meeting w-ill be on April 15 at 6:30 p.m:.
The meeting was adjourned at 6:20 p.m. following a-motion by Ms..Boschiniand a second by Ms.
Westermeier.
